PARK AND RECREATION COMMISSION MINUTES
NOVEMBER 19, 2025
The meeting was called to order by Joe Boll at 6:32 p.m. Present at roll call: Scott Heinberg, Jill Ringen,
Ken Staver, Joe Boll, Rayna O’Brien. Excused Absence: Doug Lindstrom, Carly Winslow. Also present:
Wade Berget, Danni Havens, John Sonsalla, and Kim Winslow.
Motion by Staver, seconded by Ringen, the meeting notice and agenda were properly posted. Voice vote.
Motion carried.
Motion by Ringen, seconded by O’Brien, to approve the minutes of the previous meeting as presented.
Voice vote. Motion carried.
Public comment, suggestions, and recommendations of citizens present: None
Reports / presentations from Commission Members or Staff:
Danni Havens gave a brief report on operations and memberships in the Wellness Center.
Joe Boll and Wade Berget gave a brief update on the Splashpad project.
Under unfinished or deferred business from the previous committee meeting:
Discussion and possible action were held regarding updating the Comprehensive Outdoor Recreation
Plan. Two bids were received: Bid #1 – Vierbicher = $7,300, Bid #2 - Southwestern Wisconsin
Regional Planning Commission = $4,000. After a brief discussion, a motion by O’Brien, seconded by
Staver, to approve the bid from Southwestern Wisconsin Regional Planning Commission in the amount
of $4,000 to update our Comprehensive Outdoor Recreation Plan. Voice vote. Motion carried.
Under new business or matters to be taken up by the commission:
Discussion and possible action were held regarding the operating hours of the Wellness Center. A few
months ago, a trail period was approved for the Wellness Center hours to be 24hrs Sunday-Thursday, and
5a-10p on Friday and Saturday. The trial period was set to end December 31, 2025. Danni reported there
have been very few incidents in the Wellness Center or gymnasium since the hours have been changed.
Danni performs regular security video screenings, and addresses any issues she comes across with
members. After a brief discussion, a motion was made by O’Brien, seconded by Ringen, to keep the
Wellness Center hours the same, 24hrs Sunday-Thursday, and 5a-10p on Friday and Saturday. Voice
vote. Motion carried.
Discussion and possible action were held regarding a Wellness Center Winter Sign-up Special. Danni
presented a Winter Wellness Center Sign-up Special, to run for 1 month starting in December. New
members who sign up for a yearly membership – the $50 sign-up fee will be waived, and any additional
key fobs would cost $10. Returning members who sign up for a yearly membership would receive 2 extra
months free - a 14-month membership for the price of a 12-month membership. Also, if someone
purchases (10) or (20) sessions of fitness classes, they will get a 25% discount. After a brief discussion,
a motion was made by O’Brien, seconded by Staver to recommend for approval to the Council the
Wellness Center Winter Sign-up Special as presented by Danni Havens. Voice vote. Motion carried.
Discussion only was held regarding proposed Parks projects for 2026.
Future agenda items were discussed during the proposed 2026 Parks projects.
Next Meeting Date is set for January 28, 2026 at 6:30pm
Motion by Ringen, seconded by O’Brien, to adjourn the meeting at 7:10pm. Voice vote. Motion carried.
