CALL TO ORDER 2. ROLL CALL Mayor Glickstein called the Annual Organizational Meeting to order at 6:00 p.m. Roll Call: Commissioner Petrolia Commissioner Katz Vice Mayor Chard Deputy Vice Mayor Johnson Mayor Glickstein Additional Attendees: Mr. Lauzier, City Manager Mr. Lohman, City Attorney Katerri Johnson, City Clerk 3. PLEDGE OF ALLEGIANCE TO THE FLAG 4. AGENDA APPROVAL There were no requests for changes to the agenda. Vice Mayor Chard made a motion to approve the agenda as presented. It was seconded by Commissioner Katz. A Roll Call vote was taken and all were in favor. The motion carried 5-0. 5. COMMENTS AND INQUIRIES ON AGENDA AND NON-AGENDA ITEMS FROM THE PUBLIC- IMMEDIATELY FOLLOWING PRESENTATIONS: 5.a. City Manager’s response to prior public comments and inquiries None. 5.b. From the Public City of Delray Beach Page 1 Printed on 9/7/2018 City Commission Minutes - Final March 29, 2018 Mayor Glickstein opened the meeting for public comments: Pauline Moody, temporarily homeless, said she hoped that the City Commission knew that the City had a number of problems. Alan Schlossberg congratulated Mayor Elect Petrolia for a job well done. He also congratulated all of the other incoming Commissioners. There being no further comments, the public portion was closed. 6. 18-181 Staff Presentation Sponsors: City Manager Department Mr. Lauzier made laudatory remarks about the contributions made by outgoing Vice Mayor Chard and Commissioner Katz. On behalf of City staff, Mr. Lauzier presented plaques of appreciation and Henry Miller clocks to Vice Mayor Chard and Commissioner Katz. 7. 18-191 Commission Comments Sponsors: City Manager Department Commissioner Katz thanked the residents of Delray Beach for allowing him the privilege to serve as a City Commissioner for the past three years. He also express appreciation to his wife and family for permitting him the opportunity to serve on the City Commission. Commissioner Chard expressed appreciation to his partner for her patience and understanding. He noted the importance of the City Commission having a well-developed vision for the City's future. Deputy Vice Mayor Johnson expressed appreciation to Commissioner Katz, Vice Mayor Chard and Mayor Glickstein for their assistance during her first year in office. She also expressed congratulations to Mayor Elect Petrolia. Mayor Glickstein thanked everyone in attendance this evening. At Mayor Glickstein's request, the following Commissioners-Elect came forward to receive their respective oaths of office. Commissioner-Elect Frankel received the oath of office from Palm Beach County Commissioner Mack Bernard. Commissioner-Elect Bathurst received the oath of office from Dana Bathurst. Commissioner-Elect Boylston received the oath of office from attorney Lee Cohen. Mayor Glickstein administered the oath of office to Mayor-Elect Petrolia. 10. 18-183 Selection of Vice Mayor and Deputy Vice Mayor a. Vice Mayor nominations b. Deputy Vice Mayor nominations Sponsors: City Clerk Department Mayor Petrolia noted that the next order of business was the selection of the Vice Mayor and Deputy Vice Mayor. Deputy Vice Mayor Johnson made a motion to appoint Commissioner Frankel as Vice Mayor. It was seconded by Commissioner Bathurst. A Roll Call vote was taken and all were in favor. The motion carried 5-0. Vice Mayor Frankel made a motion to reappoint Deputy Vice Mayor Johnson. It was seconded by Commissioner Boylston. A Roll Call vote was taken and all were in favor. The motion carried 5-0. 11. 18-184 Selection of Vice Mayor and Deputy Vice Mayor a. Vice Mayor nominations b. Deputy Vice Mayor nominations Sponsors: City Manager Department Attachments: IG Role in Promoting Ethics in Govt Mar 2018 The Mayor and City Commission received a brief presentation from Palm Beach County Inspector General, John A. Carey. Mr. Carey stated that he and his staff were always available to answer questions or address concerns that the Commission may have. Deputy Vice Mayor Johnson made a motion to approve the Rules of Procedure. It was seconded by Vice Mayor Frankel. A Roll Call vote was taken and all were in favor. The motion carried 5-0. 13. 18-186 Approval of City Commission Meeting Dates (calendar attached) Sponsors: City Clerk Department Attachments: 2018-2019 City Commission Agenda Schedule 3-21-18 April 2018–March 2019 Calendar Mr. Lauzier reviewed the City Commission's proposed meeting schedule. Vice Mayor Frankel made a motion to approve the meeting calendar. It was seconded by Commissioner Boylston. A Roll Call vote was taken and all were in favor. The motion carried 5-0. 14. 18-187 City Attorney Legal Briefing Presentation- Government in the Sunshine, etc . Sponsors: City Attorney Department Attachments: Commission Orientation 2018 Mr. Lohman, City Attorney, reviewed the Sunshine Law and the Palm Beach County Ethics law in detail and responded to questions from the Mayor and City Commissioners. 15. 18-188 Reference Documents a. Manager-Commission Form of Government materials Mr. Lauzier noted that the Mayor and City Commissioners had been provided with copies of the City Charter, Palm Beach County Code of Ethics and an overview of the Manager/Commission form of government. Mr. Lauzier requested that the City Commission review all of these documents prior to the upcoming goal setting sessions. 16. COMMENTS AND INQUIRIES ON NON-AGENDA ITEMS: 16.a. City Manager Mr. Lauzier noted that he would be meeting with Florida Power and Light tomorrow to discuss the permitting process in order to keep apprised of all ongoing FP&L projects within the City. Mr. Lauzier noted that the City Commission agenda process had gone paperless, with projected savings of $6,000 to $10,000. He noted that one-on-one goal setting meetings would be offered between the consultant and individual Commissioners on April 9th. Mr. Lauzier said that he was available for any questions about agenda items. 16.b. City Attorney Mr. Lohman noted that the City Commission would be receiving confidential memorandums including some recommendations for settlement and recommendations for rejection. Mr. Lohman stated that the Mayor and City Commissioners can make an appointment to meet with him if they had any questions about any legal matters. 16.c. City Commission Vice Mayor Frankel noted that his father was on a cruise this evening. Vice Mayor Frankel expressed appreciation to former Mayor's Alprin, Carney and Gray for attending this evening's meeting. He also expressed appreciation to Palm Beach County Commissioner Bernard for swearing him in this evening. Commissioner Bathurst extended congratulatoins to all of his peers for being elected to the City Commission. He also expressed appreciation to the City staff for all of their assistance. He also noted that some family members were in process of moving from Lacey, Washington, near Mr. Lauzier's former home of Tacoma, to Delray Beach, Florida. Deputy Vice Mayor Johnson said that she was very excited to be a part of the new City Commission team. She also requested, and received, the Commission consensus to include an item on the April 3rd meeting agenda to discuss the CRA Board. Mayor Petrolia gave a shout out to fomer Mayor Gray for attending the entire meeting this evening. She also expressed appreciation to former Mayor's Alprin and Carney for attending this evening's meeting. She extended kudos to all City staff who had made the process to date a seamless one.
