CALL TO ORDER: This meeting was called to order at 6:07 p.m. 2. Williams 3. APPROVAL OF MINUTES: A. Minutes for April 17, 2018 Motion by Chairman Putkowski, seconded by Member Pena-Castaldi, to approve Minutes for April 17, 2018. Motion by Member James, seconded by Member Pena-Castaldi to nominate Vice Chairman James as Chairman. The motion carried by the following vote: For: 7 - Chair Putkowski, Vice Chair James, Member Battle-White, Member Pena-Castaldi, Member Daniels, Member Strano and Member Ulicny-Hoback Motion by Member Pena-Castaldi, seconded by Member Battle-White, to nominate Member Ulicny-Hoback as Vice Chairman . Local Housing Incentives Strategy Report powerpoint presentation and discussion of Local Housing Incentive Strategies; 1. Expedited Permitting. 2. Modification of Impact Fees for Affordable Housing. 3. Allowance of Flexible Density for Affordable Housing. Chairman James briefly went over the items to be covered and turned the floor over to Mr. Paradise. Mr. Paradise started off with the statutory reason for the Affordable Housing Advisory Committee, (A.H.A.C.), the Local Housing Assistance Plan, (L.H.A.P.), and the 3 year time frame for the L.H.A.P. to be updated. He summarized some the activities and discussions that had taken place throughout the past year but stated completing the L.H.A.P. to be of upmost importance and that it will likely take up the rest of the year for completion. Mr. Paradise went on to explain there are 11 topics to be covered. At this time Mr. Paradise started the presentation of the the power point which included discussion of the 3 topics to be covered. He first reviewed Expedited Permitting and how it relates to affordable housing and the community, the different dynamics of staffing, inspections, and the cost and time. Mr. Paradise proceeded to Impact fees. How fees are calculated and the importance of City of Deltona Page 2 Printed on 7/3/2018 Affordable Housing Advisory Minutes June 19, 2018 Committee fees to pay for infrastructure. Discussion ensued between members and staff on several different factors of the fees and how they support public needs, such as roads, fire, schools, police, and parks. There was further discussion on affordable housing, single family detached dwellings and density, transportation, etc. He reiterated there are limitations, both legal and financial, as to what can be done with impact fees regarding affordable housing. The final topic discussed between the board and staff concerned Flexible Density. Mr. Paradise explained density is generically referred to as high, medium, and low density. It is expressed in the number of acres per unit or the number of units per acre. He went on and gave several examples to the board and a brief summary of the density of Deltona. Mr. Paradise relayed to the board that some may advocate for higher densities because it is compact, efficient, maximizes public investments in infrastructure, promotes transit which leads to less automotive dependence and directs growth and development away from ecological resources. In reality density may not be well received by the public and can be politically unpopular due to the traffic, crowding, pollution, noise and perceptions about socio-economics / demographics, etc. The presentation ended with a discussion between the board concerning sewer, infrastructure, etc. The board was ready at this time to move forward with recommendations for the three topics covered. 1. Expedited Permitting recommendation; To continue with expedited permitting as it relates to affordable housing projects and to encourage appropriate building permit and inspection staffing levels to encourage greater building permit application flow. 2. Impact Fees recommendation; The city take no action regarding impact fees as it relates to affordable housing. 3. Flexible Density recommendation; Encourage/promote the strategic expansion of sewer through cost share proposals and other methods as deemed appropriate and to ensure a robust investment in public infrastructure including utilities, roadways, sidewalks, parks, etc. Staff at this time inquired if the board had come to consensus on the recommendations as presented. Motion by Vice Chair Ulicny-Hoback, seconded by Member Putkowski to approve the recommendations as presented. BOARD/COMMITTEE MEMBERS COMMENTS: Member Ulicny-Hoback asked about the Fair Housing survey. Ms. Briggs stated that 125 surveys were completed. Member Pena-Castaldi spoke of the last Social Services meeting discussing the Analysis of Impediments. She stated they had a clinic at Goodwill in Deland and one in Daytona Beach; they had 20 people registered. Once the attorneys explained what records could be sealed and couldn't, only 4 people stayed to talk to the attorney. So she believes that unless there are statute changes this may be an impediment for a lot of people. She also asked if there was going to be a public hearing before the Con Plan is completed and Ms. Briggs answered yes, it would be going to the City Commission on July 16th. Member Pena-Castaldi asked where copies of the Con Plan may be found for review by the residents. Ms. Briggs replied we have a copy here but it is only a basic draft. Lastly, Member Pena-Castaldi stated she would be out of town for the next meeting. Member Daniels, at this time stated he would be out of town as well and will not be able to attend the meeting. Ms. Briggs relayed to the members that the remainder of the meetings will be held upstairs in the 2nd floor conference room until the end of the year and that the board will be entering the main entrance. Chairman James stated overall it was a good meeting with very good discussions. 10.
