1. Construction of new porch for approval - Case #PLN2024-00396 – 57 High St – A Major
Modification to construct a new wrap-around porch on the home, similar to other porches seen in
the district.

Case Presentation
Ms. Hornbeak presented the case. The request is to construct a new wrap around porch on the
home. This case had been seen previously, as a concept review. At that time the Board reacted
to the proposal favorably but requested more information or more detailed drawings. More
detailed and clearly labelled construction drawings were submitted.
The applicant and owner, Doug Tinklenberg, was present to answer questions. Mr. Tinklenberg
was able to elaborate on the specifics of the new porch, and confirmed that gable trim, porch
posts, and decorative corbels and trim would all be replicated on the porch expansion. Mr. Gow
asked about the porch skirting, which was shown as solid horizontal boards. Mr. Gow stated that
lattice skirting is the standard detail. Mr. Tinklenberg said he would prefer to have a solid porch
skirting. Mr. Gow proposed, and the Board agreed, that the skirting could be solid if it was
comprised of vertical members, or if it had some kind of raised panel trim.

A motion was made by Mr. Gow and seconded by Ms. Hickey to approve PLN2024-00396 – 57
High St with modifications. Modifications include:
1. The porch skirting to be approved by staff: either solid with panelling, vertically oriented
boards, or lattice skirting.

2. Demolition of building for approval - Case # PLN2024-00397 – 608 Grafton Ave – A
Major modification to remove a structure which has been declared a structural nuisance.

Case Presentation
Ms. Hornbeak presented the case. The request is to demolish a structure that has been declared a
public nuisance. Photographs of the condition of the property were submitted. Information on
the history of the building and the series of actions that led to its current condition were
submitted. In this case, asbestos remediation was done on the property in preparation for
demolition without approval from the Landmark Commission or city staff, which lead to the
rapid deterioration of the building.
The applicant, the City of Dayton’s Nuisance Abatement and Rehabilitation Supervisor Ken
Jackson, was present to answer any questions. Ms. Konicki asked how the asbestos remediation
mistake had occurred, and what steps were in place to ensure something like this didn’t happen
again. Mr. Jackson stated that the contract for demolition on this property had been prepared,
send out for bid, and generally handled by a different employee in the department, who is no
longer with the City. That employee, he speculated, had failed to check the historic status of the
property before proceeding with awarding the contract. Now, Mr. Jackson continued, he
prepared all the contracts for demolition himself, and is careful to check historic status with
Planning Staff (Ms. Hornbeak or Ms. Dakin). The Board were glad to hear that nuisance
abatement and city planning staff are working more closely together now, but wanted there to be
some kind of formal process or guardrail that would prevent something like this from ever
happening in the future. Staff stated they would be willing to develop a formal process for the
review of nuisance demolitions.

Board Discussion
The Board agreed that unfortunately in this case demolition was the only reasonable path forward
for this property. Mr. Gow asked about salvage, and Mr. Jackson affirmed that in all nuisance
demolitions of historic properties, the contract will include salvage of intact historic materials,
which is usually handled by Jeff Wysong of Dayton Reclamation.

A motion was made by Mr. Gow and seconded by Ms. Konicki to approve PLN2024-00397 –
608 Grafton Ave as submitted.
