Dr. Spencer discussed the program’s initiatives, which focus on proactive solutions to build resilience against substance use through age-appropriate education. The Commission expressed their gratitude to Dr. Spencer and acknowledged the importance of the Living Skills in Schools program. 4.C. FOLLOW-UP CONSIDERATIONS FOR FY26 EDUCATION GOALS AND PRIORITIES Sponsors: City Manager Department Attachments: Agenda Cover Report 2025 DIA Amendments 2025 GOP Amendments Janai Bowens, Education and External Opportunities Manager, provided a follow-up to her presentation from the March 27, 2025 Workshop Meeting. She stated that the purpose was to establish priorities for the 2026 education program year. She proposed that staff prepare budgetary considerations in the form of grants and strategies to achieve education-related goals, based on the direction from the Commission. This initiative aims to improve student outcomes through the proposed Comprehensive Plan amendments that she previously recommended. Discussion ensued regarding the recommendations made by Ms. Bowens. Mayor Carney noted that the Commission still hadn’t provided their opinions on this matter and that as of now, there was not an Interlocal Agreement in place. Ms. Gelin stated that before the Commission establishes an Interlocal Agreement with the School District of Palm Beach County, specifically designed for the Delray Beach community, discussions with them are necessary. Ms. Bowens mentioned that she would explore potential sources for grant funding. The Commission thanked Ms. Bowens for her hard work. Mr. Moore sought consensus from the Commission to discuss this matter further at the June 3rd or June 17th Regular Commission Meeting from 4:00 p.m. to 5:00 p.m. City of Delray Beach Page 3 Printed on 6/18/2025 City Commission Minutes - Final May 6, 2025 There was consensus to engage in a one-hour follow-up meeting in June. 5. City Manager's response to inquiries and highlights Mr. Moore took a moment to acknowledge Elena Georgiev, the new Internal Auditor, who was present. 5.A.1. UPDATE REGARDING HISTORIC (DESIGNATION FOR FROG ALLEY) AND CONSERVATION DISTRICT (ATLANTIC AVE) DESIGNATION EFFORTS Sponsors: City Manager Department Anthea Gianniotes, Development Services Director, stated that the final report for this item would be completed within the next month and a half. She noted that the Frog Alley District impacts residents' homes and expressed a desire to schedule a public outreach meeting to get feedback from the residents before moving forward to the Commission and the Historic Preservation Board. Mayor Carney requested that the Commission receive a draft document before it was distributed to residents. Ms. Gianniotes suggested postponing the public outreach meetings until October. Mayor Carney agreed. 5.B. From the Public Danielle Rose, 323 NE 6th Avenue, Delray Beach Spoke about the Voluntary Pre-Kindergarten Program (VPK) and stated every child was eligible to participate. Invited the Commission to attend the charity event, “We Box for Life” on July 12, 2025, at 1:00 p.m. at Pompey Park. Montre Bennett, 323 NW 2nd Avenue, Delray Beach Read a letter written by the Teens of Palm Beach County about Mental Health Awareness and mentioned that there would be a mental health event at Pompey Park on May 28, 2025, at 6:00 p.m. George Caesar, Achievement Center for Children and Families Thanked the City for their partnership with the Achievement Center and City of Delray Beach Page 4 Printed on 6/18/2025 City Commission Minutes - Final May 6, 2025 acknowledged the programs that were being offered. George Solown, 1517 Hayes Road, Delray Beach Spoke about what the Achievement Center has done for him and other local youths through the program, “Hacktivate”. Sean Thomas Wright, 30 Lake Court, Delray Beach, and 5419 Greenwood Drive Escorted out for making defamatory remarks about the City Attorney. Patricia Wright, 255 NW 14th Avenue, Delray Beach Discussed prioritizing the dedication of Frog Alley. Andrea Bruton, 703 Place Tavant, Delray Beach Read a letter from the incoming Vice Commander of Post 188 concerning the future of Post 188, and the importance of the community and the City working together. Sara Selznick, 1700 NW 2nd Avenue, Delray Beach Representing “Shared Future Foundation,” provided an update on the renovations of Post 188 and requested the Commission's assistance in finding fundraising opportunities for the building's renovations. Mike Stamm, 900 East Atlantic Avenue, Delray Beach Requested an opportunity to speak with the Commission regarding an issue with a building permit his company acquired at 1006 Brooks Lane. Pamela Williams, 245 NW 8th Avenue, Delray Beach Expressed her concern about employees' fear of losing their jobs, feeling intimidated in the workplace and the City not having a progressive discipline plan in place. Marjorie Waldo, Representing the Delray Beach Arts Garage Discussed the positive impact that the arts have on mental health and overall well-being. Stephanie Immelman, Delray Beach Chamber of Commerce Informed everyone there would be a celebration of life for Nancy Stewart-Franczak on May 12, 2025, at 5:30 p.m. at the Delray Beach Golf Course. Christina Morrison, 1000 Lowery Street, Delray