CITY OF DARLINGTON COUNCIL PROCEEDINGS APRIL 21, 2026 The meeting was called to order by Mayor Roelli at 7:00 PM. Present at roll call were: John Sonsalla, Kerry Black, Kevin Andrews, Joe Boll, and Cindy Corley. Absent: None. Also present were: Lindsey Lange, Edgar Martinez Aguilar, Ilse Martinez Aquilar, Ramon Romero, Steve Pickett, Mike McDermott, Kathy Roelli, Attorney Jacob Gardner, Heather Blosch, Kim Winslow, Nicole Thorn, and Amy Johnson. Motion by Sonsalla, seconded by Boll, the meeting notice and agenda were properly posted. Motion carried. Motion by Black, seconded by Boll, to approve the minutes of previous meetings. Motion carried. Under new business, discussion was held concerning a request from Trail Birds Bar to use a 50- foot by 50-foot section of East Ann Street for a one-day event on June 11, 2026. Lindsey Lange, Edgar Martinez Aguilar, Ilse Martinez Aquilar, and Ramon Romero attended the meeting to present information and answer questions. Lindsey stated they are requesting the use of a 50-by-50-foot area on E. Ann Street. It will be fenced in, with access from the east door of the business facing Main Street. This will cover the street but not encroach on the sidewalk/crosswalk or the Bank of New Glarus drive-thru, maintaining continued access to both. After discussion and consideration, motion by Corley, seconded by Sonsalla, to approve the amendment of the Liquor License for Trail Birds to include the use of a 50- by-50-foot area on E. Ann Street for a one-day event on June 11, 2026. All ayes. Motion carried. Lindsey Lange, Edgar Martinez Aguilar, Ilse Martinez Aquilar, and Ramon Romero then left the meeting. Discussion was then held concerning the proposed contract from Attorney Jacob R. Gardner LLC. A copy of the proposed contract was included in the agenda packet. Attorney Gardner presented the proposed contract. After review and consideration, motion by Black, seconded by Boll, to approve the proposed contract as presented. All ayes. Motion carried. Discussion was also held concerning the following recommendation from the Policies, Procedures, and Ordinance Committee: • Approve proposed Ordinance 01-2026, an ordinance amending Chapter 18.11(1)(a), 18.11(1)(b), and 18.11(1)(c) of the Municipal code of the City of Darlington relating to water service charges. A copy of the ordinance was included in the agenda packet. After discussion and consideration, motion by Boll, seconded by Black, to approve Ordinance 01-2026, an ordinance amending Chapter 18.11(1)(a), 18.11(1)(b), and 18.11(1)(c) of the Municipal code of the City of Darlington relating to water service charges as presented. All ayes. Motion carried. Discussion was then held concerning Resolution 2026-08, a Resolution Declaring Official Intent to reimburse Expenditures from Proceeds of Borrowing. Amy Johnson presented the resolution. The Resolution is for the Walnut Ridge Subdivision project. After consideration, motion by Boll, seconded by Corley, to approve Resolution, 2026-08, a Resolution Declaring Official Intent to reimburse Expenditures from Proceeds of Borrowing as presented. All ayes. Motion carried. Under reports of Committees, Alderperson Corley reported on the Library Board meeting held on April 20, 2026. Unfinished or deferred business from previous Council meetings. 8. New business. Including but not limited to the introduction of Ordinances and Resolutions. (a) Discussion and action if necessary concerning the request to amend the liquor license premises for Trail Birds Bar and Grill, to include a portion of E. Ann Street for a one-day event on June 11, 2026. (b) Discussion and action concerning the proposed contract from Attorney Jacob R. Gardner LLC. (c) Discussion and action concerning the following recommendation from the Policies, Procedures, and Ordinance Committee: 1.
