1. CALL TO ORDER:
The meeting was called to order at 6:08 p.m.
2. ROLL CALL
Also present: Ron Paradise, Planning and Development Services; Angelia Briggs,
Community Development; Denise Brooke, Community Development; Rebecca Perdue,
Community Development; and Damaris Miranda, Community Development.

3. APPROVAL OF MINUTES & AGENDA:
Meeting minutes for November 21, 2017 approved by members and signed by Chairmen
Putkowski.
4. PRESENTATIONS/AWARDS/REPORTS:
Introduction of new community development staff, Rebecca Perdue and Damaris Miranda
to board members.
5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of
agenda items only and shall not exceed two minutes.

6. OLD BUSINESS:
A. Update on the AHAC membership fundraising efforts for the Neighborhood
Center homeless shelter.
Mr. Paradise recapped the funding efforts associated with the Neighborhood Center
homeless shelter initiative and reaffirmed the need for private sector donors for the
homeless shelter initiative. He prompted members to share their success in their efforts
reaching out to the private sector or faith based organizations. Members and staff shared
ideas, funding efforts and ways in making prospective contacts and donors. Member
Daniels inquired about the number of homeless in the city. Mr. Paradise explained the
census showed 10. However the city has a lot of residents who live with family and friends
that are not counted as homeless. Further discussion continued between the members and
staff.
7. NEW BUSINESS:
A. Discussion about Analysis of Impediments to fair housing surveys - AHAC
members needed to approach and survey citizens at various venues
(Eggstravaganza, 4th of July, etc.) regarding affordable housing matters.
Staff and members discussed the next few months concerning the Analysis of Impediments
to be completed along with various other reports and studies. Mr. Paradise went on to
explain some of the deadlines for the reports and how the members will play an important
role in completing said reports. He conveyed that reaching out to the public at various
events such as the up coming 4th of July event or other events. He explained the different
ways the city was working to get the information and the survey out to the community. Staff
and members discussed the importance of getting the word out and as many surveys
completed as quickly as possible to know how the residents feel and which needs are most
warranted.
B. Discussion about the state mandated Triannual Affordable Housing
Incentives Strategies Recommendation Report. (Sec. 420.9076 F. S.)
Staff explained triennially, the AHAC Board reviews the established policy and procedures,
ordinances, land development regulations, and the adopted comp plan for the city and
recommend specific actions or initiatives to insure affordable housing. Mr. Paradise went
on to explain the items and recommendations needed to cover. The time frame in which
the report needs to be completed was also discussed.
8. STAFF COMMENTS:
Mr. Paradise reminded the members that in June there will be an election of new officers.
Ms. Briggs introduced the newest memebers of the Housing and Communtiy Development
Department, Rebecca Perdue and Damaris Miranda, Housing Coordinators. Ms. Briggs

covered the SHIP Allocation and broke in down by city, and county and relayed we may be
closing the Down Payment Assistance Program until the end of the year.
9. BOARD/COMMITTEE MEMBERS COMMENTS:
Member Castaldi:
Stated she is receiving a lot of calls from residents that are being denied by FEMA and
would like to know is there anything she can do to help them. Staff explained the city will be
closing down the Hurricane Disaster Recovery Program June 30, 2018. She also wanted
to let everyone know that they are providing help to people with issues on their credit
reports.
Member Hoback:
Great Meeting. She wanted to remind everyone about the event at the YMCA on Saturday,
April 28th. She believes it would be a great time to get residents to complete the surveys
for the Analysis of Impediments.
Vice Chair James:
Great meeting. Very interested in the virtual meetings for those who cannot attend any of
the meetings while we are working on the reports so we have a quorum.
Chair Putowski: Would like to know when we would be having another summit? Staff
replied that a summit will be happening in May, during the Analysis of Impediments to Fair
Housing Choice public meetings.
