PARK AND RECREATION COMMITTEE MEETING MINUTES AUGUST 28, 2024 The meeting was called to order by Joe Boll at 6:30 p.m. Present at roll call: Joe Boll, Scott Heinberg, Doug Lindstrom, Rayna O’Brien, Jill Ringen, and Carly Winslow. Ken Staver arrived right after roll call was taken. Excused Absence: None Also present: Wade Berget, Steve Pickett, John Sonsalla, and Kim Winslow. Joe Boll welcomed new committee members Rayna O’Brien and Ken Staver, and thanked Stu Vamstad and Leah Gollmer for their years of service on the committee. Motion by Ringen, seconded by Winslow, the meeting notice and agenda were properly posted. Motion carried. Motion by Winslow, seconded by Ringen, to approve the minutes of the previous meeting as presented. Motion carried. Reports, comments, suggestions, and recommendations from citizens present: - Joe Boll reported the new lights were installed at the Swimming Pool - Joe Boll reported they are going to conduct the City Ball Field fence renovation project thru donations. They have been in contact with several community organizations who are willing to donate towards the project. - Committee members and Wade Berget stated they received several positive comments and compliments on the Swimming Pool lifeguards this summer Under unfinished or deferred business from the previous committee meeting: Discussion and possible action was held regarding bids received to paint the upper shelter house in the Swimming Pool Park. Two bids were received for prepping, scraping, and painting of the shelter house: All Star Power Wash = $6,300, Willborn Custom Painting = $5,500. After discussion and consideration, motion by Winslow, seconded by Heinberg, to accept the bid from Willborn Custom Painting = $5,500. Voice vote. All ayes. Motion carried. Discussion only was held regarding resurfacing of the tennis court/basketball court at Swimming Pool Park. Wade advised the committee the last bid he received for resurfacing the court was back in 2021 = $11,000. This item was tabled for future discussion. Discussion only was held regarding the east-side walking trail located behind the ball parks. This item was tabled for future discussion. Under new business or matters to be taken up by the committee: Discussion and possible action was held regarding the Wellness Center exercise class fees. Amy Prine was unable to attend the meeting, but a copy of her current class fees [$3.00/class for Members & $6.00/class for Non-Members] and her input regarding the status of the class fees was included in the agenda packet. After discussion and consideration, motion by Heinberg, seconded by Ringen, to leave the Wellness Center exercise class fees the same at $3.00/class for Members and $6.00/class for Non- Members. Voice vote. All ayes. Motion carried.  Discussion only was held regarding the roof and gutters of the Swimming Pool bath house. No action was taken. Discussion only was held regarding repair of the bathroom building and roof of the Lower Shelter House. There is cracking in the exterior coating of the bathroom building and the interior needs some work. The fascia of the shelter house also needs repair. This item was tabled for future discussion, until we can get bids and more information on repair costs. Being a new committee member, Ken Staver asked permission to ask a few questions regarding Park & Recreation business, etc. - Why does the City no longer offer the 10u & 12u baseball or softball programs? Answer: it was due to lack of numbers, and traveling leagues have taken over those age groups - When did the City start requiring a deposit for Shelter House rentals? Answer: the $50 deposit was approved at the January 31, 2024 Park & Recreation meeting - Alcohol in the dugouts at City Ball Field during adult ball leagues Answer: per City Ordinance 19.04(17), alcohol may only be consumed in picnic areas during park hours. This is an issue which needs to be addressed by those who enforce City Ordinances. There being no further business for this meeting, motion by Staver, seconded by Ringen , to adjourn the meeting at 7:29p.m. Voice vote. All ayes. Motion carried.
