CITY COUNCIL MEETING September 6, 2017 Honorable Mayor, Mark D. Boughton, called the meeting to order at 7:30 p.m. in the Council Chambers. PLEDGE OF ALLEGIANCE & PRAYER The Pledge of Allegiance was led by Fire Chief T.J. Wiedl. Councilman DiGilio led all in prayer. ROLL CALL: COUNCIL MEMBERS PRESENT: Philip Curran, Christina Chieffalo, Mike Esposito, Warren Levy, Colleen Stanley, Gregg Seabury, Andrew Wetmore, Irving Fox, John Priola, Vinny DiGilio, Joseph Cavo, Thomas Saadi, Fred Visconti, Elmer Palma, Christopher Arconti, John Esposito, Duane Perkins, Ben Chianese, Paul Rotello, Nancy Cammisa, and Joseph Scozzafava. COUNCIL MEMBERS ABSENT: Gregg Seabury is ill this evening. Thomas Saadi had a loss in the family. Elmer Palma is attending a family function. PRESENT: 18, ABSENT: 3 ALSO PRESENT: Robert J. ANNOUNCEMENTS: Mayor Boughton made the announcements and special presentations for the month of September. MINUTES - Minutes of the Council Meeting held August 1, 2017 A motion was made by Councilman Cavo and was seconded by Councilman Perkins, to waive the reading and accept the minutes, as all members have copies and copies are on file for review in the Legislative Assistant's office. The motion carried unanimously. CONSENT CALENDAR 4. COMMUNICATION - Danbury Train Station Lease - Proposed Budget Receive the communication and approve the Danbury Train Station Lease Proposed budget of $30,500 for fiscal year 2017-2018. 5. RESOLUTION - JAG 2017 Byrne Funding - Police Department Receive the communication and adopt the Resolution authorizing Mark D. Boughton, Mayor of the City of Danbury, or Patrick Ridenhour, Chief of Police, as his designee, to apply for and accept funding from the US Department of Justice 2017 Edward Byrne Memorial Justice Assistance (JAG) Program in an amount not to exceed $18,663. The funding period is 10/1/16 to 9/30/18 and there is no requirement for matching funds from the City. 6. REPORTS - Acceptance of Land - 115 - 125 King Street Receive the communication and approve the request for the acceptance of the conveyance of Parcels 1 & 2, Knapp Subdivision, 115-125 King Street (B06001) subject to the submission of all necessary documentation in a form acceptable to the Office of Corporation Counsel. 7. REPORTS - Turnaround Easement - 9 Oak Lane Receive the communication and approve the request for the turnaround easement for 9 Oak Lane (#I10101) subject to the submission of all necessary documentation in a form acceptable to the Office of Corporation Counsel, including the two additional requirements detailed in the August 2, 2017 report from the City Engineer. 11. AD HOC REPORT - Mutual Right of Way/Easement - 55 Triangle Street Receive the report from the 55 Triangle Street Easement Ad Hoc Committee and approve the recommendation as presented. A motion was made by Councilman Cavo, seconded by Councilman Perkins, to accept the Consent Calendar as presented. The motion carried unanimously. 1. COMMUNICATION - Promotion- Fire Lieutenant - Fire Department A motion was made by Councilman Mike Esposito, seconded by Councilman Perkins, to receive the letter of confirmation and approve the appointment and promotion of Firefighter Joseph Kovalsky to the position of Fire Lieutenant in the Danbury Fire Department. The motion carried unanimously. 2. COMMUNICATION - Donation of Office Furniture Mayor Boughton noted for the record that while this is under his signature, it is Public Works Director Antonio Iadarola's deal and he did inspect the furniture and it is in good shape. A motion was made by Councilwoman Stanley, seconded by Councilman Arconti, to receive the communication and accept the donation from CBRE Corporation for the used office furniture to be used in the Public Services Division offices with an estimated total donation of approximately $5,000 and send a letter of thanks. The motion carried unanimously. 3. COMMUNICATION - Neighborhood Integrity Initiatives/Pending Legislation and Enforcement A motion was made by Councilman Digilio to receive the communication and refer it back to the existing Ad Hoc Committee. Mayor Boughton reminded the Council that the existing Ad Hoc Committee consists of Cavo as Chair, Cammisa, and Chianese. 4. The motion carried unanimously. A motion was made by Councilman Arconti to receive the report and refer to a Public Hearing. Hearing no objections, Mayor Boughton so ordered. 9. AD HOC REPORT - Food Code Ordinance Revision, Section 8A-1-4-5-16-18 A motion was made by Councilman Cavo, seconded by Councilman DiGilio, to waive the reading of the Report as all members have copies and copies are available in the Legislative Assistant's Office. The motion carried 17 to 1 with Rotello in the no. A motion was made by Councilman Curran to receive the Report and refer to a Public Hearing. Hearing no objections, Mayor Boughton so ordered. 10. AD HOC REPORT - Day Care Ordinance-Section 11-6 - 11-18 A motion was made by Councilman Cavo, seconded by Councilman DiGilio, to waive the reading of the Report as all members have copies and copies are on file for review in the Legislative Assistant's Office. The motion carried 17-1, Councilman Rotello voting no. A motion was made by Councilman Fox to receive the Report and refer to a Public Hearing. Hearing no objections, Mayor Boughton so ordered. 11. AD HOC REPORT -Mutual Right of Way/Easement-55 Triangle Street *CONSENTED - Receive the report from the 55 Triangle Street Easement Ad Hoc Committee and approve the recommendation as presented. 12. DEPARTMENT REPORTS - Police, Fire, Health-Housing & Welfare, Public Works, Permit Center, Unit, Elderly, Library Public Works Director Iadarola responded to Councilman Perkins regarding the pond at Roger's Park sludge cleanup and area trail; and Mayor Boughton responded regarding basketball court status. Human Resources Director Alosco responded to Councilman Scozzafava regarding recruitment status on the position in the Tax Assessor's Office. A motion was made by Councilman Cavo, and was seconded by Councilman Perkins, to waive the reading of the Departmental Reports as all members have copies and copies are on file for review in the Legislative Assistant's Office. No objections, so ordered. ADJOURNMENT There being no further business to come before the Council, Mayor Boughton extended all committees. A motion was made by Councilwoman Stanley, and was seconded by Councilman Levy, to adjourn the City Council Meeting. Motion carried unanimously.
