3rd, at Forsyth County Department of Registration & Elections, 1201 Sawnee
Drive. Election Day is Tuesday, Nov. 7th, at Cumming City Hall.

COUNCIL MINUTES
WORK SESSION
OCTOBER 3, 2023
I. There was a Work Session meeting of the Mayor and Council of the City of Cumming
on Tuesday, October 3, 2023, at 6:00 P.M., at City Hall in Cumming, Georgia. The Mayor
and all Council Members were properly notified as required by law and all were present.
Mayor Brumbalow presided over the meeting and called the meeting to order.
II. Invocation: Mayor Brumbalow asked City Administrator Phil Higgins to deliver the
invocation.
III. Pledge to the Flag. Mayor Brumbalow led everyone in the Pledge to the American
Flag.
IV. Consider Agenda for Adoption- A motion was made by Chad Crane and seconded
by Jason Evans to adopt the agenda as presented. The motion carried unanimously.
V. Consider for adoption the following meeting minutes: A. Regular Council Meeting
of September 19, 2023: A motion was made by Jason Evans and seconded by Christopher
Light to approve the minutes of the Regular Council Meeting of September 19, 2023 as
presented. The motion carried unanimously.
B. Executive Session Meeting of September 19, 2023: A motion was made by Joey
Cochran and seconded by Jason Evans to approve the minutes of the Executive Session
minutes of September 19, 2023. The motion carried unanimously.
VI. Acknowledgements, Proclamations, Resolutions, etc.-none.
VII. Old Business: A. Planning and Zoning: 1. Impact Fee Ordinance Amendment:
City Attorney Kevin Tallant presented an ordinance to amend the Impact Fee Ordinance
of the City of Cumming. He explained that as part of the LOST agreement, the City of
Cumming and Forsyth County entered into an intergovernmental agreement regarding the
collection and distribution of impact fees for library, fire, and emergency services.
A motion was made by Chad Crane and seconded by Jason Evans to open the public
hearing. The motion carried unanimously. No one spoke in favor of, or in opposition to the
Impact Fee Amendment. After some discussion, a motion was made by Joey Cochran and
seconded by Christopher Light to close the public hearing. The motion carried
unanimously. A motion was made by Joey Cochran and seconded by Jason Evans to adopt
the Impact Fee Ordinance Amendment as presented. The motion carried unanimously.
VII. New Business: None
IX. Announcements:
