Darrell Hunter, Chief of Police, and Steven Moews, Assistant Fire Chief, presented a slideshow on the protocol for triaging emergency calls for both the Police and Fire Departments. Chief Hunter noted that the Police Department receives approximately 45,000 calls for service each year and shared analytical data collected over the past 3 years that demonstrate the department's swift response times. The Commission thanked Chief Hunter and Assistant Fire Chief Steven Moews for their presentation, acknowledging the clarity they provided regarding response times for both departments. They also recognized their commitment to delivering the best possible service to the residents. 5.B. From the Public Billy Roach, 33444 Provided his experience when making a 911 call. Ms. Bowens was recognized for her accomplishments and her contributions to the City in this effort. Mayor Carney thanked the Rotary Club for their efforts. Paul Cannon, 33483 Requested that the Commission relax the parking restrictions on Veterans Day to allow more people to come out for the celebrations. Mentioned that November was Men's Health Month. Tracy Litt, 34344 Discussed the monetary advantages to the City if there were a building/venue dedicated to business-based travel events. Mayor Carney suggested that Ms. Litt write to the Commissioners and City Manager about her plan. Kelly Roach, 33483 Proposed that the City allocate a building for hosting large events to help bridge the budget deficit and increase police officers’ salaries. Queen Miller, 33444 Discussed an incident she had with the police. Valerie Landis, 33445 Discussed the concept of building an entrepreneur hub/space in Delray Beach to generate revenue for the City. Montre Bennett, 33444 Requested that cat food stop being thrown on the sidewalks in the Set Community. Suggested allowing the residents to vote on who should govern the City regarding the supermajority. Requested that the Commission visit the schools, so that the children could see that they are concerned. Suggested adding a homeless shelter to the new police station. Ernestine Holliday, 33444 Expressed her support for the City Commission’s decision to return to a supermajority, ensuring stability for elected officials. Angela Hill, 33444 Favored having a supermajority to allow the elected officials to do their job and to maintain stability in the City. Pamela Williams, 33444 Expressed her desire to have a supermajority. Yvonne Odom, 33445 Informed everyone that November is Lung Cancer Awareness Month. Discussed how a supermajority encourages collaboration and compromise among leaders on policies that would ensure fairness for everyone. DISCUSSION REGARDING PROPOSED charter amendment REQUIRING A SUPERMAJORITY TO REMOVE THE city manager Sponsors: City Attorney Department Lynn Gelin, City Attorney, explained that any modifications to the City’s Charter must go through a referendum. She stated that the process would begin with presenting an Ordinance to the City Commission. If the ordinance is adopted, it will be placed on the March ballot for voter approval. Mayor Carney stated that a Commission cannot remove a City Manager without proper justification. He suggested that City residents should have the opportunity to vote on this issue during a general election, rather than a municipal election, to boost voter turnout if such a situation arises. Mayor Carney acknowledged that the City has had the same City Manager for the past five (5) years and is inclined to keep the charter in its current form. Vice Mayor Long emphasized that it was only fair to allow residents to vote on this matter, especially given the strong turnout at the public hearing that evening. He noted that during his campaign, residents frequently expressed their desire to reinstate a supermajority to ensure their voices are heard. Commissioner Casale noted that none of the surrounding municipalities, except for Boynton Beach, has a supermajority requirement. She noted that during the 2014 primary election, residents voted to remove the supermajority requirement. Deputy Vice Mayor Burns mentioned that a supermajority could have both positive and negative effects, but emphasized that the decision should lie with the residents. City of Delray Beach Page 8 Printed on 12/10/2025 City Commission Minutes - Final November 4, 2025 Commissioner Markert stated that the Commission discusses and debates everything on the dais and expressed his support for maintaining the current approach. Commissioner Burns clarified that this issue concerned the City Manager's position, not Mr. Moore directly. Vice Mayor Long stated for the record that he and Mr. Moore never discussed this issue. Mr. Moore stated that the idea of reinstating a supermajority vote did not originate with him. He emphasized that his primary focus and commitment have always been to serve the best interests of residents and stakeholders in every municipality where he has worked, and that if the majority of the Commission wanted him to leave, he would do so voluntarily. There was a 3-2 consensus not to move this item forward at this time. 8. PUBLIC HEARINGS/SECOND READINGS: 8.A. Anthea Gianniotes, Development Services Director, provided a staff report on this item. She stated that over the years, the City has adopted quantifiable standards and policies regarding this matter, and that this step City of Delray Beach Page 9 Printed on 12/10/2025 City Commission Minutes - Final November 4, 2025 in the review process is unnecessary and only slows the process. She mentioned that the Parking Management Advisory Board (PMAB) would be eliminated from the City’s Code of Ordinances. Ms. Gianniotes mentioned that the Planning and Zoning Board reviewed the amendment to the Land Development Regulations and voted 4-1 to recommend approval and to eliminate this board on September 15, 2025. Mayor Carney opened the floor to anyone who wished to speak on this item. Laura Simon, Executive Director of the Downtown Development Authority (DDA), stated that the DDA was the original Parking Management Advisory Board (PMAB) and still maintains oversight over the parking in the DDA district. She requested that parking matters continue to be presented to the DDA for their input and recommendations. Mayor Carney thanked Ms. Simon for her comments. Seeing no one else present, Mayor Carney closed public comment. The Commission briefly discussed this new process to streamline parking applications and meet the required deadlines. Ms. Gelin noted that the DDA, like the Community Redevelopment Authority (CRA), can provide input on parking matters. However, she mentioned that eliminating the PMAB would streamline the process. She also reminded the Commission that