CIVIL SERVICE COMMISSION MEETING MINUTES November 8, 2023 10:00 A.M. Via Videoconference (ZOOM) Roll Call: The meeting was called to order by Chair Susan Ward; also present were Commissioner Rick Rogers, Chief Examiner Nelly Espinal, Fire Chief Rich Thode, Deputy Police Chief Michael Sturdevant, Director of Human Resources Ginny Werner, Director of Finance Dan Garrick, Assistant Corp Counsel Dianne Rosemark, HR Generalist Christina Norman, and member of the Public Timothy Finnegan. Minutes: Meeting October 18th, 2023. Motion made by Commissioner Rogers, seconded by Chair Ward to accept the meeting minutes dated October 18th, 2023. Motion carried unanimously. Personnel Status: New Hires: Matthew Austin - Elderly Services Program Coordinator Meghan Testa, Senior Project Leader Promotions: Abby Lewis- Sanitarian New Business: Candidate Removal- Tree Worker/Climber Operator Eligibility List Motion made by Commissioner Rogers, seconded by Chair Ward, remove the candidates from the Tree Worker/Climber Operator Eligibility list. Candidate #1 declined job offer and candidate #2 was an unsuccessful candidate. Motion carried unanimously. Candidate Removal- Certified Police Officer Eligibility List Motion made by Commissioner Rogers, seconded by Chair Ward to remove candidate #626417 Craig Brandt from the Certified Police Officer Eligibility list as the candidate was considered unsuccessful. Motion carried unanimously. Motion made by Commissioner Rogers, seconded by Chair Ward to remove candidate #626288 Rudy David from the Certified Police Officer Eligibility list as the candidate was considered unsuccessful. Motion carried unanimously. Chair Susan Ward offered the candidate being considered for removal from the Certified Police Officer Eligibility list, the opportunity to enter into executive session, should he wish to; candidate declined. Motion made by Commissioner Rogers, seconded by Chair Ward to remove candidate #616627 Timothy Finnegan from the Certified Police Officer Eligibility list as the candidate was considered unsuccessful. Motion carried unanimously. Motion made by Commissioner Rogers, seconded by Chair Ward to remove Candidates #616317 Esteban Castillo, Candidate #609144 Auris Diaz, Candidate #628266 Michael Guardino & Candidate #638502 Robert Semler as they have requested to be removed from the eligibility list. In addition, to also remove Candidate#591025- Jeffrey Dotel for lack of response. Motion carried unanimously. Request interview in lieu of testing- Assistant Building Inspector/Plan Reviewer Motion made by Commissioner Rogers, seconded by Chair Ward to approve the department head interview in lieu of testing given the applicant possesses the requirements of the position and is the only applicant for the position. Motion carried unanimously Acknowledgement of Public Utilities Administrative Coordinator Position Motion made by Commissioner Rogers, seconded by Chair Ward to acknowledge the reclassification of the Public Utilities Administrative Coordinator position. Motion carried unanimously Qualification of Applications: Assistant Finance Director-Operations Motion made by Commissioner Rogers, seconded by Chair Ward to accept the following applicants: 52915929, 54965692, 55445846, 55471051, 55517407, and 55612331 and to reject all other applicants for lack of requirements. Motion carried unanimously. Qualification of Applications: Fire Captain Motion made by Commissioner Rogers, seconded by Chair Ward to accept all applicants for the position of Fire Captain. Motion carried unanimously. Qualification of Applications: Fire Lieutenant Motion made by Commissioner Rogers, seconded by Chair Ward to accept all applicants for the position of Fire Lieutenant. Motion carried unanimously. Certification of the Deputy Fire Marshal Eligibility List Motion made by Commissioner Rogers, seconded by Chair Ward, to certify the Deputy Fire Marshal Eligibility list with an expiration date of November 8th, 2024.
