City Commission

On Wednesday, May 29, 2024, at 5:49 p.m., the Dayton City Commission met in regular session in the Commission Chambers of City Hall. CALL TO ORDER Mayor Mims called the meeting to order. EXECUTIVE SESSION At 5:50 p.m., Commissioner Shaw made a motion to convene into an Executive Session to discuss personnel issues relating to employee appointment, employment, dismissal or demotion. Commissioner Turner-Sloss seconded the motion. The motion was unanimously approved. ROLL CALL Roll call was taken and Mayor Mims, Commissioners Joseph, Shaw, Fairchild, and Turner- Sloss were present. RECONVENE At 6:27 p.m., Commissioner Turner-Sloss made a motion to reconvene from Executive Session and to continue with the meeting. Commissioner Joseph seconded the motion. The motion was unanimously approved. ROLL CALL Roll call was taken, and Mayor Mims, Commissioners Joseph, Shaw, Fairchild, and Turner- Sloss were present. The Clerk of Commission, Ms. Regina Blackshear, and the City Manager, Ms. Shelley Dickstein, were also present. INVOCATION Commissioner Joseph gave the invocation. PLEDGE OF ALLEGIANCE Mayor Mims led the public in the Pledge of Allegiance. APPROVAL OF MINUTES Commissioner Shaw made a motion to approve the minutes from the May 22, 2024, City Commission meetings. Commissioner Fairchild seconded the motion. The previous meeting minutes were unanimously approved. COMMUNICATIONS AND PETITIONS There were no communications or petitions. SPECIAL AWARDS/PRESENTATIONS National Public Works Week The Clerk of Commission, Ms. Regina Blackshear, read a proclamation to commemorate National Public Works Week and presented it to the Director of Public Works, Mr. Fred Stovall, and staff. The City Commission thanked Mr. Fred Stovall and his staff for all they do for the City of Dayton. NPower Mayor Mims invited Ms. Demarus Crawford-White, Executive Director for NPower to the podium for a community update on NPower. Ms. Crawford-White said their mission is to create pathways to prosperity by launching digital careers for military veterans and young adults from underserved communities. She said the vision is to create a future where domestic technology workforce is diverse, and clears pathways exist for all people regardless of ethnicity, gender, or socio-economic background to succeed in the digital economy. Ms. Crawford-White said NPower was founded in 1966 with partnerships and the goal of providing tech support for nonprofits. She said the first training program started in 2000 in New York and currently operates in 15 locations within nine states and Canada. She said their signature program is the IT Tech Fundamentals and offer advanced certifications in cybersecurity, coding and cloud computing. She said as part of all programs, social service support is provided to all students to eradicate barriers to successful completion of the program. Ms. Crawford-White introduced students who gave their testimonies about the program. Mr. Zachary Crawford and Mr. Charles Brown along with his wife Airman Kena Brown. The Dayton City Commission thanked Ms. Crawford-White for her presentation and thanked her for her work. ADDITIONS OR DELETIONS TO THE CALENDAR There were no additions or deletions to the calendar. DISCUSSION OF CALENDAR ITEMS Calendar Item No. 2. Dine’ Development Corporation – Grant Agreement The City Manager, Ms. Shelley Dickstein said the grant agreement with the Arizona-based company which will be housed in the former Entrepreneur Center building will create 150 new jobs and retain 160 current positions with an average salary of $140K. Calendar Item No. 4. John R. Jurgensen Co. – Award of Contract The City Manager, Ms. Shelley Dickstein said the contract will increase the safety for pedestrians from the Great Miami River to Shoup Mill Road. She said the project should be completed by September 2025. Calendar Item No. 6. TimWest Construction – Award of Contract The City Manager, Ms. Shelley Dickstein said the contract is a part of the Dayton Recovery Plan and will continue with brush and debris cleaning in the Westwood neighborhood. Calendar Item No. 7. Gem City Engineering Co., dba Libra Industries, LLC – Development Agreement The City Manager, Ms. Shelley Dickstein said Gem City Engineering has been in Dayton for over 90 years and was acquired by Libra Industries LLC in 2019. She said there was concern when it was bought because it’s an anchor of the community, but she is very excited about the investment. REPORTS 1. CITIZENS’ COMMENTS ON CALENDAR ITEMS Citizens’ comments on calendar items were received from the following: 1. Ms. Lisa Hanson, 225 E. Schantz Ave. – spoke in favor of Resolution No. 6801-24.  