City Commission Minutes - Final April 29, 2025
Pursuant to Section 3.12 of the Charter of the City of Delray Beach the Mayor has instructed me to
announce a Special Meeting of the City Commission
The April 29, 2025, Special Meeting was called to order at 3:45 p.m. City Clerk,
Alexis Givings, called the role, and the following were present:
Present: 5 - Mayor Thomas F. Carney, Jr., Deputy Vice Mayor Angela
Burns, Commissioner Tom Markert, Commissioner Juli Casale, Vice
Mayor Rob Long.
Others present were:
Terence Moore - City Manager
Lynn Gelin - City Attorney
Alexis Givings - City Clerk
Mayor Carney announced that he had called this meeting because a City
employee had filed a whistleblower complaint against another City
employee. He stated that he was seeking a consensus from the
Commission to allow the City Attorney to work with external counsel to
investigate the matter and to take any necessary corrective actions.
Vice Mayor Long announced that he would abstain from voting on this
matter in accordance with Florida Statute 286.012 to avoid any
appearance of a conflict.
Vice Mayor Long left the dais.
Commissioner Casale suggested the individual involved be allowed to
receive paid leave until the findings of the investigation were clear, as was
typically done in instances of this nature.
A motion was made by Deputy Vice Mayor Burns, seconded by
Commissioner Markert, to authorize an investigation into the allegations
into the complaint received earlier that day and direct the City Attorney and
outside counsel to negotiate terms and conditions of an agreement. The
motion carried by the following vote:
Yes: 4 - Deputy Vice Mayor Burns, Commissioner Markert, Commissioner
Casale, and Mayor Carney
all were in favor
After the vote, Vice Mayor Long returned to the dais.
Ms. Gelin announced that this matter is confidential. She instructed

everyone not to share any information with anyone from the press, as well
as with staff, friends, or colleagues, to prevent any adverse reactions or
retaliation. She also noted that public records related to this matter will be
considered confidential and exempt from disclosure.
Commissioner Casale noted that information had already been leaked on
this matter.
There being no further business to discuss, Mayor Carney adjourned the
meeting at 3:53 p.m.
