1. Construction of new porch for approval - Case #PLN2024-00367 – 57 High St – A Major
Modification to construct a new wrap-around porch on the home, similar to other porches seen in
the district.

Case Presentation
Ms. Hornbeak presented the case. The request is to construct a new wrap around porch on the
home. Inspiration photographs from the applicant were submitted, as were rough construction
sketches. Information on the history of the property, as well as images of porches in the area
were submitted.
The applicant and owner, Doug Tinklenberg, was present to answer questions. Mr. Tinklenberg
talked about his plans for the property, which would also include other exterior renovations like
removing the aluminum siding and restoring window trim or other character defining details. He
noted, in response to questions from the board, that he plans to replicate features on the existing
porch.

The Board generally found that the new porch was something that could work on the home but
noted that more detail would be needed for final approvals. Mr. Gow noted that similar drawings
would be needed for building permits to construct the new porch. Ms. Konicki stressed the need
to retain or replicate the features of the existing side porch. Ms. Hickey cited the work at 212 S
Dutoit Street as a good example of a similar project, and staff said they would provide those
drawings as an example to the applicant.
Board Action
A motion was made by Mr. Gow and seconded by Ms. Konicki to convert PLN2024-00367 – 57
High St to a Concept Review, and encouraged the applciant to submit a new case for review
once more detailed drawings had been created.

2. Stucco repair of masonry for approval - Case #PLN2024-00368 – 516 McLain St – A
Major Modification to stucco the deteriorated brick walls on the south and west side of the
carriage house/garage building at the rear of the property.

Case Presentation
Ms. Hornbeak presented the case. The request is to repair with stucco portions of the existing
carriage house/ garage (carriage house is an earlier addition to the property but has a garage
addition that was constructed much later). Condition photographs of the building were
submitted. An estimate from the applicant was submitted.
The applicant and owner, Rachel Gannon, was present to answer questions. Ms. Gannon
clarified which wall wa to be repaired with stucco, which had been miscommunicated with staff.
She was also able to elaborate on the financial aspects of the work to rehabilitate the building,
and the reasons why this wall specifically was in need to repair.

Board Discussion
The Board discussed the proposal. Ms. Konicki expressed concern that stucco is only a temporary
solution. Mr. Gow noted that stucco repair of masonry is prohibited, so this is a case they need to
be very specific about if they were to approve. Ultimately, Landmark Commission members
thought that the proposal could be approved, with the clarification that it was only one wall on the
garage addition but requested more information on the case before making a final decision.

A motion was made by Mr. Gow and seconded by Ms. Konicki to table PLN2024-00368 – 516
McLain St, requesting that a second estimate (and for each estimate to have the costs further
broken down), and more information on the stucco be provided for review.

3. Modification of window sizes and infill of windows for approval - Case # PLN2024-00374
– 32 & 34 Morton Ave – A Major Modification to allow for shortened windows (Pella 31 ¼“ by
52 ½“ double hung vinyl) on two homes, 32 & 34 Morton Ave, within the HD-2 South Park
Historic District. Windows are proposed to be on the front elevations as well as the right side
elevations of both homes. Additionally, there is a request for Major Modification to remove
windows located on the left side elevation of both homes.

Case Presentation
Ms. Dakin presented the case. The request is to infill three windows and shorten three windows
across both properties. Information from the applicant was submitted. Information on the history
of the properties, including prior Landmark cases, was presented.
The applicant was not present at the meeting, nor was any representative for the applicant.

Board Discussion
The Landmark Commission felt that the information submitted by the applicant was unclear but
did the best they could to reach a decision about the best course of action for these properties,
given the current conditions of each of them. Mr. Gow took issue with the work that had been
done without approval on the two properties. Board members felt that the shortening of the
windows at the front of the home would not be something that would ever be permitted on a
historic property, and certainly not in this particular circumstance, when there was no compelling
reason that the windows should be shortened. The infill of the windows on the side of the home,
given that they are less visible, and that the buildings are so small, was something that the
thought could be approved. Ms. McNicholl suggested that false shuttered windows be required
in the locations where windows were infilled, and the other members agreed with that
modification.
Board Action
A motion was made by Ms. McNicholl and seconded by Mr. Johnson to deny the request to
shorten the three frontmost windows on both homes, and to approve with modifications the infill
of three windows, which were the two separate pieces of PLN2024-00374 – 32 & 34 Morton
Ave. Reasons for denial of the shortening of the windows:
1. The previous windows had contributed to the character of the home and that a shorter
window on a right-of-way facing elevation would not be something they would have
permitted.

Modifications to window infill request:
1. The original window locations are to have trim installed or maintained, and the opening is ot be
infilled with an appropriate shutter, so that the location and impression of the windows is
maintained.
