CALL TO ORDER: The meeting was called at 6:04 pm. 2. Williams Excused: 1 - Member Felicia Diaz Absent: 1 - Member Maribel Montanez 3. APPROVAL OF MINUTES & AGENDA: A. Meeting Minutes for October 16, 2018 Motion by Michael Williams, seconded by Michael Putkowski, to approve the Minutes of October 30, 2018. The motion carried by the following vote: For: 8 - Chair James, Vice Chair Ulicny-Hoback, Member Pena-Castaldi, Member Daniels, Member Putkowski, Member Strano, Member Battle-White and Member Williams 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: City of Deltona Page 1 Printed on 1/7/2019 Affordable Housing Advisory Minutes October 30, 2018 Committee 7. NEW BUSINESS: A. Approval of the 2018 AHAC Incentives and Recommendations Report Mr. Paradise provided a final review of the triennial AHAC report from the City of Deltona’s Affordable Housing Advisory Committee. The following updates to the triennial AHAC report we made per instructions by the AHAC Committee at the last AHAC meeting: · Staff updated spelling and other clarifications that were requested by the AHAC · #E- (page 6 of 9) Accessory dwellings · #F - (page 6 of 9) Setbacks · #G-(page 7 of 9) Flexible lot configurations, and · Notification assure appropriate due notice was provided for Commission Meeting and for AHAC Committee approval of AHAC report. The above corrections were requested by the committee at the last AHAC meeting. Mr. Paradise reminded the committee that this report is a state mandate and has been prepared pursuant to Florida Statute 420.9076. The next step is that this report will be advanced to the City Commission for transmittal to the Florida Housing Finance Corporation. Motion by Michael Putkowski, seconded by Hammond Daniels, to approve as amended, Approval of the 2018 AHAC Incentives and Recommendations Report. The motion carried by the following vote: For: 8 - Chair James, Vice Chair Ulicny-Hoback, Member Pena-Castaldi, Member Daniels, Member Putkowski, Member Strano, Member Battle-White and Member Williams 8. STAFF COMMENTS: Staff mentioned the HALO program to the members if they knew of any elderly very low income persons that may need assistance with housing. Staff did remind the Committee that they will begin work on the Local Housing Assistance Program (LHAP) the first quarter of next year. 9. BOARD/COMMITTEE MEMBERS COMMENTS: Vice Chair Ulicny-Hoback expressed her thanks to the committee members and staff. Member Williams wanted confirm with staff that there may not be any funds available for moderate down payment assistance this year. Ms. Briggs confirmed that the City was only accepting applications for low and very low under the SHIP Down Payment Assistance Program with hopes to open Down Payment Assistance up to moderate income applicants at a later date during the 2019 year City of Deltona Page 2 Printed on 1/7/2019 Affordable Housing Advisory Minutes October 30, 2018 Committee 10.
