CITY OF DARLINGTON COUNCIL PROCEEDINGS DECEMBER 2, 2025 The meeting was called to order by Mayor McDermott at 7:00 PM. Present at roll call were: Cindy Corley, Dave Roelli, John Sonsalla, Steve Pickett, Kerry Black, and Joe Boll. Absent: None. Also present were: Mark Digman with Delta 3 Engineering, Inc., Jeff McCarthy, and Amy Johnson. Motion by Pickett, seconded by Sonsalla, the meeting notice and agenda were properly posted. Motion carried. Motion by Roelli, seconded by Pickett, to approve the minutes of previous meetings. Motion carried. Under new business, discussion was held concerning Municipal Well #4 Project plans, specifications, and estimates. Mark Digman with Delta 3 Engineering attended the meeting to present the information and answer any questions. Mark distributed copies of the proposed plans and specifications for the project. Mr. Digman stated that the DNR has approved the permit for the Municipal Well #4. The estimated cost for this project, including hydrogeologic study, well and well pump, well house, motor control center and generator, sanitary sewer, water main, storm sewer, driveway, and sitework, is $2,032,000.00. The anticipated bid due date is January 29, 2026. Several questions were asked by those present. After discussion and consideration, motion by Boll, seconded by Pickett, to approve the plans, specifications, and cost estimates for this project, and instruct representatives of Delta 3 Engineering to bid out the project. Motion carried. Discussion was then held concerning the proposed 2026 Overall City budget. After discussion, motion by Boll, seconded by Sonsalla to approve the proposed 2026 Overall City Budget as presented. Motion carried. Discussion was also held concerning proposed Ordinance 08-2025, City of Darlington Budget Adoption and Tax Levy Ordinance. A copy of the proposed ordinance was included in the agenda packet. The proposed budget calls for total revenues and total expenditures of $3,378269.11 and a tax levy of $1,404,784.00. After review and consideration, motion by Pickett, seconded by Black, to approve Ordinance 08-2025, City of Darlington Budget Adoption and Tax Levy Ordinance as presented. By Voice Vote: All Ayes. Motion carried. Discussion was then held concerning Christmas gifts for City employees. The proposal is to provide $100.00 in Chamber bucks to full-time employees and $25.00 in Chamber bucks to part-time employees for a Christmas gift from the City. A copy of the employee list of who would receive the Christmas gift was included in the agenda packet. After discussion and consideration, motion by Sonsalla, seconded by Roelli, to authorize the Christmas gifts for City employees as presented. Motion carried. Discussion was then held concerning the proposed 2026-2027 renewal contract with Bruce Gardiner Appraisal Service, LLC for assessment services. A copy of the proposed contract was included in the agenda packet. The proposed contract calls for a base fee of $11,500.00 per year, plus related expenses. The new contract is for two years, expiring on December 31, 2027. After review and consideration, motion by Pickett, seconded by Sonsalla, to approve the renewal contract with Bruce Gardiner Appraisal Service, LLC, for assessment services for the City of Darlington as presented. Motion carried. Alderperson Joe Boll reported on the Park and Recreation meeting held on Wednesday, November 19, 2025. Alderperson Cindy Corley reported on the Library Board meeting held on Monday, November 24, 2025. Mayor McDermott reported that a Finance and Personnel Meeting is scheduled for Tuesday, December 9, 2025, to conduct interviews for the Director of Public Works position; the time is to be verified.
