CITY OF DARLINGTON COUNCIL PROCEEDINGS DECEMBER 17, 2024 The meeting was called to order by Mayor Mike McDermott at 7:00 PM. The Pledge of Allegiance was then recited. Present at roll call were: Steve Pickett, Kerry Black, Joe Boll, Cindy Corley, Dave Roelli, and John Sonsalla. Absent: None. Also present were: Ryan Burns of Baer Insurance, Jeff McCarthy, and Amy Johnson. Motion by Sonsalla seconded by Roelli that the meeting notice and agenda were properly posted. Motion carried. Motion by Pickett seconded by Boll to approve the minutes of the previous meeting. Motion carried. Under new business, Ryan Burns gave a presentation of a proposal from Baer Insurance Services, Inc. with the League of Wisconsin Municipalities. A copy of the proposal was included in the agenda packet. Several questions were asked by those present. After discussion and consideration, motion by Black seconded by Corley to approve the proposal from Baer Insurance Services, Inc. Motion carried. Ryan Burns then left the meeting. Discussion was held concerning the following recommendation from the Finance and Personnel Committee. The meeting was held prior to this meeting.  Approve the hiring of an applicant for the Department of Public Works position. Mayor McDermott reported that the committee is recommending the hiring of Travis Lewin for this position, with a starting wage of $25.00 per hour plus benefits. After discussion and consideration, motion by Pickett, seconded by Sonsalla, to accept the Committee’s recommendation of hiring Travis Lewin as presented, and maintain an eligibility list. All ayes. Motion carried. Discussion was then held concerning proposed Resolution 2024-07, A Resolution Transferring Funds. A copy of the proposed resolution was included in the agenda packet. Amy Johnson explained this is the annual resolution used to transfer funds from budget accounts with excess funds to budget accounts over budget. This resolution also transfers funds to several outlay accounts for use in 2025. After review and consideration, motion by Black seconded by Roelli, to approve and adopt Resolution 2024-07, A Resolution Transferring Funds as presented. Motion carried. The November 30, 2024, financial statements for the City, Water Dept. and Sewer Dept. were then presented for approval. Copies of these financial statements were included in the agenda packet. After review and consideration, motion by Roelli seconded by Black to approve the November 30, 2024, financial statements for the City, Water Dept. and Sewer Dept. as presented. Motion carried. Under reports of committees, Alderperson Corley reported on the Library Board meeting held December 16, 2024.
