CIVIL SERVICE COMMISSION Meeting MINUTES June 14, 2021 10:00 a.m. Via Videoconference Roll Call: The meeting was called to order by Chair Shay Nagarsheth and Commissioner Andrew Wetmore. Also present were Kevin Ford, Interim Chief; Denise Janey, Chief Examiner; Terry Timan, Fire Marshal; Crystal Davis, Police Officer; Jason Lyder, Police Officer; Pete Elste, Police Officer; Alexander Relyea, Police Officer; Matthew Malone, Police Officer; John Glafone, Police Officer; and members of the public Nelly Duran; Steven (Stephen's iphone); and Unidentified (iphone). Minutes: Review and accept previous meeting’s minutes Motion by Commissioner Wetmore, seconded by Chair Nagarsheth, to accept the previous meeting's minutes. Motion carried unanimously. Personnel Status: New Hires Ms. Janey noted one new hire: - Dilania Kalman, Finance Dept. Status Change: None Promotions: Ms. Janey announced the promotion of Shawn Dvaz to Tax Account Clerk II in the Tax Collector’s Office. Retirements: Ms. Janey stated Police Officer Rachel Halas has retired. Resignations: None New Business: Review of Police Sergeant Appeals - Crystal Davis Ms. Janey responded to Commissioner Wetmore's question regarding the application submission review process. Motion by Commissioner Wetmore, seconded by Chair Nagarsheth, to accept the appeal. Motion carried unanimously. - Peter Elste Motion by Commissioner Wetmore, seconded by Chair Nagarsheth, to accept the appeal. Motion carried unanimously. - John GIafone Steven (Stephen's iPhone) spoke on Mr. Glafone's behalf. Unknown Speaker discussed the application review process and hiring process. Motion by Commissioner Wetmore, seconded by Chair Nagarsheth, to accept the appeal. Motion carried unanimously. - Andrew Katkocin Steven (Stephen's iPhone) spoke on Mr. Katkocin's behalf. Motion by Commissioner Wetmore, seconded by Chair Nagarsheth, to accept the appeal. Motion carried unanimously. - Jason Lyder Ms. Janey stated she will add a support phone number for technical assistance. Motion by Commissioner Wetmore, seconded by Chair Nagarsheth, to accept the appeal. Motion carried unanimously. - Matthew Malone Motion by Commissioner Wetmore, seconded by Chair Nagarsheth, to accept the appeal. Motion carried unanimously. - Alexander Relyea Steven (Stephen's iPhone) spoke on Mr. Relyea's behalf. Motion by Commissioner Wetmore, seconded by Chair Nagarsheth, to accept the appeal. Motion carried unanimously. Review of Assistant Fire Chief Appeal - Terence Timan Mr. Ford discussed the ranking and promotion process within the Fire Department. Commissioner Wetmore stated the letter contained insulting language regarding employees of the Fire Department. Furthermore, Mr. Timan does not meet the position requirements for Assistant Fire Chief. Motion by Commissioner Wetmore, seconded by Chair Nagarsheth, to deny the appeal. Motion carried unanimously. Qualification of Applicants: - Lead Pipe Installer Motion by Commissioner Wetmore, seconded by Chair Nagarsheth, to qualify the following individual for the Lead Pipe Installer with the person id ending in 378 and 000.
