CALL TO ORDER
Chairman Reaves called the meeting to order at 9:00 a.m.
AGENDA APPROVAL
Mr. Short moved, Ms. Gugino seconded, approval of the agenda as presented. The motion carried by
voice vote.
TOWN ITEMS
Staff provided an update on current development projects in Town.
Mr. Hopewell updated the committee on the current timeline of the Unified Development Ordinance
(UDO), set to go before Town Council for adoption on October 14, 2025. He mentioned the
implementation of a data center overlay in the UDO that mirrors the current Technology Center
boundary within the Town, limiting any new data center applications.
COUNTY ITEMS
Staff provided an update on the courthouse renovation project.
Mr. Howard presented the Courthouse Space Planning Study Update by Moseley Architects.
The current space shortfall is 47,159 GSF and the future (by 2045) space shortfall is 68,264 GSF.
• Option A: Closing West Cameron Street to thru traffic. New construction of a 4-story building for
108,000 GSF. Renovation and entry addition of the existing 3-story (added in 1974) for 20,400
GSF. Courthouse Entry from Davis Street. The cost would be approximately $116 million.
• Option B: Same as Option A except no renovation to the 1974 addition and instead tear it down
to build a new 3-story addition for 23,000 GSF.
• Option C: Renovation of the existing County Administration Building at 302 North Main Street
for a 4-story building for 118,000 GSF. Requires a referendum.
Mr. Howard also presented two options for a potential parking garage to be built in Town:
• Option 1: Closing East Cameron Street to connect the Spencer Street and Cameron Street public
parking lots into a new 3-story garage for a total of 350 spaces. The cost would be
approximately $36 million.
• Option 2: Building a new split-level garage in the County’s existing Blue Ridge Avenue parking lot
for a total of 174 spaces. The cost would be approximately $18 million.

Moseley Architects is currently gathering site information, which includes survey work and title
searches.
Mr. Rimeikis asked about a traffic impact analysis, which has not been done yet.
Mr. Yowell asked about moving the project out into the County.
Mr. Howard stated the biggest impediment for moving the Courthouse into the County would be the
required referendum.
Discussion ensued.
Staff provided a Culpeper County Public Schools (CCPS) development report.
Dr. Brads and Mr. O’Brien presented a Town and County Housing Development Update.
In June 2023, Woolpert studied enrollment projections, building usage and capacity, and completed a
student yield analysis based on housing units. This was based on the 2023 student population of 8,181.
There are over 8,400 students enrolled today.
• Apartment = 0.40 Yield (low-income tend to yield more students, as high as 1.15)
• Condo = 0.61 Yield
• Mobile Home = 0.19 Yield
• Single-Family = 0.47 Yield
• Single-Family Townsite = 0.41 Yield

Ms. Gugino spoke about the need for long-term planning of both bodies to accommodate for Culpeper’s
population to double in size very quickly.
Mr. Hopewell encouraged the committee members to meet with state legislators and advocate for
impact fees and also discuss the deficiencies of proffers as they relate to schools.
Mr. Durr commented on the need for the two bodies as a whole to work together and talk to each other
a lot more.
Discussion ensued.
Mr. Hively suggested a meeting of the bodies of the whole instead of an Interaction Committee meeting
for successful collaboration.
DISCUSSION ITEM
The committee discussed the potential of having a Culpeper County Fire Inspector.
Mr. Short stated there have been several occasions recognized by Chief Perryman of severe code
violations and there is no formal way to monitor, track or enforce currently.
Mr. Perryman mentioned his 23 reports over a 12-month period and thought 10 of them could have
been prevented if a Fire Inspector was around to check commercial sprinkler systems, locked doors in
the back, means of egress, and/or lack of audible or visual fire alarms.
Mr. Perryman stated now is the time to be proactive instead of reactive.
Discussion ensued.
There was consensus for the next committee meeting to be held on Friday, January 23, 2026.
