2107 CITY COMMISSION REGULAR MEETING aprit 9 2025 COD REPRO 333-4043 CITY COMMISSION MEETING On Wednesday, April 9, 2025, at 8:31 a.m., the Dayton City Commission met in regular session in the Commission Chambers of City Hall. CALL TO ORDER Mayor Mims called the meeting to order. INVOCATION Commissioner Turner-Sloss led the invocation. PLEDGE OF ALLEGIANCE Mayor Mims led the public in the Pledge of Allegiance. ROLL CALL Roll call was taken, and Mayor Mims and Commissioners Shaw, Fairchild, and Turner- Sloss were present. The Clerk of the Commission, Ms. Regina Blackshear, the Office Manager. Jai’Shawn McClendon and the City Manager, Ms. Shelley Dickstein were also present. Commissioner Shaw made a motion to excuse Commissioner Joseph from this Commission Meeting, and Commissioner Fairchild seconded the motion. APPROVAL OF MINUTES Commissioner Shaw made a motion to approve the minutes from the April 2, 2025, meeting. Commissioner Fairchild seconded the motion. The previous meeting minutes were unanimously approved. COMMUNICATIONS AND PETITIONS There were none. PRESENTATION AND SPECIAL AWARDS Ms. Regina Blackshear read two proclamations. Rebuilding Together Dayton Whereas, for 30 years, Rebuilding Together Dayton has been dedicated to preserving affordable homeownership and revitalizing communities by providing critical home repairs, accessibility modifications, and energy-efficient upgrades for low-income senior homeowners; And whereas, Rebuilding Together Dayton has positively impacted the lives of countless senior residents in our community by ensuring their homes are safe, healthy, and livable—allowing them to age in place with dignity and independence; And whereas, the dedicated volunteers, community partners, and donors of Rebuilding Together Dayton have contributed thousands of hours and resources on National Rebuilding Day to improve housing conditions, strengthen neighborhoods, and foster a spirit of unity and service throughout Dayton; And whereas, the organization’s unwavering commitment to housing equity and community resilience has been instrumental in creating a stronger, healthier, and more vibrant city for all residents; 2108 CITY COMMISSION | REcutar MEETING aprit 9 2025 COD REPRO 333-4043 And whereas, the City of Dayton recognizes the invaluable contributions of Rebuilding Together Dayton and applauds its leadership, staff, and volunteers for their dedication to making a lasting difference in the lives of our senior homeowners; Now, therefore, I, Jeffrey J. Mims Jr., Mayor of the City of Dayton, Ohio, do hereby proclaim April 2025 as National Rebuilding Month in the City of Dayton and encourage all residents to recognize and celebrate the enduring impact of Rebuilding Together Dayton in strengthening our community and improving the quality of life for our senior homeowners. Members of the organization were invited up to receive the proclamation and were congratulated for their contributions. The group shared that they will be completing 30 home repair projects on the last Saturday of April as part of a "30 for 30" initiative. Attendees were invited to participate and were provided with a map of project locations. There was a brief clarification about the date on the proclamation by Commissioner Turner-Sloss—it references the month of April as a whole, rather than just the National Rebuilding Day on April 26th. The decision was intentional to highlight the importance of the organization's work throughout the entire month. Gold Star Spouses Whereas, Gold Star Spouses Day is a solemn yet important day of remembrance and recognition, observed annually on April 5th and dedicated to honoring the spouses of military members who have made the ultimate sacrifice in service to their country; And whereas, in 1945, Gold Star Wives of America, Inc. was organized with the help of Eleanor Roosevelt to assist families left behind by the fallen members and veterans of the Armed Forces of the United States; And whereas, the primary mission of Gold Star Wives of America, Inc. is to provide services, support, and friendship to the spouses of fallen members and veterans of the Armed Forces of the United States; And whereas, the members and veterans of the Armed Forces of the United States bear the burden of protecting the freedom of the people of the United States; And whereas, the sacrifices of the families of the fallen members and veterans of the Armed Forces of the United States should never be forgotten; Now, therefore, I, Jeffrey James Mims Jr., Mayor of the City of Dayton, Ohio, do hereby proclaim April 2025 as Gold Star Spouses Month in the City of Dayton. Mayor Mims shared that the Gold Star Wives couldn’t attend this year due to illness, including their president Barbara King, who is out of town caring for a relative. He noted their long-standing support for spouses of fallen veterans and said the proclamation would still be read and sent to them in recognition. ADDITIONS OR DELETIONS TO THE CALENDAR There were none.  2109 CITY COMMISSION R&GULAR MEETING APRIL 9 2025 COD REPRO 333-4043 DISCUSSION OF CALENDAR ITEMS The City Manager, Ms. Shelley Dickstein highlighted item number four on the agenda: a $5.4 million construction contract with John R. Jurgensen for the 2025 residential asphalt resurfacing program. The project will resurface 50 lane miles across Dayton neighborhoods. She expressed excitement about moving the project forward. COMMISSIONER COMMENTS ON CALENDAR ITEMS There were none. CITIZENS’ COMMENTS ON CALENDAR ITEMS There were no citizen comments. APPROVAL OF CITY MANAGER’S REPORTS Commissioner Shaw made the motion to approve the City Manager’s Reports. Commissioner Fairchild seconded the motion. The City Manager’s Reports were approved with a 4-0 vote. Voting in the affirmative were Mayor Mims and Commissioners Shaw, Fairchild, and Turner-Sloss. CITIZENS’ COMMENTS There was one citizen registered to speak. 