CITY OF DARLINGTON COUNCIL PROCEEDINGS AUGUST 6, 2024 The meeting was called to order by Mayor Mike McDermott at 7:00 PM. The Pledge of Allegiance was then recited. Present at roll call were: John Sonsalla, Steve Pickett, Kerry Black, Joe Boll, Cindy Corley, and Dave Roelli. Absent: None. Also present were: Shawn Roelli and Amy Johnson. Motion by Black, second by Pickett, that the meeting notice and agenda were properly posted. Motion carried. Motion by Pickett, second by Roelli, to approve the minutes of the previous meeting. Motion carried. Under reports, comments, suggestions, and recommendations of citizens present, Glenn Kendall attended the meeting to voice his concerns about the City moving forward with the Raze Order in place on his property located at 526 E Cornelia St, Darlington, WI. Under unfinished or deferred business from previous Council meetings, Mayor Mike McDermott informed the Council the City received back the Asbestos report for the Kendall property. Attorney Stauffacher will be preparing a Request for Proposals for the razing of the property. Under new business, Shawn Roelli of Johnson Block and Company, Inc., attended the meeting to present the 2023 City of Darlington Audit Report. Copies of the complete audit report, required audit communications, and audit presentation were included in the agenda packet. Mr. Roelli went through the audit presentation at this meeting. Several questions were asked by those present. After review and consideration, it was the consensus of those present to accept the 2023 City of Darlington Audit Report as presented. Shawn Roelli then left the meeting. Discussion was then held concerning engagement letters from Johnson Block and Co. to perform final audits for Tax Incremental Districts 6 and 7 as required by the Department of Revenue. Since the City terminated both of these TIDs there will need to be final audits performed and filed. After discussion and consideration, motion by Black, second by Boll to accept the engagement letters as presented and have Johnson Block and Co. perform the final audits. Motion carried. Discussion was also held concerning a Temporary Class “B” Retailer’s License application from Wiegel Strong Foundation for a designated area in the Festival Grounds from 8:00 AM, August 17, 2024, through 1:00 AM, August 18, 2024. A copy of the license application was included in the agenda packet. After review and consideration, motion by Pickett, second by Boll to approve the Temporary Class “B” Retailer’s License application from Wiegel Strong Foundation as presented. Motion carried. Discussion was held concerning the following items related to the Pecatonica River Trails Park – Campsite Expansion project: • Proposed Change Order #1 in the deduct amount of $750.00 for sewer lines not being televised. • Final Pay Application – Pay Application #4 in the amount of $11,642.50 • Certificate of Substantial Completion – June 28, 2024. After discussion and consideration, motion by Pickett, second by Sonsalla to approve the Certificate of Substantial Completion and Final Pay Application with the change order amount added back in due to the sewer lines being televised since these documents were received. Motion carried. Motion by Roelli, second by Boll, to approve payment of the following July 2024 vouchers: City vouchers #45819 thru #45916 in the amount of $135,312.60 and ACH vouchers #84 thru #96 in the amount of $71,501.77; Direct deposit payroll vouchers #14316 thru #14427 in the amount of $78,524.17; Water Dept. vouchers #7408 thru #7430 in the amount of $16,684.00 and ACH voucher #26 in the amount of $954.40; Sewer Dept. vouchers #8043 thru #8060 in the amount of $11,185.41 and ACH voucher #9 in the amount of $954.42; and Library vouchers #6323 thru #6327 in the amount of $1,646.64 and ACH voucher #3 in the amount of $1932.86. Under reports of committees, Alderperson Pickett reported on the Chamber meeting held on July 10, 2024 a copy of the meeting minutes was included in the packet. Alderperson Corley reported on the Library Board meeting held on July 29, 2024. Alderperson Boll reported on behalf of the Park & Recreation Committee meeting held on July 31, 2024, a copy of the meeting minutes was included in the packet. Motion by Roelli, second by Corley to go into closed session in accordance with Wis. Stat. 19.85 (1)(g) to confer with legal counsel on a claim against the City of Darlington. Roll Call Vote: All Ayes. Motion carried. Motion by Pickett, second by Boll to reconvene to regular session in accordance with Section 19.85(2) Wis. Stats., to adjourn the meeting. Roll Call Vote: All Ayes. Motion carried. There being no further business for this meeting, motion by Pickett, second by Sonsalla, to adjourn the meeting at 8:21 PM. Motion carried. Unfinished or deferred business from previous Council meetings. 8. New business. Including but not limited to the introduction of Ordinances and Resolutions. (a) Presentation of the 2023 City of Darlington Audit Report. Representatives of Johnson Block and Co. will attend the meeting. (b) Discussion and action concerning accepting the engagement letters from Johnson Block and Co. to perform final audits for Tax Incremental Districts 6 and 7 as required by the Department of Revenue.
