Plan Commission

PLAN COMMISSION MEETING MINUTES APRIL 15, 2025 The meeting was called to order by Mayor Mike McDermott at 6:30 PM. Present at roll call were: Mayor McDermott, Dave Roelli, Joe Boll, Jeff McCarthy, and Kyle McCarville. Absent: Fritz Hanewall. Also present were: Aaron Stauffacher, Kerry Black, Karina Corona, Amber McComish, Abby McKillip, Gretchen Jackson, Cale Jackson, Jeremy Saunders, Brian Saunders, Keigan Kent, Nathan Russell, Steve Pickett, Jason Cullen, Thomas J. Nyffenegger, John Sonsalla, Candi Fitzsimons, Cindy Corley, Jason Furman, Amber Welp, Christine Virtue, John Virtue, Amber Aquilar Guevara, and Amy Johnson. Motion by McCarthy, seconded by Boll, that the meeting notice and agenda were properly posted. Motion carried. Motion by Roelli, seconded by McCarville, to approve the minutes of the previous meeting. Motion carried. Under reports, comments, suggestions, and recommendations from citizens, Jeremy Saunders, Jason Cullen, Nathan Russell, and Thomas J. Nyffenegger spoke their opposition to the zoning matter that will be taken up later in the meeting for the Plan Commission and shared their support for current businesses. John Virtue spoke about his support of the zoning matter that will be taken up later in the meeting. Under new business, discussion was held concerning the proposed certified survey map from Avon Locker Properties, LLC for their property in the Town of Darlington. A copy of the certified survey map was included in the agenda packet, and an email from Mike Reuter, the City’s Building Inspector. After discussion and consideration, motion by Boll, seconded by McCarthy, to recommend to the Council the approval of the certified survey map from Avon Locker Properties, LLC for their property in the Town of Darlington as presented. Motion carried. Under new business, discussion was then held concerning a Unanimous Petition for Direct Annexation from John and Christine Virtue for their property located at 11891 Center Hill Road, Darlington, WI. Copies of the Petition for Direct Annexation, Annexation Description, and site map were included in the agenda packet. After discussion and consideration, motion by Boll, seconded by McCarthy, to recommend to the Council the approval of the Annexation Petition from Lafayette County for the land they own along County Highway K, as presented. Roelli and McCarville were both opposed. Mayor McDermott voted to break the tie vote and to accept the annexation. Motion carried. Discussion was held concerning the proposed zoning designation for the land being annexed. An opinion letter from Mike Reuter, the City’s Building and Zoning Official, was included in the packet. Mr. Reuter stated that the land on the site map complies with the City of Darlington B-2 Highway Business District. After discussion and consideration, motion by McCarthy, seconded by Boll, to recommend to the Council the approval of the B-2 Highway Business District zoning designation for the property being annexed. Roelli opposed. Motion carried. There being no further business for this meeting, motion by Boll, seconded by McCarthy, to adjourn the meeting at 6:49 PM. Motion carried. CITY OF DARLINGTON Amy L.
