City Commission

On Wednesday, July 24, 2024, at 8:30 a.m., the Dayton City Commission met in regular session in the Commission Chambers of City Hall. CALL TO ORDER Mayor Mims called the meeting to order. INVOCATION Commissioner Fairchild gave the invocation. PLEDGE OF ALLEGIANCE Mayor Mims led the public in the Pledge of Allegiance. ROLL CALL Roll call was taken, and Mayor Mims, Commissioners Joseph, Shaw, Fairchild and Turner- Sloss were present. The Clerk of Commission, Ms. Regina Blackshear, and the City Manager, Ms. Shelley Dickstein, were also present. APPROVAL OF MINUTES Commissioner Shaw made a motion to approve the minutes from the July 17, 2024, City Commission meetings. Commissioner Fairchild seconded the motion. The previous meeting minutes were unanimously approved. COMMUNICATIONS AND PETITIONS The Clerk of Commission, Ms. Regina Blackshear, said on July 23, 2024, she received Initiative Petitions from the Clergy Community Coalition for a public hospital to be built in west Dayton. She along with the City Attorney submitted the petitions/signatures to the Montgomery County Board of Elections on Tuesday, July 23, 2024, for validation. Per the City Charter, she is required to present the petitions to the commission the Wednesday after the signatures are received. The Charter also states that she must schedule a public hearing within 14 days after the receipt of the petitions for the Commission to approve the Ordinance. Therefore, she has scheduled the public hearing for this matter for Wednesday, August 7, 2024, at 6:00 pm in the City Commission Chambers. SPECIAL AWARDS/PRESENTATIONS Mayor Mims invited Mr. Kevin Lydy, Chairperson of the Sister Cities Committee, to the podium to introduce guests from Sister City Oiso Japan. Mr. Lydy said Oiso Japan is the oldest sister city in relationship with the City of Dayton. He said they celebrated 50-year relationship a few years ago and was the last time they welcomed students from Japan. Mr. Lydy had the students introduce themselves. Mr. Lydy said the students will be here until August 2, 2024, and will be visiting Carillon Park, Dayton Dragons baseball game, and various other events with host families. Commissioner Joseph thanked Mr. Lydy for his work and for restarting the exchange program. He said he was glad the students were having good experiences. Commissioner Turner-Sloss thanked Mr. Lydy for his work along with Commissioner Joseph for leading the effort of the Sister Cities Committee. She said she hopes that one day they will provide those opportunities to Dayton Public Schools students. ADDITIONS OR DELETIONS TO THE CALENDAR There were no additions or deletions to the calendar. DISCUSSION OF CALENDAR ITEMS Calendar Item No. 4. Reliant Search Group, LLC – Service Agreement The City Manager, Ms. Shelley Dickstein, said the service agreement is for replacing the enterprise resource planning tools. She said Reliant Search group with through a competitive process to provide project management for the modernization project. Commissioner Turner-Sloss thanked Ms. Dickstein for highlighting the agreement. She asked that updates be provided in the packet and about training for staff to be acclimated with the new system. Ms. Dickstein said the project manager will be on board through implementation. Commissioner Joseph said he is excited about the service agreement and its first step. He said these projects are long and tedious but the rewards will be huge. Calendar Item No. 5. Russell Tree Experts Ltd. – Service Agreement The City Manager, Ms. Shelley Dickstein, said the service agreement is for the removal of trees and stumps in the city of Dayton. She said they exceeded their Minority Business Enterprise (MBE) participation goal. Commissioner Turner-Sloss said she is excited about the agreement. She said progress is being made but with more to do. She uplifted the work of Public Works in this endeavor. Commissioner Joseph told citizens if they have a stump between the sidewalk and the road they can call Public Works to have it removed. REPORTS 1. CITIZENS’ COMMENTS ON CALENDAR ITEMS There were no citizen’s comments on calendar items. APPROVAL OF CITY MANAGER’S REPORTS Commissioner Joseph made the motion to approve the City Manager’s Reports. Commissioner Shaw seconded the motion. The City