they will still retain the authority to make final decisions on applications. City Manager Addressed erroneous comments that had been made recently concerning a deficient with respect to the annual budget. Referenced an earlier public comment regarding persons who expressed interest in collaborating with the City and noted that the City has a public-private partnership submission policy. Suggested that individuals or groups interested in engaging with the City should begin by emailing the Commissioners and copying the City Manager. Mentioned that the Freebie Ride Service will be extending its services to the Palm Trail Neighborhood at no additional cost to the City. Expressed his desire to expand the Freebie service to the two roads near the Estuary community. There was consensus among the Commission to approve expanding services to the Palm Trail neighborhood and to have Mr. Moore look into the two streets near the Estuary community for the Freebie service. B. City Attorney Requested permission from the Commission to initiate litigation on subrogation claims from the City’s former health care provider, UnitedHealthcare. There was consensus to allow Ms. Gelin to initiate the litigation. C. City Commission Mayor Carney: Requested an update from Elena Georgiev, Internal Auditor, regarding the Old School Square audit that she was working on. Ms. Georgiev was in attendance and confirmed that the audit had been drafted. However, she was still working on a few outstanding documents and stated that the report would be completed by the following week. Stated that he had forwarded an email from the facilitator of Raftelis to the Commission regarding the preferred structure for the meeting. He also mentioned that he had sent another email with the agenda attached. Commissioner Casale inquired whether the City’s non-profit organizations would attend the meeting, as she believed a consensus had previously been reached on their attendance. Mayor Carney emphasized that the exercise was intended to be driven by the residents. Commissioner Casale noted that previous Vision exercises included both the City's non-profits and its staff. Requested that the City Attorney investigate ways to simplify the City of Delray Beach Page 12 Printed on 12/10/2025 City Commission Minutes - Final November 4, 2025 auto-pay process for residents' utility bills. Suggested that the Historic Preservation Trust meet with the Downtown Development Authority to discuss the beautification of Atlantic Avenue as soon as possible. Discussed the importance of Senate Bill 180 and its inclusion of specific historic areas of the City, such as the Delray Beach Golf Course, Veterans Park recreational area, and portions of the cemetery. Ms. Gelin mentioned that she would add this topic to the agenda for discussion at the November 18th Commission Meeting. Suggested to have the County look into installing a traffic signal at the intersection of NE 1st Street and Northbound Federal Highway, due to the high number of car accidents. Mentioned the feral cat overpopulation in the City. Commissioner Casale suggested that the Commission have further discussions on this issue. Commissioner Casale: Thanked Mr. Moore for addressing the comments raised at the lectern. Congratulated Gina Carter’s celebration of one year of activating the Creative Art School. Acknowledged the individuals involved in the Do-Good Delray events. Mentioned that she toured SouthTech and was very impressed with the students and programs. Additionally, she was excited about the possibility of bringing those programs to Delray Beach. Expressed her gratitude to Jeff Oris, Assistant City Manager, and the Fire Department for their warm welcome of the Sister Cities students. Proposed to have a presentation to showcase the Sister Cities program to the residents. Suggested hosting a “Running with the Chief Event" down Atlantic Avenue, inviting the staff, residents, and others to participate. There was a consensus to schedule the event. Requested that Rabbi Moss be allowed to sit on the Police Advisory Board since he already serves the community. Ms. Gelin stated that he could be an ex officio member of the board. Ms. Gelin mentioned that this matter will be on the next agenda as a consent item to formalize it. Suggested creating an Auditing Committee. There was consensus to bring this item back for discussion. Inquired why the City Manager’s recent Commission Information Letter mentioned scheduling a workshop to discuss funding agreements, as the budget having recently been adopted. Mr. Moore confirmed that the workshop was intended to discuss the next budget season and expiring contracts. Stated that during a discussion with Mr. Rosen from the Downtown Development Authority (DDA), he mentioned that, to manage and operate Old School Square effectively, the DDA requires additional funding from the City. Mr. Moore indicated that in the coming months, he will outline the path forward as he engages monthly with Ms. Simon from the DDA. Deputy Vice Mayor Burns: Congratulated Gina Carter on her one year of activating the Creative Arts School. Suggested issuing a formal solicitation for external companies to use the space at Old School Square to generate revenue for the City. Mentioned that she tried True Vegan Restaurant and enjoyed it very much. Stated that she supported any efforts to help Jamaica. Stated that she has received numerous emails about the parking program. Mr. Moore mentioned that this topic would be discussed at the next meeting. Commissioner Markert: Expressed a desire to meet with the three (3) women who, during public comment, discussed creating a venue in the City for significant events, as this aligns with his corporate experience, which he could contribute to. Mentioned that he toured SouthTech School. Favored tackling alternative ideas for the Old School Square Campus sooner rather than later. There was a consensus. Additionally, he mentioned that the Commission should visit all of the City Schools. Vice Mayor Long: Stated that the Delray Beach Chamber of Commerce and Stephanie Immelman have an excellent reputation statewide. Congratulated the Police Chief for completing the New York City Marathon. Expressed his gratitude to the Commission, particularly to the Mayor, for appointing him as the City’s representative on the governing board of the Palm Beach County Transportation Planning Agency, highlighting his contributions to the agency during his tenure. He mentioned that the agency was recently renamed the Metropolitan Planning Organization. He shared the latest updates with the Commission from his most recent meeting and thanked the Commission for allowing him to represent the City in this important role. 11.
