1. CALL TO ORDER:
This meeting was called to order at 6:00p.m.
2. ROLL CALL

3. APPROVAL OF MINUTES:
A. Minutes for June 19, 2018.
Motion by Member Putkowski, seconded by Member Ulicny-Hoback to
approve the Minutes for June 19, 2018. After discussion, the Committee
concurred.
4. PRESENTATIONS/AWARDS/REPORTS:
5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of
agenda items only and shall not exceed two minutes.

7. NEW BUSINESS:
A. The reservation of infrastructure capacity for affordable housing;
Mr. Paradise at this time began the powerpoint presentation of the Evaluation of Affordable
Housing Incentives Report starting with item A; the reservation of infrastructure capacity for
affordable housing. Mr. Paradise gave a brief summary and examples to the committee
such as water/sewer, roads, drainage, parks, public safety, etc. and covered some of the
items of concern such as central sewer, capacity, and cost share for expanding and
improving infrastructure. Vice Chair Ulicny-Hoback asked which direction the City is
heading towards expansion. Mr. Paradise stated that the expansion will probably be along
the 415 corridor with incremental annexation. He went on to say that the City had
completed a Vacant Land Analysis Report in 2015 that said the city does have ample land
and resources to support the population until at least 2025 and that the report will be
updated soon. Chairman James asked if anyone had applied for the Low Income Tax
Credits. Mr. Paradise responded that no one has applied and described the process in
which the developers must go through and they come with extreme competition of which
places the City of Deltona at a disadvantage compared to cities like downtown Orlando.
Ms. Briggs continued with the lack of central sewer is probably one of the main reasons the
city is at a disadvantage.
Motion by Member Putkowski, seconded by Vice Chair Ulicny-Hoback,
to ensure and promote cost share agreements with developers when
sewer expansion or improvements are needed for developments The
motion carried by the following vote.

B. The allowance of affordable accessory residential units in residential
zoning districts;
Moving on to Item B; The allowance of affordable accessory residential units in residential
also known as granny-flats, garage apartments and in-laws suites. A brief summary was
given on the definition on degrees of use, size, placement, history, benefits and the
drawbacks.
Motion by Member Putkowski, seconded by Vice Chair Ulicny-Hoback,
to deny the recommendation to maintain the existing accessory
structure provisions as illustrated in the city zoning regulations for
residential units in residential districts. The motion carried by the
following vote.

C. The reduction of parking and setback requirements for affordable housing;
Item C; Reduction of Parking and Setback Requirements. Mr. Paradise relayed the city is
automotive dependent and parking is land hungry at 345 square feet per parking space and
at a minimum the cost is roughly $3,500 to an excess of $20,000 per parking space in
some cities. If parking requirements were reduced, housing could be made more
affordable, especially in the context of multi-family. Mr. Paradise went over the requirements
for The City of Deltona and informed the Committee parking in residential areas is a
continuous debate. To reduce parking we need to switch to transit oriented transportation
modes but the alternatives are very limited. Chairman James asked if the driveway
expansion can be used for granny-flats to which Mr. Paradise said yes they can. Mr.
Paradise moved on to Setback requirements which are intended for building separation,
aesthetics, building location standardization and land use compatibility. It is sometimes
referred to as a buffer and it consumes a lot of land that could be used for development
including housing. He explained that the city does have methods to relax some setbacks
with the use of a planned unit development zoning tool and the reduction of setbacks could
be a method to realize more housing density which could result in more affordable housing
formats.
Motion by Member Putkowski, seconded by Vice Chair Ulicny-Hoback,
to maintain comprehensive Plan provisions that further multi-modal
transportation options and continue to allow driveway expansions
associated with single family dwellings. The motion carried by the
following vote.

Item C-2 Setback requirements
Motion by Member Putkowski, seconded by Member Strano, to deny
the recommendation to maintain the PUD zoning tool as a method to
relax some setback requirements. The motion carried by the following
vote.

D. The allowance of flexible lot configurations, including zero lot line
configurations;
We are now on Item D; The allowance of flexible lot configurations, including zero lot line. A
brief summary is given on lot sizes and dimensions which leaves room for more dense
development patterns and a more efficient use of land. Less use per dwelling, cheaper
dwellings, possible lower property taxes, easier to maintain are benefits of zero lot line
development but it is not consistent with the suburban expectation. This can be
contemplated under a Planned Unit Development Zoning Tool. LDR, (Low Density
Residental) is a land use category which allows up to six dwellings per acre. Based on
recent land development trends, the PUD, (Planned Unit Development), zoning tool has
been used to facilitate/contemplate the creation of lots in the 50' (5,500 sf) to even smaller
at 40' wide range of (4,800 sf), which is about 50% less than the normal 80' by 120' lots.
Some discussion between Members and Staff opened up at this time.
Motion by Member Putkowski, seconded by Vice Chair Ulicny-Hoback,
to deny recommendation to maintain existing requirements for the PUD
rezoning process and maintaining applicable Comprehensive Plan
provisions that encourage mixed use and higher density residential
developments. The motion carried by the following vote.

8. STAFF COMMENTS:
Mr. Paradise reminded the Members that there is 4 more topics to go over next meeting.
9. BOARD/COMMITTEE MEMBERS COMMENTS:
Member Putkowski asked the Members to go to the city's webpage and review the
community events so they may all stay informed with the happenings with the candidates
and so forth.
Vice Ulicny-Hoback thanked Mr. Paradise for the very informative powerpoint presentation.
10. ADJOURNMENT:
Motion by Vice Chair Ulicny-Hoback, seconded by Member Putkowski
to approve the recommendation to adjourn. There being no further
business, meeting adjourned at 7:09p.m.
