CITY OF DARLINGTON COUNCIL PROCEEDINGS AUGUST 19, 2025 The meeting was called to order by Mayor Mike McDermott at 7:00 PM. Present at roll call were: Steve Pickett, Cindy Corley, Dave Roelli, John Sonsalla, Kerry Black, and Joe Boll. Absent: None. Also present were: Jeff McCarthy, Scott Jelle from Total Inspection Services LLC, and Amy Johnson. Motion by Pickett, seconded by Sonsalla, that the meeting notice and agenda were properly posted. Motion carried. Motion by Pickett, seconded by Roelli, to approve the minutes of previous meetings with the correction of changing Shawn Roelli to Shawn O’Brien. Motion carried. Under reports, comments, suggestions, and recommendations of citizens present, Mayor McDermott informed the Council that Darlington Daycare has requested to have a dishwasher installed in the daycare. Under new business, discussion was held concerning Mike Reuter not renewing his Zoning and Building Inspector contract for 2026. Scott Jelle, owner of Total Inspection Services, LLC, attended the meeting to present the services that his company offers. Mr. Jelle answered questions of those present and handed out information about the services offered and the cost of the services. Mr. Jelle then left the meeting. Discussion was then held concerning the award contract for the WI DNR Land and Water Conservation Fund Aids. The City of Darlington has been awarded a $250,000.00 matching grant for Darlington Swimming Pool Park Splashpad Development. After discussion, motion by Boll, seconded by Black, to accept the award contract for the WI DNR Land and Water Conservation Fund Aids as presented. Motion carried. The proposed 2026 budget approval schedule was presented for review and approval. In order to approve the 2026 City budget at the December 2, 2025, Council meeting, a schedule is provided to the department heads for their use. A copy of the proposed 2026 budget schedule was included in the agenda packet. After review and consideration, motion by Roelli, seconded by Sonsalla, to approve the 2026 budget approval schedule as presented. Motion carried. The July 31, 2025, financial statements for the City, Water Dept. and Sewer Dept. were then presented for review and approval. Copies of these financial statements were included in the agenda packet. After review and consideration, motion by Pickett, seconded by Corley, to approve July 31, 2025, financial statements for the City, Water Dept. and Sewer Dept. as presented. Motion carried. Discussion was then held concerning the proposed lease renewal agreement between the City of Darlington and Eric Weber, Tubie Tech, for space leased on the second floor of the City of Darlington Municipal Building. Mr. Weber will be leasing a total of four office areas, and one storage area. After discussion and consideration, motion by Black, seconded by Sonsalla, to approve the request and the lease renewal agreement. Motion carried. Alderperson Steve Pickett reported on the Chamber committee's progress. Mayor Mike McDermott reported that the EMS Committee had a meeting, and they are in the process of getting their budget finalized. Alderperson Cindy Corley reported that three Library Board Trustees attended training sessions at SWTC. The next Ordinance meeting will be held on Tuesday, August 26, 2025, at 2:00 pm. There being no further business for this meeting, motion by Roelli, seconded by Corley, to adjourn the meeting at 7:45 PM. Motion carried. CITY OF DARLINGTON Amy L. Johnson, Clerk-Treasurer

(c) Presentation and approval of the proposed 2026 budget approval schedule. (d) Presentation and approval of July 31, 2025, financial statements for the City, Water Department, and Sewer Department. (e) Discussion and action concerning the proposed Lease Renewal Agreement between the City of Darlington and Eric Weber, Tubie Tech, for space leased on the second floor of the City of Darlington Municipal Building. 9.
