CITY OF DARLINGTON COUNCIL PROCEEDINGS SEPTEMBER 2, 2025 The meeting was called to order by Mayor Mike McDermott at 7:00 PM. Present at roll call were: Dave Roelli, John Sonsalla, Steve Pickett, Kerry Black, Joe Boll, and Cindy Corley. Absent: None. Also present were: Aaron Stauffacher, Jesse Westerman, Kim Winslow, Danni Havens, Jeff McCarthy, and Amy Johnson. Motion by Pickett, seconded by Sonsalla, the meeting notice and agenda were properly posted. Motion carried. Motion by Pickett, seconded by Roelli, to approve the minutes of previous meetings. Motion carried. Public Works Director, Jeff McCarthy updated the Council on the progress of the FEMA demolition project. Mayor McDermott informed the Council that the closing with Bahr Country Land, LLC and DM Bahr Family, LLC took place on August 27, 2025. Under new business, discussion was held concerning the proposed contract by Total Inspection Services, LLC for Zoning and Building Inspector for the City of Darlington for 2026. After discussion and consideration, it was the consensus to recommend changing the term dates to start January 1, 2026, and clarify the collection process of the fees listed within the rate sheet. No action was taken. Discussion was then held concerning the following recommendation from the Plan Commission: 1. Certified survey map approval request from Larry Burns. Motion by Boll, seconded by Sonsalla, to approve the certified survey map as presented. Motion carried. Discussion was then held concerning the following recommendations from the Policies, Procedures and Ordinance Committee. This meeting was held just prior to this Council meeting. • Approve proposed Ordinance 05-2025, an ordinance amending Chapter 1.04(1)(c) and amending Chapter 2.05(5) of the Municipal Code of the City of Darlington related to Parks and Recreation Commission. After discussion and consideration, motion by Pickett, seconded by Roelli, to adopt Ordinance 05-2025, an ordinance amending Chapter 1.04(1)(c) and amending Chapter 2.05(5) of the Municipal Code of the City of Darlington related to Parks and Recreation Commission as presented. By voice vote: All Ayes. Motion carried. • Approve proposed Ordinance 06-2025, an ordinance amending Chapter 9.23(c) of the Municipal Code of the City of Darlington relating to fees for the Board of Zoning Appeals. After discussion and consideration, motion by Pickett, seconded by Black, to adopt Ordinance 06-2025, an ordinance amending Chapter 9.23(c) of the Municipal Code of the City of Darlington relating to fees for the Board of Zoning Appeals as presented. By voice vote: All Ayes. Motion carried. Discussion was also held concerning the following recommendations from the Parks and Recreation Committee: • Fees for gymnasium use. Danni Havens, Wellness Center Director, stated that the Committee has recommended beginning September 1st the pickleball group will pay the City $50.00 each month, along with collecting a nominal fee from any “drop-in players”. The City will also continue to maintain and provide nets for the group, but the pickleball group will purchase and provide their own balls and paddles. After discussion and consideration, motion by Boll,  seconded by Corley to approve charging the fee of $50.00 a month. Motion carried. • Operating hours of the Wellness Center and gymnasium. Havens informed the Council she has received several requests from current members to change the Wellness Center hours to a 24- hour facility. The Committee is recommending changing the hours of the Wellness Center for a trial period September 2nd to December 31st. The new hours will be open 24 hours on Mondays, Tuesday, Wednesdays, Thursdays, and Sundays. On Fridays and Saturdays, the Wellness Center hours will be 5am-10pm. After discussion and consideration, motion by Roelli, seconded by Pickett to approve the operating hours as presented. Motion carried. Alderperson Cindy Corley reported on the Library Board meeting held on Monday, August 25, 2025. Alderperson Steve Pickett reported on the Policies, Procedures, and Ordinance Committee meeting held on Tuesday, August 26, 2025. The next Policies, Procedures, and Ordinance Committee will be held on September 15, 2025, at 2 pm. Alderperson Joe Boll reported on the Parks and Recreation meeting held on Wednesday, August 27, 2025. Mayor McDermott reported on the last EMS meeting. Alderperson Steve Pickett reported that the Fire Board will have their monthly meeting on Wednesday, September 3, 2025.
