Ordinance Committee

POLICIES, PROCEDURES, AND ORDINANCE COMMITTEE MEETING MINUTES SEPTEMBER 15, 2025 The meeting was called to order by Committee Chairman Steve Pickett at 2:00 PM. Present at roll call were: Cindy Corley, Kerry Black, and Steve Pickett. Absent: Joe Boll. Also present were: Mayor Mike McDermott, Dave Roelli, John Sonsalla, Attorney Aaron Stauffacher, and Amy Johnson. Motion by Black, seconded by Corley, that the meeting notice and agenda were properly posted. Motion carried. Motion by Black, seconded by Corley, to approve the minutes of the previous meeting. Motion carried. Under unfinished or deferred business from previous committee meetings, discussion was then held concerning proposed Ordinance 07-2025, an ordinance creating Chapter 9.15(1)(e), amending Chapter 9.18(3), repealing and recreating Chapter 9.18(4), and amending Chapters 13.095(4) and 13.095(6) of the Municipal Code of the City of Darlington relating to property maintenance. Attorney Stauffacher was advised to update the section pertaining to residential driveway permits to be issued by the Building Inspector in coordination with the Director of Public Works. After discussion and consideration, motion by Black, seconded by Corley, to approve the proposed Ordinance 07-2025 an ordinance creating Chapter 9.15(1)(e), amending Chapter 9.18(3), repealing and recreating Chapter 9.18(4), and amending Chapters 13.095(4) and 13.095(6) of the Municipal Code of the City of Darlington relating to property maintenance. Motion carried. Szvon Conway arrived to the meeting at 2:15 pm. Discussion was then held concerning ordinance updates and changes, as well as code review questions received from General Code. A review of the updates and changes was performed and accepted by the committee. Attorney Stauffacher went through the review with the committee. At the end of the recodification process, the committee will approve the entire Code of the City of Darlington.
