Adjourn.  CITY OF CUMMING COUNCIL MINUTES WORK SESSION JUNE 1, 2021 I. There was a Work Session meeting of the Mayor and Council of the City of Cumming on Tuesday, June 1, 2021, at 6:00 P.M., at City Hall in Cumming, Georgia. The Mayor and all Council Members were properly notified as required by law and all were present. Mayor Troy Brumbalow presided over the meeting and called the meeting to order. II. Invocation: Mayor Brumbalow asked Mr. Phil Higgins to deliver the invocation. III. Pledge to the Flag. Mayor Brumbalow led everyone in the Pledge to the American Flag. IV. Consider Agenda for Adoption- Mayor Brumbalow requested to add under New Business, Administration: 3. Fairgrounds Pavilion. A motion was made by Chad Crane and seconded by Joey Cochran to amend the agenda as requested by Mayor Brumbalow and adopt the remainder of the agenda as presented. The motion carried unanimously. V. Consider for adoption the following meeting minutes: A. Regular Council Meeting of May 18, 2021: A motion was made by Jason Evans and seconded by Christopher Light to approve the minutes of the Regular Council Meeting of May 18, 2021 as presented. The motion carried unanimously. VI. Acknowledgements, Proclamations, Resolutions, etc.-none VII. Old Business- None VIII. New Business A. Administration: 1. 2020 Audit Report (Information Only): Mr. Clay Pilgrim with Rushton and Company presented an overview of the City of Cumming Annual Audit. 2. IGA with Forsyth County- Elections (Information Only) City Attorney Kevin Tallant presented the proposed Intergovernmental Agreement for the Provision of Election Services Between Forsyth County, Georgia and the City of Cumming, Georgia. The term of the agreement would be for five (5) years. The IGA would be up for adoption at the June 15, 2021 regular meeting. 3. Add-on: Fairgrounds Pavilion: City Administrator Phil Higgins explained that two years ago plans were made to construct a pavilion at the Fairgrounds near the bridge and new ticket booth. The project was postponed due to Corona Virus and the cancellation of the Fair last season. A local contractor has proposed to build the pavilion for $64,800.00. A motion was made by Jason Evans and seconded by Linda Ledbetter to authorize the construction of a Fair Pavilion located at Ledbetter Overlook, near the Gate C ticket booths, for $64,800.00. The motion carried unanimously. B. City Center: 1. Change Order- Buildings A, B, C and D Concrete: City Administrator Phil Higgins explained that a Change Order would be needed for Buildings A, B, C and D Concrete at the City Center. The request is to remove the current wall footings for the four buildings and replace them with helical piers. This is necessary because of soil conditions that could not be detected at the time when plans were drawn. After deducting the cost of the footings and adding the cost of helical piers it results in a net change of an additional $106,642.00. A motion was made by Joey Cochran and seconded by Jason Evans to authorize the Change Order for Buildings A, B, C and D Concrete. The motion carried unanimously. C. Utilities: 1. Report on RFP- Oakwood Drive Storm Sewer: The Department of Utilities budgeted for the installation of a storm sewer drainage line to remedy the ongoing flooding issue on Oakwood Drive. The Department received five (5) proposals for the Oakwood Drive Storm Sewer ranging from $512,069.50 to $786,307.11. It is the recommendation of the Department of Utilities to accept the low proposal from North Georgia Pipeline. A motion was made by Christopher Light and seconded by Jason Evans to accept the low proposal from North Georgia Pipeline in the amount of $512,069.50. The motion carried unanimously. 2. Request to Advertise for RFP- Additional 900HP Vertical Turbine Pump for Forsyth County: The Department of Utilities requests to Advertise for RFP the purchase of an additional 900 HP Vertical Turbine Pump for use by Forsyth County Water and Sewer. The total cost estimated for this project will be near $1.8 million and will be paid for by Forsyth County. A motion was made by Christopher Light and seconded by Chad Crane to approve the request to advertise for RFPs for the purchase of an additional 900 HP Vertical Turbine Pump with a Variable Frequency Drive for Forsyth County Water and Sewer. The motion carried unanimously. 3. Storm Drain Pipe at Kelly Mill Landfill: The City has been utilizing the old Kelly Mill Landfill to discard waste soils from recent projects. At this time and to prevent erosion, the City must install a 36-inch storm drain along the outer slope of the landfill. The Department of Utilities requested bids from our emergency contractors and received the following two (2) bids: Jasper Grading and Pipeline, $70,738.00 and Townley Construction Company, Inc, $91,860.00. The Department recommends accepting the low bid from Jasper Grading and Pipeline. A motion was made by Linda Ledbetter and seconded by Jason Evans to approve the low bid from Jasper Grading and Pipeline in the amount of $70,738.00 for the installation of a Storm Drain Pipe at the Kelly Mill Landfill Site. The motion carried unanimously. 4. Request to Purchase Trucks for Water Distribution: The Department of Utilities budgeted to replace four (4) 1500/150 4WD Pickups for use by the Sewer and Water Inspectors and Water Distribution. The bids ranged from $29,823.00 to $31,036.22 for the regular cab and $30,861.00 to $38,000.00 for the Extended Cab 4 X 4. The Mayor and Council asked the Utilities Department to gather additional information on the pricing and bring back to the June 15, 2021 regular meeting. IX. Announcements-none. X. Executive Session: Mayor Brumbalow stated there was no need to have Executive Session. XI. Adjournment: A motion was made by Chad Crane and seconded by Jason Evans to adjourn. The motion unanimously.
