CITY OF DARLINGTON COUNCIL PROCEEDINGS OCTOBER 1, 2024 The meeting was called to order by Mayor Mike McDermott at 7:00 PM. The Pledge of Allegiance was then recited. Present at roll call were: Steve Pickett, Kerry Black, Joe Boll, Cindy Corley, and Dave Roelli. Excused absence: John Sonsalla. Also present were: Cale Jackson, Jeff McCarthy, Attorney Aaron Stauffacher, and Amy Johnson. Motion by Pickett, second by Boll, that the meeting notice and agenda were properly posted. Motion carried. Motion by Pickett, second by Sonsalla, to approve the minutes of the previous meeting. Motion carried. Under reports, comments, suggestions, and recommendations of citizens present, Cale Jackson the Superintendent of Darlington Community School District, presented information regarding the proposed referendum that the Darlington Community School District will have on the November 5, 2024, General Election ballot. The Council thanked him for the information and Mr. Jackson then left the meeting. Alderperson Joe Boll reported on the grand opening of the train caboose held by the Lafayette County Historical Society at the Train Depot. Jeff McCarthy gave an update on the East Mary Street project. Under new business, discussion was held concerning Discussion was then held concerning Trick or Treat hours for Thursday, October 31, 2024. It was reported that in previous years the hours were from 6:00 PM to 8:00 PM. After discussion and consideration, motion by Pickett, second by Boll to set Trick or Treat hours from 6:00 PM to 8:00 PM on Halloween, October 31, 2024. Motion carried. Discussion was then held concerning bids received for the demolition of 526 E. Cornelia St, Darlington, WI. Two bids were received for the project. Copies of the bids were included in the packet. One bid was from Wiederholt Enterprises, LLC in the amount of $19,172.80; the second bid was from Backyard Ltd. In the amount of $15,500.00. After discussion and consideration, motion by Boll, second by Black to accept the bid from Backyard, Ltd. in the amount of $15,500.00. Motion carried. Motion by Roelli, second by Pickett to approve the payment of the following September 2024 vouchers: City vouchers #46005 thru #46065 in the amount of $243,812.27 and ACH vouchers #137 thru #158 in the amount of $91,757.58; Direct deposit payroll vouchers #14599 thru #14670 in the amount of $61,637.87; Water Dept. vouchers #7449 thru #7466 in the amount of $190,559.22 and ACH vouchers #28 thru #29 in the amount of $1,560.19; Sewer Dept. vouchers #8077 thru #8093 in the amount of $97,720.66 and ACH vouchers #11 thru #12 in the amount of $12,518.54; and Library vouchers #6332 thru #6334 in the amount of $1,650.22 and ACH voucher #5 in the amount of $1,932.86. Under reports of committees, Alderperson Corley reported on the Library Board meeting held on September 23, 2024, a copy of the meeting minutes was included in the packet. Alderperson Boll reported on behalf of the Park & Recreation Committee meeting held on September 25, 2024, a copy of the meeting minutes was included in the packet. A Water & Sewer Committee meeting was scheduled for Tuesday, October 15, 2024, at 6 PM. A Finance & Personnel Committee meeting was scheduled for Tuesday, October 22, 2024 at 6 PM.
