AGENDA FOR THE REGULAR MEETING OF THE COMMON
COUNCIL OF THE CITY OF DARLINGTON TO BE HELD ON TUESDAY,
THE 4th DAY OF AUGUST 2026 AT 7:00 PM; WHICH MEETING IS TO
BE HELD IN THE COUNCIL ROOM AT THE DARLINGTON
MUNICIPAL BUILDING, DARLINGTON, WISCONSIN
1. Call to order by presiding officer.
2. Pledge of Allegiance.
3. Roll call.
4. Motion that the meeting notice and agenda were properly posted.
5. Approve the minutes of the previous meeting, rectifying mistakes if any exist. (Copy
enclosed)
6. Reports, comments, suggestions, and recommendations of citizens present.
7. Unfinished or deferred business from previous Council meetings.
8. New business. Including but not limited to the introduction of Ordinances and Resolutions.
(a) Discussion and action concerning the following recommendations from the Park and
Recreation Commission:
1. Approve proposed Flag Football Officials pay rate.
(b) Discussion and action concerning the following recommendations from the Water
and Sewer Committee.
1. Approve Resolution 2026-16, a Resolution Authorizing the Transfer of
Funds from the Sewer Department Utility to the General Fund to Restore the
Required Fund Balance.
(c) Discussion and action concerning the following recommendations from the Plan
Commission:
1. Approve a certified survey map for a land division for Michael & Julie
McKillip and Josh Williams in the Town of Darlington.
(d) Discussion and action concerning an application for a Temporary Class “B” Retailer’s
License from the Wiegel Strong Foundation, for a designated area at the City of
Darlington Festival Grounds, from 3:00 pm, August 22, 2026, through 1:00 am, August
23, 2026.
(e) Discussion and action concerning Resolution 2026-17, a Resolution Clarifying Receipt
of Donations to the City of Darlington Pools, Splashpad, and Parks and Directing
Proper Handling of Donations by City Personnel.
(f) Discussion and action concerning authorization to work with Delta 3 Engineering,
Inc. for the Wastewater Treatment Plant licensing beginning September 1, 2026.
(g) Presentation and approval of June 31, 2026, financial statements for the City, Water
Department, and Sewer Department.
(h) Approve payment of the following July 2026 vouchers:
City ACH Vouchers #474 thru #492 in the amount of $131,822.95
City vouchers #47759 thru #47857 in the amount of $347,407.96
Direct Deposit Payroll vouchers #16345 thru #16495 in the amount of $146,010.34
Library vouchers #6587 thru #6591 in the amount of $1,242.49
Library ACH voucher #25 in the amount of $5,739.47
Sewer Dept. ACH voucher #45 & #46 in the amount of $2,878.90
Sewer Dept. vouchers #8477 thru #8496 in the amount of $89,366.48
Water Dept. ACH voucher #62 & #63 in the amount of $2,878.89
Water Dept. vouchers #7886 thru #7906 in the amount of $221,544.90
The Council will go into closed session in accordance with Section 19.85(1)(e) for deliberating
or negotiating the purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons require a closed
session.
The Council will reconvene to regular session in accordance with Section 19.85(2) Wis. Stats. to
take action regarding the purchasing of public properties, the investing of public funds, or
conducting other specified public business; and adjourn the meeting.
9. Reports of Committees.
(a) Report on the Library Board meeting held on July 27, 2026.
(b) Report on the Park and Recreation Commission meeting held on July 22, 2026.
10. Adjourn the meeting.
