CITY COUNCIL MEETING October 3, 2017 Honorable Mayor, Mark D. Boughton, called the meeting to order at 7:30 p.m. in the Council Chambers. PLEDGE OF ALLEGIANCE & PRAYER The Pledge of Allegiance was led by Sean Hatch. Philip Curran led all in prayer. ROLL CALL: COUNCIL MEMBERS PRESENT: Philip Curran, Mike Esposito, Warren Levy, Colleen Stanley, Andrew Wetmore, Irving Fox, John Priola, Vinny DiGilio, Joseph Cavo, Thomas Saadi, Fred Visconti, Elmer Palma, Christopher Arconti, John Esposito, Duane Perkins, Ben Chianese, Paul Rotello, Nancy Cammisa, and Joseph Scozzafava. COUNCIL MEMBERS ABSENT: Christina Chieffalo is attending a business function. Gregg Seabury is attending a family function. PRESENT: 19, ABSENT: 2 ALSO PRESENT: Robert J. Yamin, Corporation Counsel; Les Pinter, Deputy Corporation Counsel; and David St. Hilaire, Director of Finance. PUBLIC SPEAKING: None ANNOUNCEMENTS Mayor Boughton made the announcements for the month of October. MINUTES - Minutes of the Council Meeting held August 1, 2017 A motion was made by Councilman Cavo and was seconded by Councilman Perkins, to waive the reading and accept the minutes, as all members have copies and copies are on file for review in the Legislative Assistant's office. The motion carried unanimously. CONSENT CALENDAR 1. COMMUNICATION - Re-Appropriations Receive the communication and approve the re-appropriations of $317,885.28 to the General Fund, $109,336.43 to the Water Fund, $331,777.48 to the Sewer Fund, and $23,096.69 to the Internal Service Fund to the current fiscal year as detailed by the Director of Finance so outstanding purchases can be completed and goods accepted. 4. COMMUNICATION - Donation to Parks and Recreation - Western Connecticut Health Receive the communication and accept the donation from Western Connecticut Health Network to furnish and install an apron and gate adjacent to the Danbury Hospital Emergency Department and the Broadview Middle School for emergency response and safety purposes. 5. RESOLUTION - PHHSBG - Health Grant Receive the communication and adopt the Resolution authorizing Mark D. Boughton, Mayor of the City of Danbury, or Lisa Morrissey Director of Health as his designee, to apply for and accept an increase of $622.00 to the existing contract for the State’s Preventative Health Block Grant Program. This increase applies to the third and final year of funding for the contract making the funding award for 10/1/17 to 9/30/18 a total of $23,189 with the total three-year contract amount increasing to $69,266. 7. RESOLUTION - NACCHO Grant Funding - Health Department Receive the communication and adopt the Resolution authorizing Mark D. Boughton, Mayor of the City of Danbury, or Lisa M. Morrissey Director of Health as his designee, to apply for and accept funding from the National Association of County and City Health Officials (NACCHO), which will assist in the implementation of the FDA’s Regulatory Program Standards. The funding request will not exceed $9,400 and does not require a local match. 8. RESOLUTION - AFDO Grant Funding - Health Department Receive the communication and adopt the Resolution authorizing Mark D. Boughton, Mayor of the City of Danbury, or Lisa M. Morrissey Director of Health as his designee, to apply for and accept funding from the Association of Food and Drug Officials (AFDO) through the Food and Drug Administration, Office of Regulatory Affairs and Office of Partnerships for conformity with the Voluntary National Retail Food Regulatory Program Standards, which will assist the City of Danbury Health and Human Services Department in meeting the objectives of the Retail Program Standards. The funding request will not exceed $29,000 and does not require a local match. 9. RESOLUTION - Vernon Library Supplies - Library Receive the communication and adopt the Resolution authorizing Mark D. Boughton, Mayor of the City of Danbury, or Katie Pearson Library Director as his designee, to apply for and accept funding from the Vernon Library Supplies Inc. ’English Literacy for New Immigrants’ grant program, which will provide updated library resources. The funding request will not exceed $5,000 and does not require a local match. 