1. CALL TO ORDER:
This meeting was called to order at 6:04 p.m.
2. ROLL CALL

3. APPROVAL OF MINUTES & AGENDA:
A. Meeting Minutes for July 17, 2018
Motion for approval of meeting minutes by Member Williams, seconded
by Member Putkowski. Motion carred by the following vote.

Powerpoint presentation on; Triennial Evaluation of Affordable Housing
Incentives
Mr. Paradise stated a this time he would be presenting a powerpoint presentation to the
committee on the Triennial Evaluation of Impediments Affordable Housing. Member
Williams said he had a question concerning the Casey Property to which Mr. Paradise
communicated it would be discussed during staff comments and returned to presenting the
powerpoint.
Mr. Paradise started with;
A. Modification of street requirements of affordable housing. Mr. Paradise gave the
committee a description of street requirements and designs in relation to road width,
right-of-ways, travel lanes and the need for emergency equipment access and the effects
related to affordable housing. Members discussed, questioned and noted the different
items Mr. Paradise presented to them.
Vice Chair Hoback asked that all recommendations and voting be done once, after all
items have been discussed by the committee. With that said, Mr. Paradise move on to the
next item to be discussed.
B. The establishment of a process by which a local government considers, before adoption
of policies, procedures, ordinances, and regulations, etc., that increase the cost of housing.
Mr. Paradise explained that government requirements are for the protection of the public,
health, safety and welfare. Building codes relating to wind loads are just one example.
Some communities use process and regulations as tools such as requiring large lot sizes,
large minimum floor areas, excessive landscaping requirements, project amenities and
aesthetic/architectural requirements. Mr. Paradise continued stating, that regulations do
implement standards which often reflect a community vision. At this time, the City currently
has no formal process to look at the impact proposed regulations could have on affordable
housing. He stated that some regulations are mandated, such as building codes and have
limited ability to modify. Creation of more process, even if for a good cause can be viewed
contradictory to stream-lining government rule making. He explained that the City planners
can and do balance affordable housing matters when tasked with the reviewing and the
creation of regulations. Also note that regulations are subject to public hearing and public
involvement regarding the adoption of such regulations. Therefore, the public can help
shape policy. Members discussed several items such as house size, lot size, and zero lot
lines, etc. and moved on to the next item.
C. Preparation of a printed inventory of locally-owned public lands suitable for affordable
housing. Mr. Paradise relayed to the committee that there is around 3,900 acres of City
owned/controlled land and explained that fire stations, parks, infrastructures sites,
environmentally constrained lands make up City owned/controlled lands. The City does
have a policy within the Comprehensive Plan that requires a periodic review of City

owned/controlled lands for affordable housing and the last review was about 8 years ago in
2010. The City did investigate City owed/controlled land resources to develop NSP
(Neighborhood Stabilization Program), funded housing and determined no suitable lands
existed due to the property being encumbered by parks, earmarked for infrastructure,
associated with commercial restrictions or exhibited physical problems, (flood plain,
wetlands, slopes, title issues, etc.). Discussion ensued concerning the amount of time that
has passed since the last review was competed of City owned/controlled lands. Mr.
Paradise replied that it is time to look at the City owned/controlled lands and agreed to
perform a review of City owned/controlled lands. The meeting moved on to the next item for
discussion.
D. Support of development near transportation hubs and major employment centers and
mix use developments. Mr. Paradise conveyed to the members development formats like,
transportation hubs, employment centers and mixed use oriented development have been
advocated by planners, urbanists and the like for years. Such development formats
represent compact, integrated development projects to reduce automotive dependence
and promote a denser development pattern which may lead to more affordable dwellings
and lower living costs (less money spent on personal transportation - insurance, gas, etc.)
Mr. Paradise went on to explain that the City currently does not have any transportation hubs
or mixed use development areas but as time moves forward with continued encouragement
of more medical development and promotion of expanded transit services we are starting
to see development patters starting to evolve where there is an employment center (in and
around Halifax Hospital and the Activity Center) but we are still some time away from a
bona fide TOD (transit-oriented development). At this time the members discussed several
issues and ideas with staff and was ready to vote on the items presented by Mr. Paradise.
Each item and recommendation by staff will be read and members given time to discuss
before each vote.
A. Modification of street requirements of affordable housing
Motion by Member Putkowski, seconded by Vice Chair Hoback, to
maintain the ability to reduce the the right of way width as stated in the
LDC ( Land Development Code). The motion carried by the following
vote.

before adoption of policies, procedures, ordinances, and regulations, etc.

establish more process and rely on existing procedures and
professional staff to implement City housing policies. The motion
carried by the following vote.

C. Preparation of a printed inventory of locally owned public lands suitable for
affordable housing.
Member Williams asked if there will be a timeline to complete such a review of City
owned/controlled lands. Member Pena-Castaldi asked if it would be in the next 12 months.
Mr. Paradise stated yes, within the next 12 months.
Motion by Member Williams, seconded by Chair James, City staff
should conduct a review of City owned/controlled property to
determine if any could be used for affordable housing purposes. The
motion carried by the following vote.

D. Support of development near transportation hubs and major employment
centers and mix use developments.
Motion by Member Pena-Castaldi, seconded by Member Putkowski, to
continue development pattern to build on the Halifax Hospital by
encourageing more medical development and promote expanded
transit service to the Activity Center. The motion carried by the
following vote.

8. STAFF COMMENTS:
Mr. Paradise relayed to the Members what has been ongoing since 2015 - 2016 with low
income housing tax credit oriented developers and the City pledged up to $50,000.00 to a
couple of projects, one was for a 40 acre parcel off of Howland Blvd. The other was in the
Lake Foy area. He explained how the low income tax credit is set up like a lottery and is
also merit based. Discussion ensued within the committee and staff.
Ms. Briggs asked the members to keep in mind we may need to call them to back for an

opinion about increasing funds for the Owner Occupied Home Repair Program due to the
increasing prices of construction and building supplies, etc. Discussion between the
committee and staff ensued.
