City Commission Minutes - Final October 29, 2025
Pursuant to Section 3.12 of the Charter of the City of Delray Beach the Mayor has instructed me to
announce a Special Meeting of the City Commission to be held for the following purposes:
The October 29, 2025 Special Meeting was called to order at 1:09 p.m.
Alexis Givings, City Clerk, called the roll, and the following were present:

Angela Burns, Commissioner Juli Casale, and Vice-Mayor Rob Long
SP.1. RECOGNITION OF STUDENT VISITORS FROM DELRAY BEACH'S
SISTER CITY OF MIYAZU, JAPAN AS PART OF THE ONGOING
EXCHANGE OF CULTURAL UNDERSTANDING AND FRIENDSHIP
BETWEEN THE TWO CITIES.

Mayor Carney began the Special Meeting by expressing his honor in
speaking on behalf of the City. He recognized the Sister Cities program of
Delray Beach, which was established in 1999 when the City of Delray
Beach sent its first group of high school students to Miyazu, Japan, to serve
as student ambassadors between the two cities. Over the decades, the
organization has upheld a noble mission of promoting friendship and
understanding between the citizens of Delray Beach and our partner cities
around the world. The educational exchange program continues to
strengthen the diplomatic and cultural ties that benefit both the City of
Delray Beach and our partner communities.
This student ambassador program aims to enrich the community through
meaningful cultural exchanges for the youth of Delray Beach. Mayor Carney
expressed his heartfelt appreciation to the board members, volunteers,
students, and community partners of Sister Cities of Delray Beach for their
dedication to furthering the goal of friendship, especially the students who
have traveled from Miyazu. The Commission and audience applauded.
An employee and translator from the City of Miyazu read a letter from the
Mayor of Miyazu, thanking the Commission and the City of Delray Beach
host families for their warmth, and the opportunity to learn about each
other’s customs.
Mayor Carney read the recognition letter between the two cities into the
record. Each student ambassador stood up as Mayor Carney called their
names and thanked them. He presented them with a plaque and took a
photograph with everyone.

The students were presented gifts from the City and the Community
Redevelopment Authority (CRA).
SP.2. PUBLIC COMMENTS
Mayor Carney opened the floor to anyone who wished to speak.
Seeing no one present, Mayor Carney closed public comment.
Mayor Carney thanked everyone for attending and expressed his hope that
this cultural exchange would continue for many years to come.
There being no further business to discuss, Mayor Carney adjourned the
meeting at 1:28 p.m.
The City shall furnish appropriate auxiliary aids and services where necessary to afford an individual
with a disability an equal opportunity to participate in and enjoy the benefits of a service, program, or
activity conducted by the City. Please contact the Human Resources Department at (561) 243-7125 at
least 24 hours prior to the program or activity for the City to reasonably accommodate your request .

UNDERSTANDING AND FRIENDSHIP BETWEEN THE TWO CITIES.
Recommendation: The City Commission is asked to recognize and welcome Tsugumi Hori,
Mihito Mizutani, Rikuto Siota, Reo Taga, Yosuke Takeshita, Suzuha
Ueoka, and Tugumi Yano as honored student visitors from Delray
Beach's Sister City of Miyazu, Japan.
