IV. New Business
• CAB Orientation & Training
o Presentation of HRC CAB Orientation
o Board questions and clarification on informal recommendation process.
o CAB Complaint Process
o Board questions on Mediation referral process and funneling of various
complaint types. Concern from Board that bifurcation of process can lead
to inefficiencies and difficulty in parsing entire body of complaints.
At a future date, Board will be provided with further orientation training on Fourth
Amendment Search and Seizure, Body Worn Camera Footage, and Use of Force
Training.
• Board availability for Scenario Based Training
o Board will be attending National Night out on August 6, 2024 and
additionally may have an appeal pending as well. Scenario Based Training
may be planned for August 22, 2024.
• 2023 Annual Report of the Professional Standards Bureau
o Board questions on case totals, process for case counting, and case types.
Questions for Police Complaint Coordinator regarding case totaling and
case types.
o Board questions regarding demographic data on stops and use of force
incidents.
1. Noted increase in increase in citizen service calls where English is
not the primary language spoken and language services are required.
Board questions around availability of language services.
• Commission Response - Ry-Ann Johnson, Community Appeals Board Case No.
2023-03
o Board questions around whether new police cadets are continuing to receive
training modules around communication and relating to community.
Training is ongoing and implemented changes to training rubric become
part of future training baseline. Officers have continuing education
requirements and refreshers.
• Upcoming Appeals
o Discussion of location and timing around appeal. Will inquire into
availability of other dates due to concerns around quorum. Board is able to
view appeal remotely but unable to vote.
V. Announcements
• Board questions around indicia of success. What are the metrics for impact and
reach? How do we measure change, both long-term and short-term? How do we
measure trust?
• Board frustration around lack of input into policy changes and absence of
enforcement mechanisms. Observation that CAB does not serve an oversight role.
