12/2/2024 Public Hearing, Special Meeting, and Regular Monthly Board Minutes Attendance: Barb Koenig (resident), Kendra Tutsch (resident), Jana Nolden (Town Treasurer), and Angie Volkman (Town Clerk). Board: Dave Koenig, George Dorn, and Rich Haag Public Hearing: 1. Call Public Hearing to order: The public hearing was called to order at 6:30 p.m. by Dave Koenig, Town of Dane Chair. Kendra Tutsch asked the Board to look at the budget for Senior Services to ensure we are capturing the accurate amount in the budget. Motion by Dave Koenig, second by George Dorn to close the public hearing. Motion carried unanimously. Special Meeting: 1. Public Hearing for 2025 Operating Budget: Motion by Barb Koenig, second by Kendra Tutsch to adapt the 2025 levy limit for the Town of Dane at $373,477. Motion by Dave, second by Rich Haag to adjourn the Public Hearing meeting. Motion carried unanimously. Town of Dane Monthly Board Meeting: 1. Call meeting to order. The regular board meeting was called to order at 6:50 p.m. by Dave Koenig, Town of Dane Chair. 2. Agenda Confirmation. Agenda confirmed with no changes. 3. Minutes from the previous meeting November 11, 2024. Motion by George Dorn, second by Rich Haag to approve minutes from the Nov 2024 meeting. Motion carried unanimously. 4. Treasurer’s report will be presented. Motion by George Dorn, second by Rich Haag, to accept the treasurer’s report as presented and read. Motion carried unanimously. 5. Adopt 2025 Operating Budget and Levy. Motion by Rich Haag, second by George Dorn to adopt the 2025 Operating Budget and Levy. Motion carried unanimously. 6. Public Input: No Action. None 7. Public Works Report. Dave Koenig inquired with Angie Volkman regarding if we received a check from the County in the amount of $3000 for the 6-20 Culvert Inspections. 8. Recycling Committee Report. Rich Haag reported that the Transfer Site looks great and that there is so much use after hours. Town will continue to monitor and investigate possibly fining those not residents of the Town of Dane and continuing working with those who come after hours. Dave Koenig advised Angie Volkman to take the Town Transfer Site off the County website as that might be confusing people. 9. Fire District Report. George Dorn reported that the Fire District continues discussing the radios, cost and future purchases as well as paying the bills. 10. EMS Report. Rich Haag reported at the Waunakee EMS meeting held on 11/14/2024, minutes were approved along with the expenditure statement. Discussion also took place regarding the new ambulance that should be at the EMS mid-year, they are continuing discussion with the Twon of Middleton with the study as well as discussed that the new billing program is working well. Rich also reported that Lodi EMS met on 11/21/2024, minutes were approved as well as the Treasurer’s Report. Also discussed at the Lodi EMS meeting was the new hire and mentioned that communication needs to improve between Fire, EMS, and the city. 11. Dan and Kay Breuing Zoning Petition. Motion by Rich Haag, second by Geroge Dorn to approve the zoning petition 12118 for Dan & Kay Breunig. Motion carried unanimously. 12. Mary Jo Bell Hyslop Rd dedication from Goeden Property. Motion by George Dorn, second by Rich Haag to approve the Hyslop dedication from Goeden Property with petition 12108. Motion carried unanimously. 13. Building Permits Revisions. Dave Koenig mentioned that we will put this on the next agenda. 14. Town Right of Ways. Rich Haag and Dave Koenig both have drafts to share. Dave asked all 3 board members to review the drafts and come to the next meeting for discussions. 15. Items for Tax inserts for 2025. The items to include on the 2025 tax inserts are Transfer Site Wednesdays starting May 7th and end September 24 from 5-6:30 and Spring Clean Up will be 5/3/2025. 16. Set Caucus Date and time for April Election: January 4th or Jan 11th. The caucus is set for January 4, 2025 at 10am at the Dane Town Hall. 17. Election Dates for 2025. Feb 18, 2025, if necessary and Spring Election is 4/1/2025. 18. Correspondence to be presented-No Action. 19. Bills to be paid. Motion by Rich Haag, second by George Dorn to pay the bills. Motion carried unanimously. 20. Set the next meeting date January 6, 2025. Starting Jan 2025, Town of Dane meetings will convene at 6pm NOT 6:30pm. a. Roll Call to go into Closed Session. Motion by Dave Koenig, second by Geroge Dorn to go into close session. Roll Call-Dave-yup, George-here, Rich-here. b. Convene to Closed Session pursuant to WI State Statutes 19.85 (1) (c) Considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility regarding Town of Dane Personnel. c. Motion to close Closed Session meeting. Motion by Dave Koenig, second by Rich Haag to come out of closed session. Roll Call-Dave-yes, Geroge-yes, Rich-yes d. Reconvene to Open Session and take action if necessary. As of 1/1/25 Larry Wipperfurth will receive a $1/hr. increase for work at the Transfer Site. 21. Adjourn.
