CITY OF DARLINGTON COUNCIL PROCEEDINGS JULY 21, 2026 The meeting was called to order by Mayor Dave Roelli at 7:00 PM. Present at roll call were: Kerry Black, Cindy Corley, John Sonsalla, and Joe Boll. Absent: Kevin Andrews and Steve Pickett. Also present were: Attorney Jacob Gardner, Ariana Schmidt from Ehlers Public Finance Advisors, and Amy Johnson. Motion by Boll, seconded by Black, that the meeting notice and agenda were properly posted. Motion carried. Motion by Black, seconded by Sonsalla, to approve the minutes of previous meetings. Motion carried. Under new business, Ariana Schmidt presented the Sale Day Report for the $826,000 General Obligation Promissory Notes, Series 2026A. Three proposals were received: Apple River State Bank with an interest rate of 3.95%; Woodford State Bank with an interest rate of 4.35%; The Bank of New Glarus with an interest rate of 4.79%. Subsequent to bid opening, the issue amount decreased from $842,000 to $826,000. Apple River State Bank offered the lowest interest rate for the promissory notes. Discussion was then held concerning Resolution 2026-14, a Resolution Providing for the sale of $826,000 General Obligation Promissory Notes to Apple River State Bank. After discussion and consideration, motion by Corley, seconded by Black, to approve Resolution 2026-14, a Resolution Providing for the sale of $826,000 General Obligation Promissory Notes to Apple River State Bank, as presented. All ayes. Motion carried. Ariana Schmidt then left the meeting. Discussion was also held concerning Resolution 2026-15, a Resolution Adopting the Comprehensive Outdoor Recreation Plan. After discussion and consideration, motion by Black, seconded by Boll, to approve Resolution 2026-15, a Resolution Adopting the Comprehensive Outdoor Recreation Plan, as presented. All ayes. Motion carried. Discussion was held concerning the following recommendations from the Finance and Personnel Committee: 1. Approve the interim pay for the following Police Officers: • Sergeant Nick Mantsch - $40.03 per hour; $60.05 per hour for overtime • Detective Neftali Gutierrez - $35.95 per hour; $53.93 per hour for overtime • Officer Jaxson Lamb - $31.57 per hour; $47.36 per hour for overtime • Officer Mitch Long - $31.62 per hour; $47.43 per hour for overtime. Motion Corley, seconded by Black, to approve the interim pay as recommended. All ayes. Motion carried. Alderperson Kerry Black reported on the Finance and Personnel Committee meeting held prior to this meeting. (c) Discussion and action concerning Resolution 2026-15, a Resolution Adopting the Comprehensive Outdoor Recreation Plan. (d) Discussion and action concerning the following recommendations from the Finance and Personnel Committee: 1. Approve the Interim Police Department staff pay. 9. Reports of Committees.
