CALL TO ORDER: The meeting was called to order at 6:03 p.m. 2. ROLL CALL Also present: Ron Paradise, Planning and Development Services; Angelia Briggs, Community Development; Mari Leisen, Community Development; and Denise Brooke, Community Development. APPROVAL OF MINUTES & AGENDA: Motion by Member Ulicny-Hoback, seconded by Vice Chair James, to approve the minutes for September 20, 2016 . OLD BUSINESS: A. Verbal update on Hurricane Matthew Housing efforts. Mr. Paradise summarized the form and amount of assistance provided to the residents by the Hurricane Matthew Disaster Recovery Program to the members. He went on to explain how the insurance industry and FEMA were starting to wind down the assistance due to the lenth of time since the event. Member Williams asked if there were still applicants waiting for assistance or on a waiting list. Mr. Paradise relayed to the committee that everything was running in a timely manner for the applicants on our end. However, the roofers are running about 4 to 8 weeks behind. Members asked if there is a deadline set for the program to which Mr. Paradise responded, not at this time, but the city will follow the lead of the insurance industry and FEMA. B. Point and Time Homeless Count discussion. Mr. Paradise conveyed to the committee the importance and findings of the point in time homeless count. Various programs utilize the count to help the homeless and where to expend funds. C. Neighborhood Center Homeless Initiative discussion. Mr. Paradise and staff apprised the committee on how the city has partnered with Volusia County, the City of Deland and the Neighborhood Center to address homelessness. The City of Deltona has pledged $50,000.00 a year for the next five to six years towards the running and maintenance of a homeless shelter. Discussion ensued on the importance and need of volunteers to reach out to the communities for continued and additional funding from businesses, citizens and how the churches may play a role in this matter. 7. NEW BUSINESS: A. Election of Officials. Motion by Member Williams, seconded by Member Ulicny-Hoback to nominate Michael Putkowski as Chairman. The motion carried by the following vote. For: 7 - Vice Chair James, Member Daniels, Member Kihlmire, Member Strano, Member Ulicny-Hoback, Member Williams and Member Putkowski Motion by Member Kihlmire, seconded by Member Williams to nominate Member James as Vice Chairman. Future Projects discussion. Staff relayed to the committee some of the up and coming new projects they could be asked to work on, including housing policy and procedures, rental assistance for residents, public services and the Comprehensive Plan. Ms. Leisen explained the public services, CDBG, (Community Development Block Grant), and the Comprehensive Plan to the members and answered questions the members had. She went on to explain the importance of the Comprehensive Plan and getting the residents out and involved. Discussions ensued over the new projects and how to go about making sure they all run smoothly and getting more residents out and involved. 8. STAFF COMMENTS: Mr. Paradise advised the committee that member Ruggeri had missed 3 meetings, therefore forfeiting his seat on the board. If all was in agreement he would be removed and his seat vacant, to which all members agreed. Mr. Paradise said he would inform Member Ruggeri of the decision. Ms. Leisen said it was a great meeting and we will all be very busy with all we have coming up and she looks forward to working with everyone. Ms. Briggs reminded everyone about the volunteer luncheon and asked them to rsvp with Marlene Brown. Ms. Brooke asked how informing everyone with outlook worked for them and their scheduling to which everyone agreed it work great. Other discussion ensued concerning the Home Buyers/Financial Management Classes, mentoring, and learning to become a mentor. 9. BOARD/COMMITTEE MEMBERS COMMENTS: Member Ulicny-Hoback stated she is very happy to learn of the pledge and partnership the city is working on in regards to the homeless and the opportunities for businesses, churches and others to donate and volunteer. Chairman Putkowski asked if we would forward to the board the SHIP legislative talking points and he would like to reiterate the importance of the Neighborhood Center and the great job they do helping people get back on track. Member Williams has recommended we try to fill the newly vacant board seat with a minister if possible. He also asked for an update on NSP, (Neighborhood Stabilization Program). Ms. Leisen updated the board with this information. City of Deltona Page 3 Printed on 5/1/2017 Affordable Housing Advisory Minutes April 18, 2017 Committee Vice Chair James said it has been a great meeting and would like to look into the process of how we can start talks with businesses and other organizations about funding for the homeless initiative. Member Kihlmire said it has been a great meeting and he is on board with looking into and helping attain more ways for funding for the homeless initiative. Member Strano explained ways to help retrain and support those who have fallen on hard times and said he has many contacts he can reach out to who can help gain other grant funding opportunities for the city. Member Daniels said it has been a great meeting and would like to know when the next summit and meeting will be. Mr. Paradise stated at this time we are moving to quarterly meetings and the next meeting will likely be in August. 10.
