PARK AND RECREATION COMMITTEE MEETING MINUTES SEPTEMBER 25, 2024 The meeting was called to order by Joe Boll at 6:30 p.m. Present at roll call: Joe Boll, Scott Heinberg, Doug Lindstrom, Rayna O’Brien, Jill Ringen, Ken Staver, and Carly Winslow. Excused Absence: None Also present: Cindy Corley, Amy Prine, Wade Berget, Steve Pickett, Dave Roelli, and Kim Winslow. Motion by Staver, seconded by Ringen, the meeting notice and agenda were properly posted. Motion carried. Motion by Winslow, seconded by O’Brien, to approve the minutes of the previous meeting as presented. Motion carried. Reports, comments, suggestions, and recommendations from citizens present: - A copy of the most recent campground ‘Occupancy & Revenue Report’ was included in the agenda packet - A copy of the most recent Wellness Center Memberships report was included in the agenda packet. Under comments – Ken Staver would like to see more advertising from the Wellness Center regarding the 55+ fitness & wellness programs available (i.e. – Silver Sneakers, etc.) - Joe Boll informed the committee a representative from the Wisconsin DNR will be coming to Darlington on October 3rd for a site visit of a potential splashpad project Under unfinished or deferred business from the previous committee meeting: Discussion only was held regarding the City Ball Field renovation project. Joe Boll informed the committee he has received confirmation from several civic, business, and religious organizations, regarding donations to begin the fencing and blacktop portions of the ball field renovation project. Potential start date is this fall. Discussion only was held regarding the status of the painting of the Upper Shelter House. Wade Berget informed the committee Willborn Painting is scheduled to complete the painting in October. Discussion and possible action was held regarding bids to resurface the tennis court/basketball court at Swimming Pool Park. Wade Berget informed the committee he requested bids from Midwest Sealcoat, Iverson Construction, and Blackstone Ltd Paving & Asphalt.. At this time, Wade has only received bids back from Blackstone Paving & Asphalt and Midwest Sealcoat. The bid from Blackstone Paving & Asphalt was $41,000 for only asphalt replacement, no court resurface or painting lines. The bid from Midwest Sealcoat was a total of $22,350.00, which includes: power-washing, prep & fill cracks, application of acrylic re-surfacer, leveling & smoothing court, application of (2) coats of colored sportmaster, layout and striping of courts accordingly, and new tennis court nets. If the 2025 Park & Rec budget is approved, Wade hopes to have the work done in Spring 2025. After discussion and consideration, a motion was made by Winslow, seconded by Lindstrom, to table this item until the proposed 2025 Park & Rec budget is approved. Voice vote. Motion carried. Discussion and possible action was held regarding bids to replace the roof on the Lower Shelter House. Wade met with (2) contractors at the Lower Shelter House, and in meeting with the contractors, other structural issues were found besides the roof. After discussion and consideration, a motion was made by O’Brien, seconded by Ringen, to table this issue until bids are received to include both roof replacement and repair/replacement of the structural issues. Voice vote. Motion carried. Discussion and possible action was held regarding bids to replace the roof on the Lower Shelter House bathroom. A bid was received from Brunkow Construction with two (2) options: Option #1 - Shingle roof = $3,800.00 or Option #2 - Steel roof = $3,700.00. After discussion and consideration, a motion was made by Winslow, seconded by Staver, to accept the bid from Brunkow Construction for a new Steel roof in the amount of $3,700.00. Voice vote. Motion carried. Discussion only was held regarding the east side portion of the walking trail. Wade informed the committee the excess dirt piles from this summer’s flooding have now been removed. There are no new updates regarding possible relocation of the trail at this time. Under new business or matters to be taken up by the committee: Discussion and possible action was held regarding bids to paint the Lower Shelter House bathroom. A bid was received from Willborn Painting in the amount of $2,300-$2,600, and if approved, the painting of this building will be performed at the same time the Upper Shelter House is painted in October. After discussion and consideration, a motion by Staver, seconded by Winslow, to approve the bid from Willborn Painting in the amount of $2,300-$2,600. Voice vote. Motion carried. Discussion and possible action was held regarding the proposed 2025 Wellness Center budget. Amy Prine presented the budget. Amy explained any increases or changes made to the budget, and answered questions from committee members. Some discrepancies were found in categories, which Wade and Kim Winslow explained were possibly caused by classification errors on invoices or classifications in the new accounting software implemented at the beginning of 2024. The committee would like clarification on these discrepancies prior to approving the proposed budget. After discussion and consideration, a motion was made by Winslow, seconded by O’Brien to table approval of the proposed 2025 Wellness Center budget until the new information and clarification is received. Voice vote. Motion carried. Discussion and possible action was held regarding the proposed 2025 Park & Recreation budget. Wade presented the budget. Voice vote. Motion carried. A new meeting date of October 9, 2024 at 7:00pm was set, to further discuss the tabled agenda items from tonight’s meeting. There being no further business for this meeting, motion by Ringen, seconded by Staver, to adjourn the meeting at 8:10p.m. Voice vote. All ayes. Motion carried.
