11/11/2024 Minutes Dave Koenig-Town Chair, George Dorn – Town Supervisor, & Rich Haag-Town Supervisor Attendance: Angie Volkman (Clerk), Jana Nolden (Treasurer), Craig Schmelzer (Town Patrolman), and Kendra Tutsch (resident). 1. Call meeting to order-The Town of Dane was called to order at 6:30pm by Dave Koenig, Town Chair. 2. Agenda Confirmation. Agenda ok’d – no changes requested from the Board. 3. Minutes from previous meeting: October 7, 2024. Motion by Haag, second by Dorn to approve the minutes from 10/7/24. Motion carried unanimously. 4. Minutes from October 14, 2024: Budget Meeting. Motion by Dorn, second by Haag to approve minutes from the 10/14/2024 Budget Meeting. Motion carried unanimously. 5. Treasurer’s report will be presented. Motion Dorn, second by Haag to accept the treasurer’s report as presented and read. Motion carried unanimously. 6. Public Input: No Action. Rich Haag informed the Board of his intention to work with our Building Inspector, Roger Schrader, to ensure that permits are sent to him moving forward. 7. EMS Report. Haag updated the Board that Waunakee EMS held a meeting on 11/11/2024, during which the expenditure statement was approved, and the Chief provided an update on Act 102 funds. While these funds are allocated statewide, there is uncertainty regarding their distribution process. Haag also reports that Lodi EMS met on 10/24/2024. Although the meeting was brief, the expenditure statement was approved, and the Chief delivered the compliance report. Haag expressed concern about a lack of communication. 8. Recycling Committee Report. Haag updated the Board that the Transfer Site is staying busy. A 16 ft cattle panel fence was put and looks nice. The site has seen an increase in recycling. 9. Election. Kendra informed the Board that the 2024 General Election saw a strong turnout, with 55 EDRs (Election Day Registrations), 134 absentee ballots issued (132 of which were returned), and had 55 in- person absentee voters. Unfortunately, an absentee ballot was returned via mail after the election. Prompting the Town of Dane to reconvene to a Board of Canvass to manually count the ballot. Kendra also mentioned that the election workers have requested the Town consider updating the bathroom facilities. Kendra also suggested investigating improvements to the parking lot, as well as the installation of a covered overhang to accommodate voters waiting outside during elections. Looking ahead to 2025, there is a potential of an election in Feb, with an election in April. 10. Fire District Report. Koenig reported that Dorn was unable to attend the meeting. Ryan Ripp was sworn in as Chief on 11/1/2024 as Denman Breunig stepped away from the role. 11. Public Works. Koenig reported to the Board that 14 bid sheets were received, with Corey Clemens Excavating submitting the lowest bid, which Dave has signed. Craig successfully installed the fence at the Transfer Site and added lighting in the shop. Koenig said the Town would not see a bill for the fencing for the Transfer Site, as it is a donation from Koenig. Koenig has been working on the Right-of-Way draft to be brought to the board for approval. 12. Building Inspection Rates Increase-Action Possible. Haag proposed adding in-ground pools to our rate structure. Koenig suggested approving 2025 rate at the next Board meeting. 13. Stewart Rd Culvert Update. Koenig mentioned that this was already discussed during the Public Works report. 14. Discuss the potential adjustment of the Town meeting to 6:00 pm vs 630pm. Motion by Koenig, second by Haag to approve moving the monthly board meetings from 6:30pm to 6pm. Motion carried unanimously. 15. Budget Review for 2025-Motion to refer to Special Meeting on December 2,2024, at 6:30pm. Confirmed on December 2, 2024, at 6:30 the Town of Dane will convene into the Public Hearing, followed by the Special Meeting adopting the 2025 operating budget, then followed by the regular board meeting to follow. 16. Correspondence to be presented: No Action - None 17. Bills to be paid. Koenig advised Volkman to pay the Colin Brenig invoice less $400. Motion by Koenig, second by Haag to pay the bills. Motion carried unanimously. 18. Set next meeting date: December 2, 2024. Confirmed. On December 2, 2024, the Town will start with a Public Hearing to discuss the 2025 Operating Budget, then convene to a Special Meeting to adopt the 2025 budget, and then the regular Town of Dane boarding meeting. 19. Adjourn. Motion by Dorn, second by Haag to adjourn. Motion carried unanimously. Meeting adjourned at 7:21 pm Angie Volkman
