1. CALL TO ORDER:
The meeting was called to order at 6:01 p.m.
2. ROLL CALL
Also present: Ron Paradise, Planning and Development Services; Angelia Briggs,
Community Development; Mari Leisen, Community Development; and Denise Brooke,
Community Development.

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of July 19, 2016.
Motion by Weslely Kihlmire, seconded by Eric James to approve minutes
for July 19, 2016. The motion carried by the following vote.
For: 8 - Chair Colon, Vice Chair James, Member Gavilanes,
Member Kihlmire, Member Pena-Castaldi, Member Strano,
Member Williams and Member Putkowski

Chairman Colon asked when will they have another Social Services Summit. Mr.
Paradise asked if it could be discussed during staff comments.
7. NEW BUSINESS:
A. Proposed Local Housing Assistance Plan Amendment support
documentation.
Mr. Paradise explained the issues first time home buyers are encountering when
applying for the SHIP Down Payment Assistance Program, (DPA). The housing
department is seeing more and more home buyers that are unable to purchase a home
with the current income limits and home prices. Mr. Paradise and staff have suggested
proposed changes to the LHAP that may alleviate these issues. Staff suggests down
payment amounts be increased for the program as shown in the supporting
documentation. Discussion ensued between staff and Board members before taking a
vote.
Motion by Jodi Pena Castaldi, seconded by Eric James to approve
increased amounts for the down payment assistance program. The
motion carried by the following vote.
For: 8 - Chair Colon, Vice Chair James, Member Gavilanes,
Member Kihlmire, Member Pena-Castaldi, Member Strano,
Member Williams and Member Putkowski
B. Deltona LHAP 2017-2019 underlined strike through format.
Mr. Paradise gave a summary on the issues current home owners are facing when
applying for the Home Owner Occupied Repair Program. For homeowners much
needed repairs on their homes cannot be completed due to the program insurance
requirement. Mr. Paradise and staff have suggested a proposed change to the LHAP
that may alleviate these issues. Staff suggests the insurance requirement to be
removed for the program as shown in the supporting documentation. Discussion
ensued between staff and Board members before taking a vote.
Motion by Michael Putkowski, seconded by Eric James to approve the
removal of the insurance requirement for the home owner occupied
home repair program. The motion carried by the following vote.

8. STAFF COMMENTS:
During staff comments staff member Leisen asked for everyones participation regarding

our legislators and making it known to them the importance of the State Housing
Initiative Partnership program, (SHIP) to our community. If interested, there will be a
new list of legislators coming out with contact information and it will be forwarded to
everyone.
9. BOARD/COMMITTEE MEMBERS COMMENTS:
During Board Comments, questions and answers on various items between Board
members and staff where discussed. Starting with, when the next Social Services
Summit would be, to which staff replied that they will be held quarterly starting in
December. Discussion ensued on how to best assist the Social Services Agencies with
grants, funding, leveraging, etc. and how this will be done to best serve the community.
The question on homelessness was put forth and what is being done was discussed
between members. Some Board members explained that the Continuum of Care and
the use of HMIS are very important to getting the help where it is needed. Some Board
members suggested they have contacts within the community and would like to see if
they would be willing to participate with Social Services. Habitat for Humanity was
discussed. When all discussions were completed Chair Colon called for Board member
comments.
Member Kihlmire stated he liked what they are doing here and cannot wait to see the
end results.
Member Putkowski likes the headway taking place with Social Services.
10. ADJOURNMENT:
There being no further business, the meeting adjorned at 7:38 pm
