CITY OF DARLINGTON COUNCIL PROCEEDINGS
SEPTEMBER 3, 2024
The meeting was called to order by Mayor Mike McDermott at 7:00 PM. The Pledge of Allegiance
was then recited. Present at roll call were: Kerry Black, Joe Boll, Cindy Corley, Dave Roelli, John Sonsalla,
and Steve Pickett. Absent: None. Also present were: Glenn Kendall, Glenn Kitelinger, Szvon Conway, Nick
Mantsch, Jeff McCarthy, and Amy Johnson.
Motion by Pickett, second by Sonsalla, that the meeting notice and agenda were properly posted.
Motion carried. Motion by Pickett, second by Boll, to approve the minutes of the previous meeting. Motion
carried.
Under reports, comments, suggestions, and recommendations of citizens present, Glenn Kendall and
Glenn Kitelinger attended the meeting to voice their concerns about the City moving forward with the Raze
Order in place on his property located at 526 E Cornelia St, Darlington, WI. Jeff McCarthy updated the Council
on the East Mary Street project.
Under new business, discussion was also held concerning a certified survey map for the City of
Darlington for the 20 acres the City purchased in 2024. After review and consideration, motion by Roelli,
second by Sonsalla to approve the certified survey map as presented. Motion carried.
The proposed 2025 budget approval schedule was presented for review and approval. In order to
approve the 2025 City budget at the December 3rd, 2024 Council meeting, a schedule is provided to the
department heads for their use. A copy of the proposed 2025 budget schedule was included in the agenda
packet. After review and consideration, motion by Black, second by Roelli to approve the 2025 budget
approval schedule as presented. Motion carried.
Approve payment of the following August, 2024 vouchers: City vouchers #45917 thru #46004 in the
amount of $1,753,303.93 and ACH vouchers #96 thru #130 in the amount of $106,043.04; Direct deposit
payroll vouchers #14428 thru #14598 in the amount of $119,828.74; Water Dept. vouchers #7431 thru #7448
in the amount of $38,460.36; Sewer Dept. vouchers #8061 thru #8076 in the amount of $101,805.79; and
Library vouchers #6328 thru #6331 in the amount of $1,522.59.
Alderperson Corley reported on the Library Board meeting held on August 26, 2024, and
Alderperson Boll reported on the Park & Recreation meeting held on August 28, 2024.
It was the consensus of those present that going into closed session to consider a Memorandum of
Understanding with the Darlington Professional Police Association was not necessary. Motion by Pickett,
second by Roelli to approve the Memorandum of Understanding with the Darlington Professional Police
Association as presented.
There being no further business for this meeting, motion by Corley, second by Roelli, to adjourn the
meeting at 7:25 PM. Motion carried.

5. Approve the minutes of the previous meeting, rectifying mistakes if any exist. (Copy
enclosed)
6. Reports, comments, suggestions, and recommendations of citizens present. (3-minute
limit)
7. Unfinished or deferred business from previous Council meetings.
8. New business. Including but not limited to the introduction of Ordinances and
Resolutions.
(a) Discussion and action concerning a certified survey map approval for the City of
Darlington for the 20 acres the City purchased in 2024.
(b) Presentation and approval of the proposed 2025 budget approval schedule.
(c) Approve payment of the following August, 2024 vouchers: City vouchers #45917

The Council will go into closed session in accordance with Section 19.85 (1) (e) Wis.
Stats., to consider a Memorandum of Understanding with the Darlington Professional
Police Association.
The Council will reconvene to regular session in accordance with Section 19.85 (2) Wis.
Stats., to take action if necessary, concerning a Memorandum of Understanding with the
Darlington Professional Police Association; and adjourn the meeting.
10. Adjourn the meeting.
