CITY OF DARLINGTON COUNCIL PROCEEDINGS FEBRUARY 3, 2026 The meeting was called to order by Mayor McDermott at 7:00 PM. Present at roll call were: John Sonsalla, Steve Pickett, Kerry Black, Cindy Corley, and Dave Roelli Absent: Joe Boll None. Also present were: Wade Berger, Danni Havens, Dave Lindecker, Kyle McCarville, Jesse Westerman, and Kim Winslow. Motion by Pickett, seconded by Sonsalla, the meeting notice and agenda were properly posted. Motion carried. Motion by Pickett, seconded by Roelli, to approve the minutes of previous meetings. Motion carried. Under Reports, comments, suggestions and recommendations of citizens present – Mayor McDermott updated the Council members on a few projects. Under unfinished or deferred business from previous Council meetings – Nothing to report. Under new business, discussion and action were held concerning the following recommendations of approval from the Park & Recreation Commission: • Discussion and action were held regarding recommendation of approval from the Park & Recreation Commission to allow the Darlington Chamber Main Street to build a permanent stage in Veterans Park. Kyle McCarville from the Darlington Chamber Main Street presented information to the Council members regarding a request for permission to construct a permanent stage in Veterans Park. After a brief discussion, a motion was made by Pickett, seconded by Black, to approve the recommendation from the Park & Recreation Commission, to allow the Darlington Chamber Main Street to construct a permanent stage in Veterans Park. Voice vote. Motion carried. • Discussion and action were held regarding the recommendation of approval from the Park & Recreation Commission for the 2026 Park and Recreation Program Fees. A motion was made by Pickett, seconded by Sonsalla, to approve the recommendation of approval from the Park & Recreation Commission for the 2026 Park and Recreation Program Fees. Voice vote. Motion carried. • Discussion and action were held regarding the recommendation of approval from the Park & Recreation Commission for the 2026 Wellness Center Fees. A motion was made by Pickett, seconded by Sonsalla, to approve the recommendation of approval from the Park & Recreation Commission for the 2026 Wellness Center Fees. Voice vote. Motion carried. • Discussion and action were held regarding the recommendation of approval from the Park & Recreation Commission for the 2026 Park and Recreation summer and seasonal employment wages. A motion was made by Pickett, seconded by Sonsalla, to approve the recommendation of approval from the Park & Recreation Commission for the 2026 Park and Recreation summer and seasonal help employment wages. Voice vote. Motion carried. • Discussion and action were held regarding the recommendation of approval from the Park & Recreation Commission for the trade-in and purchase of new lawn mowers. Since the approval of recommendation occurred on January 28, 2026, Wade Berget has received an additional bid for new lawn mowers from K&L Bobcat. After a discussion, a motion was made by Corley, seconded by Pickett, to approve the purchase of one lawnmower from K&L Bobcat at a cost of $6,275.00 (with trade-in and discounts), and another lawnmower from Ritchie Implement at a cost of $17,099.00, for a total cost of $23,000+ for the purchase of (2) lawn mowers. Voice vote. Motion carried. Discussion and action were held concerning bids received for timber harvest in the Walnut Ridge Subdivision. Two (2) bids were received: -bid from Bill Miller Logging Inc = $27,707.00 -bid from Kunz Logging = $24,375.00 Both of these bids include dropping and logging the trees only, not piling tops, no clearing, no grubbing. After a discussion, a motion was made by Roelli, seconded by Black, to approve the bid from Bill Miller Logging Inc. at a price of $27,707.00. Voice vote. Motion carried. Motion by Pickett, seconded by Roelli, to approve payment of the following January 2026 vouchers: City ACH Vouchers #384 through #391 in the amount of $26,687.67; City vouchers #47267 through #47355 in the amount of $1,148,140.07; Direct Deposit Payroll vouchers #15905 through #15999 in the amount of $113,061.03; Library vouchers #6541 through #6545 in the amount of $3,512.92; Librarian vouchers #4831 through #4837 in the amount of $2,098.27; Sewer Dept. ACH voucher #37 in the amount of $1,416.72; Sewer Dept. vouchers #8374 through #8390 in the amount of $12,111.92; Water Dept. ACH voucher #54 in the amount of $13,095.57; Water Dept. vouchers #7769 through #7783 in the amount of $13,095.57. Motion carried. Under Reports of Committees – draft minutes from the Park and Recreation Commission meeting on January 28, 2026 were included in the agenda packets. Nothing to report from the Library Board, as they do not meet until later in the month. Fire Board meets on February 4, 2026. Mayor McDermott gave a brief overview of the Lafayette County EMS meeting he attended.
