2327 CITY COMMISSION _ REcuLAR MEETING _— ocToBER 15 2025 COD REPRO 333-4043 CITY COMMISSION MEETING On Wednesday, October 15, 2025, at 6:01 p.m., the Dayton City Commission met in regular session in the Commission Chambers of City Hall. CALL TO ORDER Mayor Mims called the meeting to order. INVOCATION Commissioner Fairchild led the invocation and a moment of silence. PLEDGE OF ALLEGIANCE Mayor Mims led the public in the Pledge of Allegiance. ROLL CALL Roll call was taken, and Mayor Mims and Commissioners Jospeh, Shaw, Fairchild, and Turner-Sloss were present. The Clerk of Commission, Ms. Regina Blackshear, and City Manager, Shelley Dickstein, were also present. APPROVAL OF MINUTES Commissioner Shaw made a motion to approve the minutes from the October 8, 2025, meeting. Commissioner Fairchild seconded the motion. The previous meeting minutes were unanimously approved. COMMUNICATIONS AND PETITIONS There were none. PRESENTATION AND SPECIAL AWARDS There were none. COMMISSIONERS’ COMMENTS ON CALENDAR ITEMS Commissioner Fairchild asked City Manager Shelley Dickstein for an update on the Law Enforcement Memorial project. He inquired whether the project had secured full funding, whether the City’s $50,000 contribution would go toward completion or ongoing operations, and if that amount would be sufficient. Ms. Dickstein responded that the project team has been working on fundraising for some time, and she was unsure if all funds have been secured. She clarified that the City’s $50,000 allocation is designated for maintenance and ongoing support of the memorial, not for operational expenses, and confirmed that it is a one-time contribution, not an annual obligation. APPROVAL OF CITY MANAGER’S REPORTS Commissioner Joseph made the motion to approve the City Manager’s Reports. Commissioner Shaw seconded the motion. The City Manager’s Reports were unanimously approved. LEGISLATION Emergency Resolution — First & Second Reading No. 6894-25 - Objecting to the Issuance of Liquor Permit No. 08782215-20, R&R Takhar Operations, Inc., 1805 N Main Street, Dayton, Ohio 45405, and Declaring an Emergency. Commissioner Turner-Sloss made the motion to approve the Emergency Resolution. Commissioner Joseph seconded the motion. A roll call vote was taken, resulting in a 5-0 vote. Voting in the affirmative were Mayor Mims, Commissioners Joseph, Shaw, Fairchild, and Turner-Sloss. The Emergency Resolution was adopted. Emergency Resolution — First Reading No. 6895-25 - Authorizing the Acceptance of the Fiscal Year 2024 Assistance to Firefighters Grant in the Amount of Two Hundred Thirty-Nine Thousand Nine Hundred Seventy-One Dollars and Forty-One Cents ($239,971.41) from the Federal Emergency Management Agency (“FEMA”), and Authorizing the Required Matching Funds in the Amount of Twenty-Three Thousand Nine Hundred Ninety-Seven Dollars and Fifteen Cents ($23,997.15) and Declaring an Emergency. Commissioner Shaw made the motion to approve the Emergency Resolution. Commissioner Fairchild seconded the motion. A roll call vote was taken, resulting in a 5-0 vote. Voting in the affirmative were Mayor Mims, Commissioners Joseph, Shaw, Fairchild, and Turner-Sloss. The Emergency Resolution was adopted.  2329 CITY COMMISSION ‘R£¢02A8 MEETING OCTOBER 15 2022 COD REPRO 333-4043 Emergency Resolution — Second Reading No. 6893-25 - Authorizing the Submission of the 2026-2030 Consolidated Plan, and the 2026 Action Plan to the U.S. Department of Housing and Urban Development; Authorizing the Acceptance of Grant Awards Under Three (3) Community Planning and Development Formula Programs from the U.S. Department of Housing and Urban Development on Behalf of the City of Dayton; and Declaring an Emergency. A roll call vote was taken, resulting in a 5-0 vote. Voting in the affirmative were Mayor Mims, Commissioners Joseph, Shaw, Fairchild, and Turner-Sloss. The Emergency Resolution was adopted. Resolution — First Reading No. 6896-25 - Approving the Submission of Grant Applications and Authorizing the Acceptance of Grant Awards from the Miami Valley Regional Planning Commission under the Transportation Improvement Program. Ordinance — Second Reading No. 32162-25 - Appropriating Property Designated as Parcels 98 SH & T, 100 SH, 108 T, 110 SH & T, 129 T, and 131 T in Connection with the Salem Avenue Reconstruction Phase 4 Project. A roll call vote was taken, resulting in a 5-0 vote. Voting in the affirmative were Mayor Mims, Commissioners Joseph, Shaw, Fairchild, and Turner-Sloss. The Ordinance was adopted. CITIZENS’ COMMENTS There were seven citizens registered to speak. 