Manager’s Reports were approved with a 5-0 vote. Voting in the affirmative were Mayor Mims, Commissioners Joseph, Shaw, Fairchild, and Turner-Sloss. LEGISLATION ORDINANCE – FIRST READING Ordinance No. 32104-24- To Vacate Marimont Drive from the West Property Line of City Lot #56497 to Pershing Boulevard. RESOLUTION – FIRST READING Resolution No. 6810-24- Authorizing the Execution of All Documents and in All Ways Act as the Authorized Agent Relative to the U.S. Department of Energy (DOE) through the Energy Efficiency and Renewable Energy Program, Office of State and Community Energy Programs (SCEP) for the Energy Efficiency and Conservation Block Grant Program (EECBG), and the Acceptance of Grant Funding on Behalf of the Department of Public Works of the City of Dayton in an Amount Not to Exceed One Hundred Eighty-Seven Thousand Nine Hundred Thirty Dollars and Zero Cents. ($187,930.00). CITIZENS’ COMMENTS Citizen’s comments were received from the following: 1. Rev. Rockney Carter, 1440 Rosedale Ave. – spoke about the Initiative Petitions from the Clergy Community Coalition for a public hospital to be built in west Dayton. 2. Bishop Richard Cox, 1453 Liscum Ave.– spoke about the Initiative Petitions from the Clergy Community Coalition for a public hospital to be built in west Dayton. COMMENTS BY THE CITY MANAGER The City Manager, Ms. Shelley Dickstein, said there were internet issues last Friday, and with Mr. Jon Rike's leadership, the City of Dayton prevented major problems. Ms. Dickstein invited Ms. LaShea Lofton, Deputy City Manager, to the podium for further information. Ms. Lofton said “On Friday the world woke up scrambling phenomenally interrupted by a planned solution that turned out to be a huge problem for banks, airline businesses, and governments everywhere. The news that CrowdStrike’s security patch from Microsoft had caused the problem. But that Friday also proved that the value you all have placed in investing in both our IT talent and our IT tools helped protect, modernize, and ensure that the City's IT environment was capable of a response that allowed us to continue serving our organization and this community. City leadership has invested heavily over the past three years and those investments were on full display last Friday.” Ms. Lofton gave an overview of the response from IT. She asked the response team to stand to be recognized for their tremendous work. Mayor Mims thanked staff for their work on this endeavor. COMMENTS BY THE CITY COMMISSION Commissioner Turner-Sloss Commissioner Turner-Sloss thanked staff for their work on the Microsoft issue. Commissioner Turner-Sloss thanked citizens and community leaders for their comments at the meeting. Commissioner Turner-Sloss thanked the mayor and staff for the Work Session. She said Omega Baptist Church will hold a community conversation on August 1, 2024, from 6:00 p.m. until 8:00 p.m. at Omega Baptist Church located at 1821 Emerson Ave. Commissioner Fairchild Commissioner Fairchild thanked his colleagues for excusing his absence from his two-week vacation. He expanded on his vacation at the Great Lakes. Commissioner Fairchild thanked staff for their work on the Microsoft outage. Commissioner Fairchild said he was thankful that Former President Donald Trump was not hurt in the assassination attempt. Commissioner Fairchild highlighted President Biden’s decision not to accept the Democratic nomination for president. He said that was very courageous and commendable. Commissioner Fairchild commended the CCC for their work on getting signatures for a petition for a hospital on the ballot. He also spoke about redistricting efforts in Ohio. Commissioner Shaw Commissioner Shaw highlighted the need for lifeguards for the City of Dayton’s Recreation Department. He said citizens may contact the Department of Recreation at 937-333-1740. Commissioner Joseph Commissioner Joseph thanked the Department of IT for their work and performance. Mayor Mims Mayor Mims congratulated the Department of Recreation for their work at Hickorydale and MacIntosh Parks. Mayor Mims congratulated Declare Dayton for their program at Riverscape. Mayor Mims thanked legislators for their passage of House Bill 56 which addresses honing. He said he was invited by Governor DeWine to watch the signage of the legislation.
