PARK AND RECREATION COMMISSION MINUTES OCTOBER 29, 2025 The meeting was called to order by Joe Boll at 7:00 p.m. Present at roll call: Rayna O’Brien, Doug Lindstrom, Jill Ringen and Ken Staver, and Joe Boll. Excused Absence: Scott Heinberg, Carly Winslow Also present: Wade Berget, Neftali Gutierrez, Danni Havens, Dave Roelli, Hannia Santacruz, John Sonsalla, and Kim Winslow. Motion by Staver, seconded by Ringen, the meeting notice and agenda were properly posted. Voice vote. Motion carried. Motion by Ringen, seconded by O’Brien, to approve the minutes of the previous meeting as presented. Voice vote. Motion carried. Public comment, suggestions, and recommendations of citizens present: None Reports, comments, suggestions, and recommendations from citizens present: Financial Statements through September 30, 2025 were included in the agenda packet. The Pecatonica River Trails Campground Occupancy & Revenue Report through October 24, 2025 was included in the agenda packet. Wade Berget reported the water services for the campground will be shut down for the winter season effective Monday, November 3, 2025. Danni Havens gave a brief report on operations of the Wellness Center and memberships. Joe Boll and Wade Berget gave a brief update on the Splashpad project. Under unfinished or deferred business from the previous committee meeting: Discussion only was held about possible pickleball usage occurring during weekend hours. There was an anonymous report pickleball was being played in the gymnasium during the weekends, but after review of security video footage, it turned out to be nothing. Under new business or matters to be taken up by the commission: Discussion and possible action were held regarding a request to start a Winter Co-Ed Volleyball League. After a brief discussion, a motion was made by Staver, seconded by Ringen, to allow a Winter Co-Ed Volleyball League to lease and use the gymnasium on Tuesday nights, January thru March 2026, at the same hourly rate as the current Women’s Volleyball League. Voice vote. Motion carried. Discussion and possible action were held regarding a request to lease and use the gymnasium for soccer skills & drills practices. Neftali Gutierrez attended the meeting to explain the soccer league and answer any questions from the commission members. After a brief discussion, a motion was made by O’Brien, seconded by Staver, to allow the soccer league to lease and use the gymnasium November thru January, 1 day a week on Thursday nights, for two hours each week 5:30pm-7:30pm, at the same rental rate as the volleyball leagues, and Neftali Gutierrez will be the league’s contact person. Voice vote. Motion carried. Discussion and possible action were held regarding the Comprehensive Outdoor Recreation Plan. After a brief discussion, a motion was made by Lindstrom, seconded by O’Brien, to table this agenda item to the November 19th meeting date, to allow more information to be gathered. Voice vote. Motion carried. Future agenda items: - Comprehensive Outdoor Recreation Plan Next Meeting Date is set for November 19, 2025 at 6:30pm Motion by Ringen, seconded by O’Brien, to adjourn the meeting at 8:00pm.
