POLICIES, PROCEDURES, AND ORDINANCE COMMITTEE MEETING MINUTES JANUARY 15, 2025 The meeting was called to order by Committee Chairman Steve Pickett at 1:00 PM. Present at roll call were: Kerry Black, Joe Boll, Steve Pickett, and Cindy Corley. Absent: None. Also present were: Mayor Mike McDermott, Jeff McCarthy, Amy Johnson, and Attorneys Jacob Gardner and Aaron Stauffacher. Motion by Black, seconded by Boll, that the meeting notice and agenda were properly posted. Motion carried. Motion by Boll, seconded by Corley, to approve the minutes of the previous meeting. Motion carried. Under unfinished or deferred business, discussion was held concerning creating a lawn parking ordinance for the City of Darlington. Several examples of ordinances and a memo from Attorney Stauffacher were included in the agenda packets for the committee’s review. After review and discussion, it was the consensus of those present to have Attorney Stauffacher draft an ordinance for review at the next committee meeting. Chief Szvon Conway arrived at the meeting at 1:20 PM. Discussion was then held concerning ordinance updates and changes, as well as code review questions received from General Code. A review of the updates and changes was performed and accepted by the committee. Attorney Stauffacher and Attorney Gardner went through the review with the committee. At the end of the recodification process, the committee will approve the entire Code of the City of Darlington. Under new business discussion was held concerning the Parks and Recreation Committee Ordinance for the City of Darlington. The discussion consisted of changing the ordinance to reference a Park and Recreation Commission, but editing it to match current practices of the committee. Attorney Stauffacher was advised to draft an ordinance for review at the next committee meeting. Discussion was then held concerning a Biometric Information Privacy Policy for the City of Darlington. Attorney Gardner explained that this policy is needed to support the use of the Biometric Time Clocks that the City will implement. After discussion and consideration, motion by Boll, seconded by Corley, to approve the Biometric Information Privacy Policy for the City of Darlington as presented. Motion carried. There being no further business for this meeting, motion by Boll, seconded by Black, to adjourn the meeting at 3:05 PM. Motion carried. CITY OF DARLINGTON Amy L. Johnson, Clerk-Treasurer

Including but not limited to the introduction of Ordinances and Resolutions.