10. RESOLUTION - 2017/2018 Emergency Management Performance Grant Receive the communication and adopt the Resolution authorizing Mark D. Boughton, Mayor of the City of Danbury, or Paul D. Estefan, Director of Civil Preparedness as his designee, to apply for and accept funding from the Federal Emergency Management Performance Grant Program being offered to the City of Danbury through the State and Local Assistance Program, which will assist in emergency management activities including staffing and emergency operations centers. The maximum funding of this award will not exceed $50,000 and requires an equal cash or in-kind match that will be met through General Operations of the Emergency Management Team at the facilities for the performance period of October 1, 2017 to September 30, 2018. A motion was made by Councilman Wetmore, seconded by Councilman Fox, to accept the Consent Calendar as presented. The motion carried unanimously. 1. COMMUNICATION - Donation To the Fire Department - Algonquin Gas A motion was made by Councilman Mike Esposito, seconded by Councilman Visconti, to receive the letter and accept the generous donation of $32,000 from the Enbridge Algonquin Gas Transmission LLC for the purchase of the UTV for the Danbury Fire Department followed by a letter of thanks. The motion carried unanimously. 3. COMMUNICATION - Donation to the Fire Department - UAV A motion was made by Councilman Levy, seconded by Councilwoman Stanley, to receive the letter and accept the donation of $10,000 for the purposes specified in the communication to be deposited in the account of 6000.2010 and a letter of thanks. The motion carried unanimously. 4. RESOLUTION - Impact Statement: PHEP Grant A motion was made by Councilwoman Stanley, seconded by Councilman Mike Esposito, to receive the communication and adopt the Resolution authorizing Mayor Mark D. Boughton to accept the grant funding allocated to the City of Danbury Health and Human Services in the amount of $58,488 to use the funding for operational costs for staffing, emergency response, and training exercises and to authorize Mayor Mark D. Boughton to sign this Administrative Service Agreement and to facilitate disbursement of these funds and to take such other actions as may be required to further the purposes thereof. AD HOC REPORT - Request to Purchase - Middle River Rd. Parcel B08-008 A motion was made by Councilman Cavo, seconded by Councilman Saadi, to waive the reading of the report. The motion carried unanimously. A motion was made by Councilman Priola, seconded by Councilman DiGilio, to receive the report and accept the Ad Hoc Committee's recommendation to sell the City-owned land as described in the report to the petitioner under the terms as described in the report. The motion carried unanimously. 11. DEPARTMENT REPORTS - Police, Fire, Health-Housing & Welfare, Public Works, Permit Center, Unit, Elderly, Library A motion was made by Councilman Cavo, and was seconded by Councilman Perkins, to waive the reading of the Departmental Reports as all members have copies and copies are available for review in the Legislative Assistant's Office. No objections, so ordered. Councilman Saadi thanked the Chief of Police for including additional information in the report. Councilman Cavo thanked the Mayor's Office as well as the Fire and Health Departments, for the collection of donations for the City's Sister City, Danbury, Texas. Mayor Boughton noted transportation was donated for the 18 tons of collected material that went to Danbury, Texas. He directed citizens wishing to donate to Puerto Rico to donate to the Red Cross' specific Puerto Rican relief fund for which a text number will be given out soon. Councilman Visconti noted the Audit Committee has met and the audit will begin in several weeks. ADJOURNMENT Mayor Boughton noted a Council information session regarding the Municipal Code will take place following this meeting. He also wished those running for re-election the best of luck. There being no further business to come before the Council, Mayor Boughton extended all committees. A motion was made by Councilman Levy, and was seconded by Councilman Cavo, to adjourn the City Council Meeting. Motion carried unanimously.