1. Ms. Tasha Roundree, 4609 St James St- spoke about how thankful she was of the City of Dayton staff that helped her after the last commission meeting. 2. Ms. Kathleen Galt, 5066 Safeway Dr- spoke about her support for Issue 9 and urged voters to vote yes. 3. Ms. Charlene Bayless, 2422 Patterson Blvd- spoke about her support for Issue 9 and urged voters to vote yes. 4. Mr. Paul Kerregan, 1525 Pershing Blvd- spoke about how he wants a speed bump on his street due to unsafe driving. 5. Ms. E. Marie, 4189 Saylor Ave- spoke about homelessness in Dayton, the high cost of downtown parking, and gun violence prevention, urging accountability among gun rights supporters. 6. Ms. Ebony Hastings, 1238 Wabash Ave- spoke about an issue with the bulk pick up and the issues of gun violence in the City. 7. Mr. Kevin Keller, 3922 E Third St- spoke about traffic issues on E Third St. COMMENTS BY THE CITY COMMISSION Commissioner Turner-Sloss Commissioner Turner-Sloss thanked Commissioner Fairchild for his opening prayer and expressed condolences to those affected by recent violence. She reaffirmed her commitment to addressing gun violence through the Cure Violence initiative, emphasizing collaboration with community-based organizations and inclusion of grassroots voices. She thanked residents for their engagement and city staff for their budget work amid social and economic challenges, stressing her ongoing dedication to serving Dayton residents full- time. She closed by highlighting upcoming recreation events, including “Movie in the Pool” on October 16 and the Fall Harvest Festival on October 25. Commissioner Fairchild Commissioner Fairchild asked whether residents could revise or resubmit a petition if it’s denied. City Manager Shelley Dickstein clarified that petitions can be resubmitted as long as they eventually reach a majority of property owners; there’s no restriction on how many times they can try. Commissioner Fairchild thanked her for the explanation and closed by encouraging residents to attend the Fall Festival at Kettering Field, noting it’s a fun family event with new improvements each year. Commissioner Shaw Commissioner Shaw thanked his colleague for the prayer and shared information about the Businesswomen Mentoring Monday event, which connects women with accomplished mentors in a fast-paced networking environment. He encouraged residents to nominate a prominent Dayton businesswoman for recognition, noting that nominations can be submitted through the Dayton Business Journal website at www.bizjournals.com/dayton until November 3, 2025. Commissioner Joseph Commissioner Joseph reminded residents that today is the final day to request a free street tree through the City of Dayton’s tree lawn program. The city will plant and start watering the trees, with residents responsible for maintenance afterward. He also highlighted that this November marks the 30th anniversary of the Dayton Peace Accords, noting the first commemorative event will be held October 18 at the Dayton Metro Library. The evening will feature a screening of Jn the Land of Blood and Honey and a Marshall Legacy Institute demonstration of landmine detection dogs, beginning at 6:45 PM. Tickets are free and available on Eventbrite. Mayor Mims Mayor Mims began by thanking Commissioner Fairchild for his heartfelt prayer and offering condolences to the family of the 5-year-old recently lost to gun violence, their second loss in a year. Responding to community concerns about violence, he revisited the Cure Violence initiative, explaining that experts had presented the city with a comprehensive overview of the program’s design and progress. Mayor clarified that the program starts by identifying one “hot spot” using police data, focusing on that area before expanding to others. He described the City’s three-part approach: direct intervention in violence hot spots, youth prevention through training and outreach, and community engagement to share accurate information and support. He noted that the Request for Proposals process is meant to identify community-based organizations with both the commitment and capacity to do the work, even if some may need training to build readiness. He closed by thanking residents for raising questions and invited further discussion for anyone seeking more information about the city’s ongoing violence- reduction efforts.