Beach Requested the Commission to allocate funds from the Opioid Settlement to the Living Skills in Schools Program and mentioned that specific industries in the City offer free career training to students graduating from high school. He stated that the goal of the Police Department was to have these devices strategically placed in locations throughout the City, not just on properties owned by the City. She informed the Commission that her office was working with the opposing counsel to formulate a lease and an agreement for the building. She requested permission from the Commission to negotiate the lease and agreement, and to allow the City Manager to execute it. Ms. Gelin highlighted the provisions of the lease. The Commission engaged in a discussion to evaluate their options, which included returning the property to the American Legion and requesting reimbursement for half of the legal fees incurred by the City up to that point. A motion was made by Deputy Vice Mayor Burns, seconded by Vice Mayor Long, to amend the settlement agreement as discussed and allow the Mayor to execute same. all were in favor 8. Commissioner Casale: Spoke with Mr. Schiller. Neil Schiller, Attorney, representing the applicant, presented a rezoning request for the parcel located at 1600 South Congress Avenue. The proposal seeks to change the zoning designation from Professional and Office District to General Commercial. He noted that the zoning map indicates that both this property and the neighboring properties are categorized as General Commercial, providing examples of why the current zoning was inappropriate. Ms. Gianniotes provided a brief staff report on this item. She noted that the Planning and Zoning Board recommended approval with a vote of 6-1 on March 17, 2025. Mayor Carney opened the floor to anyone who wished to speak on this item. Christina Morrison, 1000 Lowery Street, Delray Beach Stated that several studies conducted by the City indicated that the zoning of this area was obsolete and should be rezoned to General Commercial, and this request aims to achieve that. Mayor Carney entered Ordinance No. 15-25 into the record. Hassan Hadjimiry, Public Utilities Director, was accompanied by Daryll Parker from Willdan Financial Services, to discuss this item. Mr. Hadjimiry provided the Commission with an update on the actions taken since the meeting on March 11, 2025. He mentioned that one of the actions was a proposal for a multi-year rate adjustment. Mr. Parker explained the reasons for a larger increase in water rates than initially anticipated. He noted that significant capital expenditures were driving this need, particularly because the cost of constructing the plant had nearly doubled. Mr. Parker also mentioned that, despite the increase in rates, Delray Beach's rates remained lower than those of neighboring municipalities. Michael Stern, 208 SW 7th Street, Delray Beach Expressed his concern that his house, which is directly across from the water plant, experiences vibrations from the hydraulic underground pipes, and hopes the new plant won’t cause similar vibrations. Thomas Johnson, 112 SW 7th Street, Delray Beach Stated he fully supported anything to improve the water quality in the City. Bill Schiltz, 106 SW 7th Street, Delray Beach Stated he fully supported the water rate increase. Seeing no one else present, Mayor Carney closed public comments. The event is scheduled to take place from June 27 - June 29, 2025, and will be hosted by the National Civic League. Mentioned that the City will host another Small Business Expo at Pompey Park on May 22, 2025, organized by Rob Evans, the Economic Development Manager. B. City Attorney None. City Commission Mayor Carney: Spoke about the Visions Steering Committee and the eligibility criteria for applicants. Discussed the July 4th celebration. Suggested reviewing the regulations regarding code enforcement levels for light and sound levels throughout the City. Requested an update on the accident investigation that took place involving a former firefighter. Commissioner Casale: Thanked the Milagro Center for their work with children and recognized the Arts Garage for hosting a children's matinee. Spoke about the whistleblower report that was distributed improperly. Commissioner Markert: Suggested giving employees polygraph tests to determine who distributed the whistleblower report. Deputy Vice Mayor Burns: Expressed her disappointment regarding the breach of confidentiality concerning the whistleblower report. Requested consensus for issuing a certificate of recognition in honor of Ebenezer Wesleyan Methodist Church’s 100th anniversary. Advocated for consensus to showcase children’s artwork throughout City buildings, featuring pieces from the organization CAPE Universal, led by Anthony Bacchus. This organization provides visual arts programs for our youth. A consensus was reached to allow the artwork to be displayed. Vice Mayor Long: Requested a proclamation be made for Nancy Stewart-Franczak, who passed and was responsible for spearheading many of Delray Beach’s most beloved events. Consensus was granted. Provided an update on the Lowson Street Tree Planting Program. Mayor Carney mentioned that there were still many tree stumps remaining.