1. Ms. Tonji Jennings-Watson, 417 Ryburn Ave - spoke about her experience staying at the domestic violence center and expressed concern over recent violence. She emphasized the need for collaboration, accountability, and prioritizing the "Peace by Peace" campaign to guide future programs and funding. REPORTS A. Bergman, Ph.D. - Payment of Voucher - payment for two invoices for forensic and psychological competency evaluation services - Municipal Court. $3,650.00 (Thru 12/31/24) COMMENTS BY THE CITY MANAGER Ms. Dickstein congratulated the Dayton Fire Department for achieving accredited agency status from the Commission on Fire Accreditation International on April 3rd, a significant accomplishment that places the department among the top-tier fire agencies in the nation. She praised the department for its hard work, including updating policies, refining processes, and drafting over 660 pages of documentation. Ms. Dickstein acknowledged the leadership of Chief Jeff Lykins and Chief Mike Rice and thanked Assistant Chief Brad French and the accreditation team. She then invited Chief Rice to provide more details and introduce his team. Chief Rice expressed his pride and gratitude for the Dayton Fire Department's achievement of CFAI accreditation. He highlighted that this success was a team effort, involving all 325 members of the department, with special recognition for the core team members who worked on policy reviews. He thanked Assistant Chief Brad French for his leadership as the accreditation manager, emphasizing the rigorous process of reviewing every policy, procedure, and tactical response. Chief Rice also explained that the accreditation process involved over 600 pages of original content, including a new strategic plan and community risk assessment. He concluded by noting that only 14% of the U.S. population is served by accredited departments, making Dayton's achievement even more significant. Commissioner Turner-Sloss congratulated the Dayton Fire Department, acknowledging the leadership of both Chief Lykins and Chief Rice. She expressed appreciation for their work and extended thanks to the entire department. Commissioner Fairchild, drawing from his experience at Dayton Children's Hospital, commended the fire department for its commitment to improvement and excellence, emphasizing the importance of internal recognition.  2111 CITY COMMISSION REGULAR MEETING Apri. 9 2025 COD REPRO 333-4043 Commissioner Shaw also congratulated the department, noting the rarity of achieving accreditation out of the thousands of fire departments worldwide. Chief Rice explained that Dayton is one of the few urban departments that hold this accreditation, which also includes Columbus and Toledo. Mayor Mims added that being in the top 1% is special, highlighting the department's community engagement, such as the recent program with young children learning about fire safety. He expressed pride in their efforts and the importance of their life-saving work. COMMENTS BY THE CITY COMMISSION Commissioner Turner-Sloss Commissioner Turner-Sloss thanked those involved in recent presentations and recognized upcoming events, including the Gym City Egg Hunt. She praised the success of the "Block by Block" neighborhood conference and the leadership of community engagement. She also highlighted the ongoing housing crisis and emphasized the need to advocate for the Ohio Housing Trust Fund, expressing her commitment to pushing for affordable housing initiatives in Dayton. Commissioner Fairchild Commissioner Fairchild expressed gratitude for the successful Neighborhood Leadership Summit and praised the staff for their efforts, highlighting the collaboration between the city and schools. He also commended the Dayton Repair Network for its work in rebuilding homes after the tornadoes, making it easier for residents to access repairs. He recognized the police department for their efforts and wished the Jewish community a meaningful Passover, while also acknowledging the upcoming Easter season. Commissioner Shaw Commissioner Shaw shared that the Hub at the Arcade is launching a free monthly event called "Launchpad" for small business owners and entrepreneurs. The event will cover topics like marketing, money management, and business essentials. The first event will be on April 17th, with more information available online or on social media. 2112 CITY COMMISSION REGULAR MEETING 4PRIL 9 2025 COD REPRO 333-4043 Mayor Mims Mayor Mims started by mentioning the Dayton Dragons' first game of the season, noting they looked good despite losing 8-4 after he left. He also recognized the police awards ceremony, where he spoke on behalf of the commission, praising the police for their consistent work. He thanked the City Manager and her team for their leadership. He ended with a message of love and peace before adjourning the meeting.