2. Ms. Keiona Burch, 623 Homewood Ave. – spoke about Calendar Item No. 6. Tim West Construction-Award of Contract. She asked if the City Commission would focus on a house in the Westwood neighborhood that needs to be demolished. APPROVAL OF CITY MANAGER’S REPORTS Commissioner Fairchild made the motion to approve the City Manager’s Reports. Commissioner Shaw seconded the motion. The City Manager’s Reports were approved with a 5-0 vote. Voting in the affirmative were Mayor Mims, Commissioners Joseph, Shaw, Fairchild, and Turner-Sloss. LEGISLATION EMERGENCY ORDINANCE – FIRST READING Emergency Ordinance No. 32098-24- Amending Section 34.01 of the Revised Code of General Ordinances Relating to the Divisions of the Department of Police, and Declaring an Emergency. ORDINANCE – FIRST READING Ordinance No. 32099-24- To Vacate Faulkner Avenue from the Alley North of Negley Place to West Riverview Avenue and the Alley North of Negley Place from Faulkner Avenue to North Paul Laurence Dunbar Street. ORDINANCE – SECOND READING Ordinance No. 32097-24- Amending the City’s Appropriations for the Year 2024. The question being shall Ordinance No. 32097-24 be passed. A roll call vote was taken resulting in a 5-0 vote. Voting in the affirmative were Mayor Mims, Commissioners Joseph, Shaw, Fairchild, and Turner-Sloss. The Ordinance was passed. RESOLUTION – FIRST READING Resolution No. 6803-24- Establishing The Poet Laureate of the City of Dayton. RESOLUTIONS – SECOND READING Resolution No. 6801-24- Authorizing the Submission of the 2024 Sports Facility Grant Application through the Ohio Facilities Construction Commission for a Sports Facilities Project; Authorizing the Acceptance of a Grant Award through the Ohio Facilities Construction Commission on Behalf of the City of Dayton. The question being shall Resolution No. 6801-24 be adopted. A roll call vote was taken resulting in a 5-0 vote. Voting in the affirmative were Mayor Mims, Commissioners Joseph, Shaw, Fairchild, and Turner-Sloss. The Resolution was adopted. Resolution No. 6802-24- Authorizing the City Manager, or Her Designee, to Apply for, Accept, and Execute Water Supply Revolving Loan Account Funding Agreements Administered by the State of Ohio on Behalf of the City of Dayton, Ohio for (1) Expansion of the Miami Well Field Recharge Lagoon Phase A – Construction; (2) 36” Raw Water Main within the Miami Well Field Phase A – Construction; (3) Expansion of Dayton’s Central Water Quality Laboratory – Construction; (4) 48” Raw Water Interconnect Phase A – Construction; (5) 36” Raw Water Main within the Miami Well Field Phase B – Construction; (6) Expansion of the Miami Well Field Recharge Lagoon Phase B – Construction; (7) Miami Water Treatment Plant Basin Mechanism – Design; and (8) Mad River Conversion Dam Replacement – Construction. The question being shall Resolution No. 6802-24 be adopted. COMMENTS BY THE CITY MANAGER The City Manager, Ms. Shelley Dickstein expressed her condolences at the passing of Mr. Larry Inman, a 29-year employee of the City of Dayton. COMMENTS BY THE CLERK OF THE COMMISSION The Clerk of Commission, Ms. Regina Blackshear, had no closing comments. COMMENTS BY THE CITY COMMISSION Commissioner Turner-Sloss Commissioner Turner-Sloss thanked citizens and community leaders for their comments at the meeting. Commissioner Fairchild Commissioner Fairchild highlighted the Levitt Center kickoff with McGuffy Lane. He said they will also feature Ruthie Foster. Commissioner Joseph Commissioner Joseph highlighted his attendance at the Memorial Day event at the Vietnam Memorial. Mayor Mims Mayor Mims highlighted citizens at the commission meeting. He also highlighted Memorial Day events. He asked for a moment of silence to commemorate the passing of Mr. Larry Inman City of Dayton employee of 29 years.
