POLICIES, PROCEDURES, AND ORDINANCE COMMITTEE MEETING MINUTES AUGUGST 26, 2025 The meeting was called to order by Committee Chairman Steve Pickett at 2:00 PM. Present at roll call were: Kerry Black, Cindy Corley, Joe Boll, and Steve Pickett. Absent: None. Also present were: Mayor Mike McDermott, Dave Roelli, John Sonsalla, Chief Szvon Conway, Jeff McCarthy, Attorney’s Aaron Stauffacher and Jacob Gardner, and Amy Johnson. Motion by Black, seconded by Boll, that the meeting notice and agenda were properly posted. Motion carried. Motion by Corley, seconded by Boll, to approve the minutes of the previous meeting. Motion carried. Under unfinished or deferred business from previous committee meetings, Attorney Stauffacher updated the Committee on the progress of the General Code recodification project. Aaron stated that the project will hopefully be wrapped up by the end of this fall. Under new business, discussion was held concerning a proposed Ordinance 05-2025 an ordinance amending Chapter 1.04(1)(c) and amending Chapter 2.05(5)of the Municipal Code of the City of Darlington related to Parks and Recreation Commission. The current Municipal Code refers to both a Parks and Recreation Committee and Commission. The proposed ordinance revises the code to only refer to the Parks and Recreation Commission. Information regarding the Wellness Center Director and areas of the Wellness Center will be covered in the ordinance. After discussion and consideration, motion by Boll, seconded by Black, to approve the proposed Ordinance 05-2025 an ordinance amending Chapter 1.04(1)(c) and amending Chapter 2.05(5)of the Municipal Code of the City of Darlington related to Parks and Recreation Commission with the additions, and recommend approval of the same to the City Council. Motion carried. Discussion was then held concerning proposed Ordinance 06-2025, an ordinance amending Chapter 9.18(3) and amending Chapters 13.095(4) and 13.095(6) of the Municipal Code of the City of Darlington relating to property maintenance. The ordinance will address parking of vehicles on unpavedsurfaces or yards. Attorney Stauffacher was advised to add campers under the vehicle section of the ordinance, and gather information for residential driveway permits and examples. Motion by Black, seconded by Corley, to table this matter until the next meeting. Motion carried. Discussion was also held concerning proposed Ordinance 07-2025, an ordinance amending Chapter 9.23(c) of the Municipal Code of the City of Darlington relating to fees for the Board of Zoning Appeals. The proposed ordinance raises the fee from $50.00 to $250.00. After discussion and consideration, motion by Boll, seconded by Black to approve the proposed Ordinance 07-2025, an ordinance amending Chapter 9.23(c) of the Municipal Code of the City of Darlington relating to fees for the Board of Zoning Appeals as presented. Motion carried. There being no further business for this meeting, motion by Boll, seconded by Corley, to adjourn the meeting at 3:00 PM. Motion carried. CITY OF DARLINGTON Amy L.
