PARK AND RECREATION COMMISSION MINUTES
SEPTEMBER 24, 2025
The meeting was called to order by Joe Boll at 6:31 p.m. Present at roll call: Joe Boll, Rayna O’Brien,
Doug Lindstrom, Jill Ringen and Ken Staver. Excused Absence: Scott Heinberg, Carly Winslow Also
present: Cindy Corley, Wade Berget, Danni Havens, Dave Roelli, John Sonsalla, and Kim Winslow.
Motion by Staver, seconded by O’Brien, the meeting notice and agenda were properly posted. Voice vote.
Motion carried.
Motion by Staver, seconded by Ringen, to approve the minutes of the previous meeting as presented.
Voice vote. Motion carried.
Reports, comments, suggestions, and recommendations from citizens present:
Balance Sheet, Revenue, and Expenditure Financial statements through August 31, 2025, were included
in the agenda packet.
The September 2025 Pecatonica River Trails Campground Occupancy & Revenue Report was included
in the agenda packet.
Danni Havens gave a brief update on operations of the Wellness Center
Wade Berget and Joe Boll gave a brief update on the Splashpad project.
Under unfinished or deferred business from the previous committee meeting:
Discussion and possible action were held regarding the purchase of a sunshade to go over the bleachers
at City Ball Field. Joe Boll advised the cost of the sunshade came in higher than the funds we have left
available.
Under new business or matters to be taken up by the commission:
Discussion and possible action were held regarding Equipment Preventative Maintenance Bids for the
Wellness Center. Danni Havens received (4) bids for Preventative Maintenance on the Wellness Center
exercise equipment:
1) Huff-n-Puff = $3,596.50
2) Fitness Techs WI LLC = $2,147.50
3) US Fitness Service = $900.00
4) Summit Commercial Fitness = $860.00
Danni informed the committee the Wellness Center has previously used US Fitness Service for
maintenance. After a discussion, a motion was made by O’Brien, seconded by Ringen, to approve using
US Fitness Service at a cost of $900.00, 2 times a year, for a total cost of $1,800.00 a year. Voice vote.
Motion carried.
Discussion and possible action were held regarding running a Fall Wellness Center Sign-up Special.
Danni Havens informed the commission she was looking to run a special October 1st thru October 31,
2025. Brand new members who sign up would pay $30 for the ‘Sign-up fee’, as opposed to the original
$50 fee. If the new members needed to purchase an additional key fob, it would cost $10 each, as opposed
to the original $15 each. For prior members who have let their membership lapse after 1 year, if they
reactivate their membership the $20 reactivation fee would be waived. After a discussion, a motion was
made by O’Brien, seconded by Ringen, to recommend to the Council approval of the Fall Sign-up Special
to run October 1 thru October 31, 2025, with new members paying $30 Sign-up fee, $10 additional Key
Fob fee. Prior Members after 1 year of membership lapse will have the $20 Reactivation fee waived.
Voice vote. Motion carried.
Discussion and possible action were held regarding the 2026 Wellness Center Budget.
Danni Havens presented the proposed 2026 Wellness Center Budget. After a discussion, a motion was
made by Staver, seconded by Ringen, to approve the proposed 2026 Wellness Center Budget as presented,
and recommend approval of the same to the Finance & Personnel Committee. Voice vote. Motion carried.
Discussion and possible action were held regarding the 2026 Parks & Recreation Budget.
Wade Berget presented the proposed 2026 Park & Recreation Budget. After a discussion, a motion was
made by O’Brien, seconded by Ringen, to approve the proposed 2026 Park & Recreation Budget as
presented, and recommend approval of the same to the Finance & Personnel Committee. Voice vote.
Motion carried.
Motion by Ringen, seconded by O’Brien, to adjourn the meeting at 7:50pm. Voice vote. Motion carried.
