CITY OF DARLINGTON COUNCIL PROCEEDINGS
FEBRUARY 17, 2026
The meeting was called to order by Mayor McDermott at 7:00 PM. Present at roll call were: Kerry
Black, Joe Boll, Cindy Corley, Dave Roelli, John Sonsalla, and Steve Pickett. Absent: None. Also present
were: Dave Lindecker, Attorney Stauffacher, Bart Nies with Delta 3 Engineering, Inc., Jesse Westerman,
and Amy Johnson.
Motion by Sonsalla, seconded by Pickett, the meeting notice and agenda were properly posted.
Motion carried. Motion by Pickett, seconded by Roelli, to approve the minutes of previous meetings.
Motion carried.
Under new business, discussion was held concerning the bids received for the Proposed Municipal
Well #4 Project. A copy of the bid tabulations was included in the agenda packet. Bart Nies from Delta 3
Engineering, Inc., attended the meeting to present information and answer any questions. Funding for the
project will be obtained through the DNR's Safe Drinking Water Loan Program and through grant funding
from the DNR.
• Five bids were received for Contract #1 – Site and Utility Construction. The two lowest
bidders were Owen’s Excavating and Trenching, Inc. from Hazel Green, WI, who
submitted the lowest bid for the amount of $1,226,459.83, and H. James & Sons, Inc.
from Fennimore, WI, who submitted the second lowest bid for the amount of
$1,326,097.10. After discussion and consideration, motion by Pickett, seconded by
Corley, to approve Owen’s Excavating and Trenching, Inc’s bid for the amount of
$1,226,459.83. All ayes. Motion carried.
• One bid was received for Contract #2 – Well and Well Pump Construction. Midwest
Well Services, dba Municipal Well & Pump, from Waupun, WI, submitted the only bid
for $802,146.75. After discussion, motion by Pickett, seconded by Roelli, to approve
Midwest Well Services, dba Municipal Well & Pump’s bid for the amount of
$802,146.75. All ayes. Motion carried.
• Four bids were received for Contract #3 – Well House Building Construction. The two
lowest bidders were Owen’s Excavating and Trenching, Inc. from Hazel Green, WI, who
submitted the lowest bid for the amount of $698,034.00, and CCJ Construction, LLC
from Muscoda, WI, who submitted the second lowest bid for the amount of $760,160.00.
After discussion and consideration, motion by Pickett, seconded by Boll, to approve
Owen’s Excavating and Trenching, Inc’s bid for the amount of $698,034.00. All ayes.
Motion carried.
Discussion was then held concerning a Grant Administration Contract with Delta 3 Engineering,
Inc. Delta 3 Engineering will provide the Professional Grant Administration Services necessary for the
awarded financing from the Wisconsin Department of Natural Resources (DNR) Safe Drinking Water Loan
Program (SDWLP) for the Proposed Municipal Well #4 Project to occur in Walnut Ridge Subdivision. The
fee for these services to be provided by Delta 3 Engineering, Inc. is $15,000.00. After consideration, motion
by Boll, seconded by Sonsalla, to approve the Grant Administration Contract with Delta 3 Engineering, Inc.
in the amount of $15,000.00. Motion carried.
Discussion was also held concerning a Bond Counsel Agreement for the Safe Drinking Water Loan
Program. Mr. Nies explained that it is a requirement to retain bond counsel for this loan program. A copy
of a proposed agreement from Quarles and Brady, LLP was included in the packet. The City has worked
with Quarles and Brady, LLP on previous projects. The Bond Counsel Agreement is for the amount of
$16,850.00. After discussion, motion by Roelli, seconded by Black, to approve the Bond Counsel
Agreement with Quarles and Brady, LLP as presented. Motion carried. Bart Nies then left the meeting.
Discussion was then held concerning Resolution 2026-02, a Resolution Authorizing Submission of
a Grant Application to the Wisconsin Economic Development Corporation. A copy of the proposed
resolution was included in the agenda packet. Jesse Westerman attended the meeting on behalf of
Darlington Community Revitalization, Inc., to explain their plans if they are awarded the Vibrant Spaces
Grant. After review and consideration, motion by Boll, seconded by Black, to approve Resolution 2026-
02, A Resolution Authorizing Submission of a Grant Application to the Wisconsin Economic Development
Corporation as presented. Motion carried
Under reports of committees, Alderperson Cindy Corley reported on the Library Board meeting held
on February 16, 2026. Alderperson Steve Pickett reported on the Canor Fest Committee and the Darlington
Chamber Committee.
There being no further business for this meeting, motion by Pickett, seconded by Roelli, to adjourn
the meeting at 7:55 PM. Motion carried.
