CITY OF DARLINGTON COUNCIL PROCEEDINGS
JANUARY 20, 2026
The meeting was called to order by Mayor McDermott at 7:00 PM. Present at roll call were: Steve
Pickett, Kerry Black, Joe Boll, Cindy Corley, and Dave Roelli. Absent: John Sonsalla. Also present were:
Dave Lindecker, Sarah Lundy, Matt O’Brien, Attorney Stauffacher, Dan Dreessens with Delta 3
Engineering, Inc., Dave Lindecker, and Amy Johnson.
Motion by Pickett, seconded by Boll, the meeting notice and agenda were properly posted. Motion
carried. Motion by Pickett, seconded by Boll, to approve the minutes of previous meetings. Motion carried.
Under suggestions, comments, and recommendations from citizens present, Sarah Lundy and Matt
O’Brien spoke about a vacant lot they inherited from their father that they have been trying to sell, and the
difficulties their waterway has placed on maintaining the property. Mayor McDermott and the Director of
Public Works, Dave Lindecker, stated that the City will discuss the City’s plan to keep the waterway pipe
clean of debris.
Under new business, discussion was held concerning the following recommendation from the
Finance and Personnel Committee:
• Easement acquisition for the Walnut Ridge Subdivision. The committee is recommending accepting
the proposal received from Jessica Saalsaa for the acquisition of a Sewer and Utility easement for
the Walnut Ridge Subdivision. Jessica is requesting a monetary payment of $10,000.00 and Outlot
3 shown on the preliminary plat of the Walnut Ridge subdivision, with the agreement that the City
fills the Outlot during the development process. After discussion and consideration, motion by
Pickett, seconded by Roelli, to accept the proposal received from Jessica Saalssa as presented. All
ayes. Motion carried.
• Approval of offering payment in lieu of health insurance incentives. The committee is
recommending offering a $4,000.00 per year or $153.85 per pay period (26 pay periods) incentive
to employees who can provide proof of health insurance with their spouse, significant other, or
parent, and elect not to take the City’s health care benefits. All ayes. Motion carried.
Discussion was then held concerning the sale of DPW equipment through Wisconsin Surplus or
junking unusable DPW equipment. Dave Lindecker stated he would like to sell the old wood chipper and
the old salters that do not fit the current DPW trucks. Motion by Pickett, seconded by Boll, to approve
selling the equipment that Dave listed through Wisconsin Surplus and junk any unusable equipment that
can no longer be used. All ayes. Motion carried.
Motion by Roelli, seconded by Sonsalla to approve payment of the following December 2025
vouchers: City ACH Vouchers #371 through #383 in the amount of $87,785.82; City vouchers #47187
through #47300 in the amount of $332,602.52; Direct Deposit Payroll vouchers #15848 through #15904 in
the amount of $69.345.37; Library ACH Vouchers #20 in the amount of $2,820.91; Library vouchers #6538
through #6540 in the amount of $1,111.24; Sewer Dept. ACH voucher #35 through #36 in the amount of
$23,725.62; Sewer Dept. vouchers #8336 through #8350 in the amount of $67,859.28; Water Dept. ACH
voucher #52 through #53 in the amount of $24,622.48; Water Dept. vouchers #7745 through #7778 in the
amount of $88,405.31. Motion carried.
Under reports of committees, Alderperson Cindy Corley reported on the Library Board meeting held
on January 19, 2026. Alderperson Joe Boll reported the next Parks & Recreation Commission meeting will
be held on Wednesday, January 28, 2026.
There being no further business for this meeting, motion by Corley, seconded by Pickett, to adjourn
the meeting at 7:35 PM. Motion carried.
